• At the Yalta Conference Stalin, Churchill, and FDR starting setting up the new and improved multi-nation organization.
• The new UN would be dominated by the big four: China Soviet Union U.S. and Britain.
• The big four had absolute veto power over security council proposals.
• A representative from all member states were included in meetings.
• Later France would join the power houses
