1. Outline of Project
1.1 Background
Total population of Afghanistan is estimated 24.5 million and around 5.6 million of them are
returnees. Besides, repatriation of 1.2 million IDP is progressing. Return of refugees and displaced
persons to their homes will continue for some time in the future because there are 2.2 million Afghan
refugees in Pakistan and 0.9 million in Iran. Repatriation of returnees is concentrated in Central
region mainly Kabul and Eastern region mainly Nangarhar province. Especially more than half of
population of Nangarhar province is accounted by returnees.
The enormous influx of returnees has been posing as a serious threat to the social stability,
rehabilitation and economic development of Afghanistan. Therefore reintegration of returnees is
considered as one of the most important issues of Afghanistan.
In the situation mentioned above, UNHCR has supported repatriation of refugees and humanitarian
aid for livelihood in their hometown with cooperation of Ministry of Refugees and Repatriation.
However, improvement of living condition and enhancement of social and economic infrastructure is
necessary to support sustainable reintegration of returnees. Particularly in Nangarhar province, it's
imperative to improve community infrastructure since returnees from Pakistan are centered there.
MRRD has been implementing NSP, which supports establishment of CDC in rural community and
aims organizational strengthening and capacity development of CDC through implementation of
community development project with support of World Bank. However, various problems such as
poor performance of contractor, deficiency of contract based business practice and supervising
system, immature decision making process of community have been preventing smooth
implementation of the project and further support and assistance are required.
1.2 Framework of Project
1.2.1 Project Purpose
An environment conducive to implement projects for improvement of basic infrastructure at
community level in Behsud and Surkhrod districts is developed in order to improve the living
environment of the returnees and receiving communities
1.2.2 Outputs
1. To compile current situation and development needs of Behsud and Surkhrod District in
Nagarhar Province.
2. To select pilot projects and prepare implementation plan with participation of local community.
3. To develop a system to be able to implement projects for improvement of basic infrastructure in
community level by local residents.
4. To develop a system to be able to implement projects for improvement of basic infrastructure in
community level by local contractor.

5. To develop an operation & maintenance system of basic infrastructure in community level.
1.2.3 PDM
Outputs and Activities of the project are shown in draft PDM version 1, (Appendix 6.1). PDM
version 1 has been finalized after approval of Project Coordination Committee.
2. Activities
2.1 Phase-I
2.1.1 Preparation and discussion of inception report
The inception report has been prepared in English and Pashto and distributed to Nangarhar
provincial governor office, relevant ministries, District Governors, JICA Afghanistan office and
JICA Jalalabad liaison office, UNHCR from 14 to 17 July, 2010. NRRC expert team visited relevant
organizations in July and August 2010, then explained and obtained agreement on contents of the
inception report, such as the outline of the project, basic policy, methodology and implementation
schedule.
2.1.2 Contract with FP
Facilitating Partner (FP) was selected in accordance with the JICA procurement guideline in Jun.
2006. The contracts were concluded as per Table 2.1-1.

2.1.3 Study on the security condition and conflict prevention in Nangarhar province
Since Nangarhar province has been still affected by the conflicts and wars, the considerations which
all the members should understand commonly for the project activities has been surveyed and
studied. This study covers security condition of Nangarhar province, power map, human relation of
dominants, structure of conflicts among stake holders, etc.
This survey was conducted by FGA. First Report which compiles basic information of Nangarhar
Province, current situation of society, economics, politics, reconstruction, returnees, relation between
Kabul and Pakistan and security information regarding activities of armored group and international
military force, incidents and conflicts has been prepared and submitted to JICA on December 2010.
Monthly Security Report has also been prepared and submitted from FGA to NRRC as additional
information regarding social and political situation and security condition in Nagarhar Province.
Based on this Monthly Security Report, NRRC prepared “Considerations on Project Activities” from
Dec 2010 adding information gathered by NRRC, points to be considered and related to the project
and submitted with Project monthly report to JICA Afghanistan Office. This report aimed
information sharing among NRRC members regarding human relationship within Provincial
government and/ or target villages. However, NRRC members activity in Jalalabad and target 2
districts has not been allowed after incident of Kabul Bank Jalalabad branch attack in February 2011,
therefore, contents of the report has been reviewed and compiled as “Survey and considerations on

security condition and conflict prevention in Nangarhar province”. This report has been prepared
based on the Monthly Security Report from FGA, information from internet news site, local
newspapers and national staff, and consisted of social, economic, political, security situation of
Nangarhar Province, security condition of target districts, project related conflicts, considerations on
project activities. It aims not ensuring safety of NRRC project team member’s activities in the site,
but information gathering related to Nangarhar province and target districts, compiling points to be
considered for activities of FGA and NRRC national staff. It has been submitted to JICA Afghanistan
office with Monthly Project Report and NRRC team reconfirmed and instructed the points to be
considered and security measures to FGA and national staff every month.
In addition, FGA shared security information from ANSO (Afghanistan NGOs Safety Office) as
weekly report, and in emergency situations such as demonstration and explosion/ IED, these
information was shared by short mail service of mobile phone from FGA to NRRC national staff.
This information was utilized for smooth and accurate confirmation of security situation and
ensuring safety of activities.
During Phase-1 activities, security situation was deteriorated quickly and project activities were
implemented by remote control method from Kabul. However, project activities have been
implemented without involving in serious incident and avoiding project related conflicts and
negative impact as a result of proper understanding and consideration to the security and conflict
prevention with the assistance of Provincial Government of Nangarhar and JICA Jalalabad Liaison
Office.
2.1.4 Social survey in 11 target villages
JICA / NRRC Social Team reviewed the past secondary data such as OSDR and JICA reports, and
conducted interview with semi-structured questionnaires. The items surveyed were as follows: (i)
location and boundary of villages and CDCs including preparation of maps; (ii) population; (number
of families, male and female population, ethnicity and tribe), (iii) returnees (number of families,
distribution and living condition of returnees); (iv) community organization (formation of CDC,
traditional Shura and tribal Shura); (v) education facilities; (vi) clinic facilities; (vii) infrastructure
(community road, irrigation, electricity, potable water), (ix) gender (organization, activities and
relation to male CDC); (x) security; (xi) challenges in the community; (xii) activities and projects of
other donors and NGOs, and (xiii) proposed project for NRRC.
The Participatory Development/Social Study Expert designed survey questionnaires and gave
instruction to FGA in August 2010. The field activity was started from September 2010.
To ensure the accuracy, following three key informants from each community (CDC) were
identified: 1) the head of CDC; 2) one family head of the resident who had been living in the
community for long year; and 3) one of the family head of returnees recently returned, i.e., in 2-3
years. As for schools and clinics, the related personnel were also interviewed.

Data collection and encoding were completed by November 2010. In January 2011, the Participatory
Development/Social Study Expert provided her instruction on analysis for FGA. Then, data were
consolidated by village. Draft of the Social Survey was submitted to JICA in June 2011. In August
2011, the revised draft was again submitted to JICA.
The Social Survey report is composed of the main text, which integrates the above data for the 11
target villages, and each village profile with the above information.
Based on the results, a report that consolidates points to be considered for project selection, planning,
implementation and operation and maintenance written in Japanese was also submitted to JICA in
August 2011.
2.1.5 Confirmation of Construction Status, Study on execution structure
Interviews to the contractors selected from a list of twenty good performance contractors which was
gotten form PRRD in Jul. 2010, to the departments concerned and the national staff of NRRC had
been conducted. Based on the interviews and the observation of the construction sites in Jalalabad, a
report on confirmation of construction status and study on execution structure has been prepared.
Based on the results of this survey, Table 2.1-2 Proposed Implementation Structure has been
prepared as a guideline of the implementation.

2.1.6 Consensus Building Structure
2.1.6.1 Establishment of Consensus Building Structure in each villages
It is appropriate to establish consensus building structure for NRRC by utilizing existing framework,
because it would be established only for selection, implementation, operation and maintenance of
pilot projects. CDCs have been already established in target villages by NSP, therefore NRRC has
decided to establish Board of CDCs (BCDCs) which is composed of representatives of all CDCs in
the village and considered BCDCs as the decision making organization of entire villages. BCDCs
had been established from August 2010 to October 2010. The process was classified into three (3)
steps:
1) Social Preparation/pre-explanation
The NS arranged the meeting between NRRC experts and village people. The NRRC experts
explained establishment of the Consultation Mechanism for the villagers, when the NRRC experts
visited each village in August 2010. Then, the NRRC subcontracted with FGA for executing
establishment of the Consultation Mechanism as well as other tasks. The criteria that the NRRC
suggested was that one (1) representative at least should be selected from each CDC.
2) Organizational Set-up
The NRRC convened two (2) representatives from each CDC and requested them to select the
member of the Consultation Mechanism, called Board of CDCs, by themselves – either election or
discussion. The villagers themselves selected officers (head, deputy head, accountant, and
secretary) and member of the BCDCs in each village.
3) Re-organizing
It was found that four BCDCs did not satisfy the criteria. The NRRC expert requested reorganizing
for the BCDCs (Hada Akhundzada、Khushgumbad、Saracha、Bala Bagh), then, FGA did
reorganization by the middle of October 2010.
Subsequently, the BCDCs as the Consultation Mechanism had been established. Special attention
was paid to the two (2) non-NSP covered communities, Mulayano and Kunaryano in Khushgumad,
and their representatives were invited to join in the BCDCs in June 2011.
BCDCs is the association of CDC in each village. The number of BCDC member is 5 to 14, different
from each villages, and 80% of that is returnees. The main responsibility of BCDC is consensus
building regarding pilot projects, including negotiation with stakeholders for acquisition of land.
Before implementation of Group 1 and 2 pilot projects, several sub-committees were established for
implementation, operation and maintenance. Implementation committees are established for each
pilot projects, then Procurement committee and Operation & Maintenance committee are established
under Implementation committee.

2.1.6.2 Selection of Pilot Projects and Obtaining Consensus from Relevant Parties
Table 2.1-3 and Table 2.1-4 show the basic process of selection of pilot projects and obtaining
consensus from the relevant parties in Group-1 and Group-2, respectively. The process is composed
of the following steps:

1) Duplication with other donors has been checked at the needs survey. Type of project
implementation (Community-led or Contract-out) has been decided by expert from the

technical point of view regarding examination of feasibility.
2) Advance explanation and approval from concerned authorities have been conducted and acquired
simultaneously with site survey and consultation with BCDCs.
3) Member of BCDCs understood the needs of each community and selected pilot projects
considering the equality of benefit through consultation with other members for consensus building
of entire village.
4) Application Form includes the basic design and cost estimation. AF submitted and approved by
JICA sequentially.
5) Group-1 pilot projects have been approved by PCC at the presence of provincial government
officers to implement pilot projects promptly. Group-2 pilot projects have been approved by TWG
and PDC. Group-2 pilot projects have been approved by Provincial Governor on 9 Apr, 2011 and
scheduled to be discussed and approved by PDC on 4 May. However, actual approval date was
August 2011.
2.1.6.3 Support for preparation of overall implementation plan of pilot projects
For community-led type projects, implementation committees and procurement committees of 14
Pilot Projects (Group-1) and 2 Pilot Projects (Group-2) have been formed and the implementation
plans have been prepared. For preparation of implementation plan, NRRC had discussed with the
implementation committees and considered the farming seasons and availability of the people. The
prepared implementation plans have been shown in the application form and Pilot Project Final
Reports.
For contract-out type, only implementation committee has been prepared for the monitoring of the
progress of the construction work and contractor’s performance.
2.1.6.4 Strengthening of Consensus Building Process
From July to August in 2011, the expert reviewed the past experience on consensus building during
Group-1 and Group-2. The results were analyzed and utilized for preparing the following activities
for confirming the facts and for developing capacity of the social staff of NS and FGA from October
2011 onward.
Table 2.1-5 shows the activities such as workshops and field activity conducted from October 2011
to March 2012. The expert prepared the programs in accordance with the extent of understanding
among NS and FGA staff. The first and second activities were focused on reviewing and sharing the
experience of consensus building during Group-1 and Group-2. After third activities, the focus has
been shifted on consultation to improve the consensus building process and on capacity building for
NS and FGA. The last two activities were more focused on capacity development for NS an FGA on
the consensus building as social organizers/facilitators.

2.1.7 Discussion on Work Plan (Phase-1)
Work Plan has been prepared based on the Inception Report, site inspections, review of the
implementation methods of the project. PDM Version-1 which defines the evaluation indicators is

also included in Work Plan. Contents of work plan have been explained and discussed at the Project
Coordination Committee (PCC) which was chaired by Provincial Governor of Nangarhar held on 9
November, 2010. All relevant parties had approved the work plan. (Appendix 6.5)
2.1.8 Selection and Planning of Pilot Projects (Group-1)
Through the consensus building structure mentioned in 2.1.6.1, the Pilot Projects (Group-1) have
been selected and the implementation plans including implementation type (community-led or
contract-out) have been prepared. The selection has been done based on the list of OSDR report and
the needs from BCDC with criteria mentioned in Table 2.1-6.

(1) Executing Organization
Based on the approval of the list of Pilot Projects (Group-1), NRRC has concluded the contract with
FP on the implementation of the Community-led type Pilot Projects (Group-1) on Nov. 30, 2010 as
mentioned in Table 2.1-1. Executing organization for Community-led type Pilot Projects is as
follows.

To keep high transparency and to promote the initiative of FP for the high quality of the projects, it
was decided that the project money went to the bank account of FP and it was controlled by FP and
communities. FP is responsible for the accountability of all the expenses to NRRC according to the
contract mentioned 2.1.2.
The important points for implementation of community-led type Pilot Projects are as follows.
FP mainly implements Pilot Projects
Project money shall be kept in the bank account of FP
The procurement shall be done by Implementation committee in accordance with an
agreement of FGA and NRRC.
All receipts shall be kept, and the total amount of receipts shall tally the actual expenses.
(2) Training

Based on the approval of the list of Pilot Projects (Group-1), NRRC has concluded the contract with
FP on the implementation of the Contract-out type Pilot Projects (Group-1) on Nov. 30, 2010 as
mentioned in Table 2.1-1. And the contracts between KEI and Contractors have been followed as
shown in Figure 2.1-2 since the scales of the projects of Group-1 are small.

(2) Bidding
The contractors for the contract-out type pilot project had been selected by selective bidding
procedure in compliance with JICA procurement guideline in Jun. 2006. The actual bidding process

(6) Monitoring for the Pilot Projects (Group-1, Group-2)
Since Feb. 2011, expatriate experts could not visit Jalalabad. Therefore, remote monitoring at Kabul
has been conducted through the discussion with the staff invited from Jalalabad to Kabul. The
training on Quality Control is also being conducted in Kabul since Feb. 2011. Details of the
discussion are as follows.

Besides the direct discussion mentioned above, the monitoring has been conducted through monthly
progress report, weekly monitoring report and monthly financial report.
2.1.10 Assist on the Operation and Maintenance for the Pilot Project (Group-1)
2.1.10.1 Preparation of Operation and Maintenance Manual
Operation & Maintenance Committee has been formed and Operation and Maintenance Manual has
been prepared as Part VI of Operation Manual. The existing maintenance organization and the actual
operating and maintaining procedure have been referred for the preparation of the manual.
2.1.11 Preparation of Draft Manuals
2.1.11.1 Implementation Manual
Implementation manual has been prepared to facilitate the smooth implementation of NRRC project
including pilot projects as guidance of each activity, such as establishment of consensus building
structure, pilot project selection and planning, bidding procedure for contract-out type project,
accounting for community-led type project, operation and maintenance. It was planned to be

prepared separately for community led type project and contract-out type project, but most parts are
common for both type, therefore, it was compiled in one implementation manual. Implementation
manual was prepared referring NSP operation manual and supplemented insufficient parts because
experience of NSP has been accumulated in communities of Afghanistan. Implementation manual
was desirable to be prepared prior to the implementation of pilot projects. However, Group-1 pilot
projects were demanded to be implemented as soon as possible, therefore, it was prepared in parallel
with implementation of pilot projects and draft manual of each part was used on a trial basis and
revised sequentially to compile more practical manual. The feature of this manual is as follows.
For community led type, the methodology of assurance of quality, schedule and transparency of
expenses are considered to improve the problems of NSP.
For contract out type, explanation of contract out system, role and responsibility of relevant
parties are described so that community people can clearly understanding the system, since
community people has not have enough experience of contract out type implementation
method.
Implementation manual has been prepared for smooth implementation of NRRC project, but it was
scheduled to be revised and finalized in Phase-2 to be able to utilize this manual for other
infrastructure project in the future. Composition of implementation manual at this time is shown in
Table 2.1-16.

2.1.11.2 Supervision Manual
Supervision Manual has been prepared to help smooth operation of Pilot Projects. This manual
covers clarification of the role of the concerned parties, guideline of quality control, schedule control,
safety control and money control. The feature of this manual is as follows.
The manual covers both types of pilot projects /community-led type and contract-out type since
many common points have been found in both types.

Four major control points have been simply explained by linking the work procedure, quality
control items and their frequency and criteria.
The major quality control procedure which are slump test for checking fresh concrete, field
density test for checking soil compaction and plate bearing test for checking the building
foundation have been introduced in the manual.
Many formats are introduced
The method of preparation of S curve for schedule control has been introduced.

2.1.12 Selection and Planning of Pilot Projects (Group-2)
Through the consensus building structure mentioned in 2.1.6.1, the Pilot Projects (Group-2) have
been selected and the implementation plans including implementation type (community-led or
contract-out) have been prepared. The selection has been done based on the list of OSDR report and
the needs from BCDC with the criteria mentioned in Table 2.1-18.

Though the list has been approved by PGON on Apr. 09, 2011 once, it was decided that NRRC
would wait for the approval of PDC to assure the consensus of PGoN. The succeeding process of
approval of PDC is as follows.

Sectorial services), JICA Afghanistan office and NRRC Noda was held. The
following matters were agreed with all parties.
The meeting between NRRC and IDLG shall be conducted twice a
month.
Mr. Sadat meets with JICA in Kabul monthly.
Bidding process shall follow JICA procurement rule.
PGON will share the information on the performance of contractors if
any.
JICA will follow the official approval procedure of PGON.
NRRC will organize joint monitoring of the project

Aug.08, 2011 PDC approved the list of Group-2 Pilot Project
It was decided that four small building projects (B-HA01 B-SR01_02 S-BB01_02 S-FA02)would be
implemented in Phase-II because the contract gap at the end of the fiscal year could not be avoided
and the performance of Group-2 contractors had to be confirmed for shortlist. It was also decided
that B-SM03 was cancelled because one NGO has already implemented. These decisions had been
informed to PGoN officially in Dec. 2011.

was second to the lowest bidder. And we concluded the contract on Oct. 19, 2011.

2.1.14 Survey on Development Needs in Behsud and Surhrod district
Initial objective of Survey on Development Needs in Behsud and Surhrod district was to facilitate
the expansion of this project to other area in future and planned to conduct similar survey with
social survey. However, because of deterioration of security condition, it became difficult to expand
project activities to other area. Therefore, survey method has been changed to avoid direct contact
with villagers and most information was collected from existing material and hearing from
provincial government, district governor, relevant ministries and international organizations. Survey
has been started on May 2011 and draft reports of both districts have been submitted to JICA by Dec
2011. In addition, maps of villages and infrastructures and database have been compiled based on
the survey reports.
2.1.15 Preparation of Project Progress Report for Phase-1
The Progress Report compiling the activities of Phase-I (Jun 2010 to Mar. 2012) has been prepared.
2.2 Phase-2
2.2.1 Discussion on Work Plan(Phase-2)
Work Plan for Phase-2 which describes the implementation method and activities has been
prepared. NRRC expert team invited Mr. Sadat to Kabul and explained contents of work plan, and
then he approved it after discussion.
2.2.2 Contract with FP
Facilitating Partner (FP) was selected in Phase-1 in accordance with the JICA procurement
guideline in Jun.2006. The contracts for Phase-2 were concluded as per the following Table 2.2-1.

2.2.3 Implementation of Contract-out type Pilot Projects (Group-2)
All the community-led type Pilot Projects (Group-1) and two out of eleven Contract-out type Pilot
Projects have been completed in Phase-1. The implementation of remaining nine Contract-out type
Pilot Projects had been continued in Phase-2. The remaining four small Contract-out type Pilot
Projects had been implemented in Phase-2.
(1) Executing Organization
Based on the renewal of the contract with JICA for Phase-2, NRRC had concluded the contract with
FP on the continuous implementation of the Pilot Projects (Group-2) and detailed design and
supervision of the small four Pilot Projects (group-2) on Apr. 26, 2012 as mentioned in Table 2.2-1.
The executing organizations have been formed as per mentioned in Figure 2.1-4.
(2) Bidding
The contractors for the remaining Contract-out type four Pilot Projects (Group-2) had been selected
by selective bidding procedure in compliance with JICA procurement guideline in Jun. 2006. The
actual bidding process is show in the Table 2.2-2.

(4) Trainings
The trainings though daily works such as e-mail communication and periodical discussion in Kabul
were provided. Through these trainings, the way of supervision, time extension and additional
works were instructed to the Contractors and FGA.
(5) Implementation
The implementation had been done in accordance with the Table 2.1-9 as mentioned in the
Supervision Manual. Summary of the implementation of Contract-out type Pilot Projects(Group-2)
are shown in Table 2.2-5. The Pilot Project Completion Report had been prepared by FGA and
NRRC staff under the supervision of NRRC expatriate staff. The design changes occurs during the
implementation are shown as follows.

1) Design Change-1(Additional work for Well construction)
The drilling was extended because the fresh water could not be retrieved at the design depth 40m.
When the drilling has reach 100m depth, the fresh water could be retrieved. The quality of riser pipe
was also upgraded because of the different depth of well and the unexpected the sub-soil conditions.
The instruction were made as a variation order stipulated in the contract, the revision of the contract
has been made when the additional quantities are finalized.
2) Design Change‐2(Additional Staircase)
There is a stair even in the one story building class room in the standard drawing to consider the
extension of the building in future. Therefore, the staircase has been requested from the department
education to ease the access and the maintenance of the roofing.
The instruction were made as a variation order stipulated in the contract, the revision of the contract
has been made when the additional quantities are finalized.
The time extension 0.5 months was also provided for the concerned contractors after the due study
of the volume of the additional works required.

2.2.5 Selection and Planning of Pilot Project (Group-3)
Pilot projects for Group-3 was limited in community-led type and selected only the projects which
were necessary to be implemented from the point of conflict prevention. Group-3 pilot projects
were selected and designed according to the criteria mentioned below.

2.2.7 Assist on Operation and Maintenance of Pilot Project (Group-3)
The workshop on road and irrigation projects mention in 2.2.4 covers the Pilot Project (Group-3).
The trainings on the operation and maintenance of wells have been conducted to the persons O&M
in charge. The persons O & M in charge are appointed to two for each well and 1 for each village.
2.2.8 Selection and Planning of the GA Project “Further Activities of NRRC”
The Selection and Planning of GA Project as further activities of NRRC has been conducted by
use of the experience of Phase-1. More details are available in the “Preparatory Survey Report on the
Project for Rehabilitation of Community Infrastructure in Nangarhar in the Islamic Republic of
Afghanistan”.
2.2.9 Updating and Dissemination of Manuals
2.2.9.1 Updating of Supervision Manual
Through the experience of the implementation of Pilot Projects especially the training for IDLG
staff, the supervision manual prepared in Phase-1 has been updated. The community-led type and
contract-out type have been separated. The updating points are as follows.
(1) Common
New Implementing Structure is proposed.
Work items are limited to very important ones.
The updated manuals can be used as a checklist of supervision.
The only main text can work as manual.

Implementation manual prepared in phase-1 has been review and updated based on the experience
on the implementation of Pilot Projects. Step by step detailed procedure was described in
Implementation manual prepared in Phase-1, because it was prepared for smooth implementation of

NRRC. However, updated manual has been simplified and generalized because it aims to be utilized
by organization concerned in the future as a guideline and reference material for other community
infrastructure projects.

2.2.10 Evaluation of Pilot Projects
Each pilot project has been evaluated on a 3-point scale in terms of Quality, Schedule, Relevancy,
Effectiveness, Efficiency, Impact and Sustainability. Draft evaluation has been prepared by NRRC
expert team and proposed to CP and line ministries. Final evaluation result shown in Table 2.2-14
has been compiled in light of the opinion and comments from them.

2.2.11 Defect Liability Inspection for Contract-out type Pilot Project (Group-2)
The defect liability inspections with the organizations concerned were conducted in accordance with
Table 2.2-5. When defects were found at the inspections, the punch lists were issued based on the
inspection results and the rectifications were confirmed again with organization concerned. If
defects were not found at the inspections, a defect liability certificate were issued and retention
money was released. FGA, PGoN, line ministries (DOE, DOPH, PRRD) and communities attended
the inspections.
2.2.12 Preparation of Final Report
The Final Report compiling the activities of Phase-1 and Phase-2 has been prepared.
2.3 Activities throughout the entire contract period
2.3.1 Continuation of survey on security condition
Information regarding security incidents, conflicts and social matters of Nangarhar Province has
been gathered continuously through FGA and internet. The summarized Japanese version of the
report has been prepared and submitted to JICA.
2.3.2 Meeting for sharing information (incl. PCC)
The meetings for sharing information on the progress of the Pilot Projects with the organizations
concerned had been held by the national staff because the travel of expatriate staff to Jalalabad have
been prohibited since Mar 2011. The PCCs (Project Coordination Committees) were held only twice
because of the same reason. The details of the PCCs are shown in the Table 2.3-1.

3. Challenges and Lessons Learnt through Project Implementation
3.1 Study on the security condition and conflict prevention in Nangarhar province
Security condition in Afghanistan is still very unstable and dangerous, and Nagarhar province is also
considered to be hazardous area, since antigovernment armed group is active in this province.
Therefore, it expected to take all possible measures for security arrangements and information
gathering regarding local situation and security condition.
1) Information collection from various field
Information has been collected not only security condition but also basic information of Nangarhar
province, current situation of society, economic, politics, reconstruction, returnees, relationship
between Kabul, Pakistan and Nangarhar, activity of armored group and international military force,
structure and factor of the conflict, information of local influential person, etc,.
2) Consideration to information collection and handling method
Information has been collected in common and general level and avoided to collect intrusive,
personal and private information to secure the trust to the project. Particular information was
handled with care not to open to public. In addition, information regarding security condition has
been collected daily, weekly, monthly and emergency case to catch the situation promptly and
accurately and utilized to secure the safety of project activities.
3) Information sharing among project team
Considerations on project activities have been compiled based on the result of survey on security
condition and conflict prevention in Nangarhar province. It includes general cautions for behavior,
information regarding provincial government, cautions for site survey in target villages, information
regarding other donors and projects, situation of returnees and IDPs etc. Project members were
required to fully understand above mentioned cautions and information and pay considerable
attention to safety of the activities on site. After the travel restriction to Jalalabad, since June 2011,
to secure the safety of the activities of FGA and national staff, information regarding social and
security condition in Nangarhar and target 2 districts were collected and compiled as considerations
for security and conflict prevention and shared in project team member. Based on this, security
measures were reconfirmed and necessary instructions were given to FGA and national staff.
4) Security measures on site
Site visit was required to submit application to JICA Afghanistan office in advance, get approval,
confirm the situation on the day, and then visited village with mobile security team. Departure to the
site was basically after 10 am, because IED was set during night and found in the early morning,
and should return office before dark because activity of anti-governmental group increase in the
night. Satellite phone and mobile phone should be carried to secure the communication tools. In
case visiting villages where require special attention, even national staff entered village with villager

after confirmation of the situation.
After March 2011, activities in target villages were implemented by only national staff and FGA.
Project team instructed them repeatedly to pay enough attention to surroundings, avoid physical
proximately to high profile vehicle and military force, not move alone to avoid kidnapping.
5) Consideration to the local situation
Human relationship among provincial government should be understood as much as possible and
paid attention at the discussion with provincial government. Problems and conflicts in target villages
were also tried to find and understand, and paid enough attention at the discussion with villagers,
project selection and implementation process of the pilot projects.
6) Coordination with villagers and relevant organizations
Mutual trust and cooperative relationship have been established through implementation of pilot
projects and monthly security meeting. Communities also have sense of ownership and cooperated
positively to secure the safety. Project team has discussed and shared information with PGoN and
relevant departments for selection and implementation of pilot projects, and avoids conflict and
negative impact. In case any problems occurred, NRRC received cooperation of authorities to solve
the problems.
7) Emergency contact system and list
Emergency contact system has been confirmed to contact smoothly between Kabul and Tokyo in
case of emergency. For implementation of contract out projects, emergency contact list which
includes all contractors, FGA, NRRC, JICA office and KEI Tokyo was prepared for smooth
information sharing in case of emergency.
3.2 Social Survey in 11 Target Villages
1) Selection of Interviewees
To secure the accuracy, three (3) respondents were selected in each CDC. The respondents were: i)
the head of CDC; ii) one family head of the resident who has been living in the community for long
year; and iii) one of the family head of returnees recently returned. The method called triangulation
is appropriate in general. However, the accuracy of the data from CDC head was much better than
others; therefore, his data was used for the Social Survey. If the information of other interviewees is
considered not reliable, it is necessary to limit the interviewees.
2) Level of Accuracy
The experts dispatched researchers to the villages again and again for data gathering to secure the
accuracy of the data such as population and area. The interviewees complained the repeated
interview. To consider the objective of the study and the local situation, especially in Afghanistan
where it is hard to obtain the reliable data, it is necessary to discuss and determine the level of
validity in advance.

3) Items of Survey
The survey could explore the social structure of the village, however could not explore the social
structure inside the CDCs well. The items such as number of clans, sub-villages and their conflict of
interests could be effective factors for analyzing function of BCDCs how it could deliver
information inside the CDCs, although it is trade-off with time and cost.
3.3 Confirmation of Construction Status, Study on execution structure
1) Various information sources
Various information sources had been confirmed to improve the quality of survey.
2) List of Good Performance Contractors
List of good performance contractors have been seen in several departments. However the liability
of the list seems not to be high. Advertisement to public media for the qualification of contractors is
crucial for intensive competition and transparency. Post qualification is also indispensable because
the data submitted for expression of interest is not always correct.
3) Direct interview with the engineers
Direct interview with engineers is important to confirm the capacity of the contractors on quality
control and supervision. It is found that the company which had contract with foreign aid agency or
UN organization had high knowledge on quality control and supervision and many of the
engineers could communicate in English. These findings were useful to consider the framework of
pilot project implementation and supervision, and necessary trainings.
4) Actual Contract Document
Actual contract document has been confirmed. Most of the documents are simplified version. The
comprehensive contract documents have been rarely found. However all contract documents were
prepared in English and covered important contract terms. Therefore it was considered to be no
problem to conclude contract in English with local contractors.
5) Observation of construction sites
High level of quality control and supervision had not been found in the construction sites in
Jalalabad. Those construction sites belong to private sector. Quality control and supervision level of
construction seems to be very low and necessity of capacity development in supervision was
confirmed.
3.4 Establishment of Consensus Building Structure in each villages
1) To reflect the opinions from all CDCs in each village, NRRC presented a criteria that one (1)
representative at least should be selected for the BCDCs from each CDC.
2) To inculcate the norm of self-reliance by villagers, NRRC convened two (2) representatives from
each CDC and requested them to select the member of BCDCs by themselves.
3) There are documents when the BCDCs were set-up, however, it was an issue in Phase-1 that

documentation about the process of establishment of BCDCs was lacking. The documentation can
be used for identifying the factors such as their norms, level of capacity, and/or linkages with other
organizations. Such data will contribute for resolving ongoing issues, and improving their capacity
in the future. Therefore, training for documentation was conducted through workshop for
strengthening of consensus building. As a result, minutes of discussion were surely prepared for
selection and planning of “further activities” in Phase-2 and process of discussion can be confirmed
and information were shared smoothly.
4) Some BCDCs members requested allowance for their activities after establishment of the BCDCs.
The expert, however, repeated his explanation about the nature of NRRC and asked NS and FGA to
also explain and to make people understood for their sustainability without depending on the
donors.
5) The desirable scenario was to produce a synergy effect between “village government” and the
BCDCs by demarcating their roles and responsibilities. In Afghanistan, the village government as
a local government body was planned, but not yet implemented. The BCDCs was established in the
situation by NRRC. Therefore, from the viewpoint of sustainability of organization, it is desirable
for BCDCs to manage other issues such as village security in addition to development activities, and
also to link with government organizations and donors to continue their development activities.
3.5 Selection and Planning of Pilot Projects
1) Equity of beneficiaries
Due to vulnerable governance system, we have encountered difficulties in confirming the
beneficiaries with following reasons.
・There is the area where doesn’t formulate CDC by NSP,
・There are CDCs which don’t belong to any villages,
・and vague boundary of target villages
Therefore, the project has interviewed with the concerned people to avoid missing beneficiaries to
tackle above mentioned problems.
2) Donation of Land
In case of new construction or lack for land of existing school, donation of land is required.
However, the donation is not easily done because the land is vast and expensive in this area. Most of
the case, donation cannot be materialized. However, Miran village has achieved to collect the
money to acquire the land from the villagers. It has been realized that land acquisition is a big issue
for this kind of project and should pay great attention not to cause conflict.
3) Camp for returnees
The local government had not approved new construction in camp area because of the government
policy. The local government said the camp was only a temporary measure and it had to be
dismissed in the future. The objective and effect of the pilot project is important but government

policy should also be followed. Therefore consensus building should be addressed with close
communicating both villager and government.
3.6 Implementation of Pilot Projects
3.6.1 Implementation of Community-led type Project
1) Accounting Manual
The accounting manual prepared by Inter-communal Rural Development Project in Afghanistan
(IRDP) has been refined for this project for higher transparency and better quality of the works.
2) Consensus of the communities on the implementation procedure.
The NSP method for community-led type project has been deeply rooted in community people. NSP
require CDCs to open back accounts and remit project money there. However, this project requires
FP to open a bank account and control it. Though we explained this scheme to communities many
times before commencement of the project, many of the people had still complained to us on the
adopted scheme during implementation. It seems that the intensive explanation to the communities
and understanding on the difference of the NSP project is very important to avoid any conflict.
3) Training on Quality Control
The training on the quality control in Group-1 projects had been provided to the implementation
committee through national staff of NRRC and FGA. However, in case of the difficult projects, face
to face trainings seem to be required. The possibility of enough training shall be confirmed before
selecting difficult projects.
3.6.2 Implementation of contract-out type projects
1) Procurement Procedure
JICA procurement rule requires bid opening and announcement shall be done in front of bidders.
Hence, the names and offered amounts are disclosed. This fact enables the lowest bidder to
negotiate with other bidders to give the chance with some commission. Therefore when winning
bidders name and offered amounts are disclosed, bid bond seems to be necessary to avoid
withdrawals though it is still not common in Afghanistan.
2) Involvement of Board of CDCs
The project site B-SR-05 received a blackmail letter from a group alleging Taliban. In addition to
the strengthening the security by local government, the investigation of the elders of BCDC through
their network enables the contractor to resume the activities. BCDCs are not deeply involved in the
implementation of contract out type projects, but there is a case that BCDCs play an important
role for securing of peace and order like this. It’s important to share information usually and
organize a cooperative system with BCDCs.
3) Confirmation of the project site
The project team submitted the drawings indicating the location of the school and got approval from

DOE in writing prior to implementation. However, when the contractor mobilized and confirmed
the location with DOE, DOE required relocation of the structures several times. When those
confirmations are done in the future, the reconfirmation that the confirmed location of the project in
writing cannot be changed seems to be important.
4) Capacity of Contractors
It has been found that the capacity of contractors in Afghanistan is not uniform based on the
submitted tender documents and their actual performances. It has also been found that the capacity
doesn’t depend on the size of the company but the capacity of president or director. It seems that
almost all the contractors can perform well without advance payment.
5) Construction of Wells
Wells have been designed based on the depth and water quality of adjacent existing wells. Most of
the wells have performed as designed. However, in case of a well in B-SR-05, fresh water could not
be retrieved at the designed depth because of an unexpected salty water aquifer and a very weak soil
strata. The deign change procedure for construction of wells shall be prepared to tackle the similar
problems to be encountered prior to the commencement of the project.
6) Contract Gap
A contract gap is sometimes unavoidable due to the constraint of fiscal year in Japan. However, the
contract gap should be avoided for the future’s contracts because it is not familiar to the local
contractors. It is also very difficult to impose the liquidated damages to the contractors for first year
because of a contract gap of the consultant.
7) Design Change
The arrangement which can immediately correspond the design revision due to the unexpected
subsoil conditions or the change idea of the client side is indispensable.
8) Assurance of Quality and Schedule by the intensive monitoring
The intensive monitoring on the quality and schedule had been conducted and the reports had been
shared with the organization concerned. It is understood that this intensive monitoring enabled the
contractors and communities to keep the quality and schedule even in Afghanistan.
3.7 Assist on the Operation and Maintenance
Traditional Maintenance Organization and their maintenance methodology have been referred for
the formulation of operation and maintenance committee and system in the manual. If there is no
traditional maintenance measures, operation and maintenance manual has been prepared using
existing equipment and easily available materials so that no new expenses occurred. Workshop for
road maintenance has been conducted for villagers because PGON and PRRD don’t have enough
budget, but it’s doubtful that road maintenance would be done properly since villagers also don’t
have enough budget. It’s desirable that PGON and PRRD would take charge of road maintenance in

the future.
3.8 Survey on Development Needs in Behsud and Surhrod district
The population of Target 11 villages considered to share 80% of total population of 2 districts, and
the number of other villages were assumed to be 2~3 from the initial information. However, there
are 227 CDC in 2 districts and NRRC target villages cover 67 CDC. Thus, target villages for survey
on development needs are considered to be two third (2/3) of 2 districts. It was impossible to
conduct survey in same method with social survey, and it would not expect expansion of the project
to other area, survey method was reviewed and changed to avoid direct contact to villagers and
collect information from relevant authorities and secondary source material. On the other hand, this
survey was regarded as basic information collection of villages and community infrastructure needs,
and participatory method was not applied for this survey. Therefore, not only detailed technical
survey but also community participation should also be considered if any projects are implemented
in the future.
The big difference in estimated target village number is caused by undeveloped local governance
system in Afghanistan. Definition of “village” has not clearly determined and it’s different in
authorities. Not only survey on development needs, even 11 target villages should also be examined
and determined its territory at the beginning of the project. It is recommended to make the definition
of community or village clear and decide target area for future project.
3.9 Remote Control Supervision
The remote control supervision had been considered since the beginning of the project because
many pilot projects were scheduled to be implement and the project sites were scattered, and
moreover experts were not allowed to visit some target villages due to the security reason. The
experiences of IRDP (Inter-communal rural development project) on remote control supervision had
been referred and utilized to this project and the following actions had been taken at the beginning
of the project.
1) NS had been organized to formulate the command structure. This structure enabled the rapid
and accurate conveyance of orders to bottom of NS, FP and C/P.
2) The trainings for NS on quality control had been provided. These trainings were focused on the
selection of the boulders for grouted riprap, mix proportion of the concrete and mortar, quality
of the aggregate and curing method for fresh concrete. NS had trained the FP and contractors
on the quality control on site.
3) The proper monitoring to the contractors and the preparation of the monthly report had been
done by the NS based on the experiences of IRDP. The reports had disseminated to all the
experts immediately. The experts had responded to provide the necessary comments and
instruction on them.

4) The NS and FP were instructed to report to the experts if there were problems on the progress,
quality and safety. The early dissection and settlement had been achieved.
5) The relations of trust with contractors had been fostered by in time progress payment and
additional payment for additional works so that the contractors could work at ease.
6) The series of the supervision such as (a) Quality and progress control (b) Photos taking and
preparation of monthly report (c) Confirmation of the progress with persons concerned (d)
Immediate payment for the invoice from contractors, made the contractors have the mind under
control of the experts.
7) Supervision with DOE supervisors enabled the information sharing on progress and quality
with the parties concerned.
The additional measures on the quality control had been provided after the evacuation of all the
expatriate staff in Feb. 2011.
1) The training on the quality control had been continuously provided in Kabul.
2) The weekly report in addition to the monthly report had been newly prepared. The
improvement of the quality had been attempted by the frequent weekly comments.
3) The data of the photos had been presented to Kabul office. The experts had checked the photos
on the display of the computer and instructed the points of the improvement of the quality for
now and future. Paperless system enabled to check the huge number of the photos.

4. Achievement of Project Purpose
4.1 The 1st Progress Monitoring Mission
JICA dispatched a mission team from 5th February to 8th February, 2012 for the purpose of
monitoring the progress of NRRC. During its stay in Afghanistan, the mission team had a series
of discussion with PGON, jointly monitored the progress of the Project and exchanged views for
further improvement of the Project.
4.1.1 Progress and further activities of the Project

needs of Behsud and Surkhrod District in Nagarhar Province.

4.1.2 Dissemination of outputs of the Project
As the project has made steady progress, both sides recognized appropriateness to start
preparation for further activities. As an implementation modality, both sides referred the
possibility of Japan’s Grant Aid, which is request by the Government of Afghanistan October
2008.
4.2 The 2nd Progress Monitoring Mission
JICA dispatched a mission to discuss the frame work of the NRRC with the officials concerned
of the PGON from 26th September to 1st October to Afghanistan. Both sides agreed to amend
the original month of termination to July 2013 from July 2015, shortening the duration of the
Project for 3years, along with the commencement of the preparatory study for Grant Aid project
on June 2012. Consequently, both sides agreed to conduct terminal evaluation around January
2013 to fully appreciate the achievements of the project in accordance with the JICA evaluation
guideline.

4.3 Terminal Evaluation
JICA dispatched terminal evaluation team from 10th February to 14th February, 2013. The
purpose of the evaluation is to measure the achievement of the project purpose and compile
recommendations and lessons learned on the completion of the project.
4.3.1 Evaluation Results
The Project is evaluated from the view of the following “five criteria”, and the result is shown in
Table 4.3-1.

3. - The quality of construction was better than other similar community
projects. This raised reputation of Japan.
Sustainability Relatively

1. The government policy to improve living environment for the returnees
and the receiving communities continues to be one of the high priority
issues. The political sustainability of the Project effects will be ensured for
a long period.
2. BCDC mechanism developed by the Project created a foundation to
strengthen the unity and facilitate community development. If the
mechanism stays in the community, institutional sustainability will be
ensured at the community level.
3. Most of knowledge and skills transferred through project activities to FP,
contractors and communities were appropriate.
4. The maintenance of the completed pilot projects did not require extensive
financial resources. From the initial stage of the pilot projects, the Project
has consulted and negotiated with the relevant line departments to
accommodate O&M budget for this. In this regard, financial sustainability
for operation and maintenance of completed project will be secured.

4.3.2 Recommendations and Lessons Learned
The following recommendations and lessons learned are proposed by the Terminal Evaluation
Team.
Recommendations
1. Completion of remaining planned activities
・The Project should concentrate efforts to complete ongoing pilot projects before the end of the Project.
・Manuals should be finalized soon.
・The Project should make sure that the communities should conduct maintenance of their facilities
according to the O&M manual.
2. Special efforts should be made for the developed manuals to be utilized even after the Project.
Lessons Learned
1. Intensive monitoring and supervision for community infrastructure projects enhanced the quality of
the construction.
5. Recommendation for achievement of Overall Goal
The similar projects surrounding the target area of this project in Nagarhar Province will be vital
to achieve the overall goal. Therefore, the recommendations on the succeeding projects to be
implemented by JICA are mentioned below.
Recommendations
1. Utilization of Local NGOs
This project utilized an international NGO to fulfill the voluminous and newly challenged TORs. However, local
NGOs should also be utilized for the future’s projects because of the limitation of the international NGOs, the
costs and the cultivation for local NGOs.
2. Utilization of Local Consultant
FGA may not be able to handle the supervision works for the contract-out type due to the constraint of the
adhesive terms and conditions as a NGO. Therefore, local consultants should be utilized for the supervision
works because their grown capacity has been noticed during the implementation of this project.
3. Utilization of Local Contractors
Capacity building to the limited contractors had been provided in this project. However, the training for other
contactors shall also be continuously needed according to the capacity of contractors because there are many
local contractors and their capacity is unknown.
4. Involvement of local authorities
Local authorities are involved in each step of project such as project selection, approval, observation of bidding,
monitoring of construction work, final inspection, handover ceremony etc. However it cannot be considered as
proactive action of local authorities. The background of this is the situation that responsible organization for
community development in Afghanistan is still not clear. The establishment of local governance structure will
affect, but it’s desirable to support the establishment of community development system by local authorities if
possible.

5. Security measures
Security condition of target districts of NRRC is relatively stable in Nangarhar province, but other districts are
more volatile. It’s strongly suggested to establish a good relationship with local government and communities and
to share the information closely. The intense attention shall be paid to secure the safety of activities in other
districts.
