→ leading to a new sustainable regional development plan(PRDD)
How to coordinate ? The Urban Development Agency
- created in 2008 by the Brussels-Capital Region to :
- improve the city knowledge
- facilitate the development of the 10 strategic zones
- promote the regional territory
- has its specific method to develop the strategic zones :
- identify the actors and agents
- coordinate projects
- evaluate budgets needs
- alert the government in case of problem
- propose financial deals to enable the development
- communicate and inform
A strategic zone: Thurn and Taxis (30 ha)
- December 2008: Structure plan adopted by the Gouvernment
- Mid-2011: Adoption of the special land use plan by municipalities
- Main axis of the structure plan:
- creation of a metropolitan scale park (9 ha)
- mix of regional functions and facilities
- Site open towards the adjoining districts
- Pedestrian and tramway bridge to improve accessibility and public transport
- Eco-district of 30 ha and 400 000 m² including:
+/- 140 000 m² of housing
+/- 50 000 m² of facilities
+/- 140 000 m² of office space

46 projects : buildings, roads, green spaces, patrimonium...
III. City-hinterland relations
- 3 general facts:
- morphological urban zone ≠ fonctional urban zone
- urban sprawl → conflicts between the core city and its suburb
- economical competition
- Main issues in Brussels :
- a substantial number of commuters from the suburb to Brussels
- competition between Brussels and its hinterland to attract investors, inhabitants and tourists
→ Need of cooperation to be attractive together for the general interest
→ Actual cooperation: the Express Railway Network
→ Potential cooperations: Spatial planning, tourism and mobility

The concept of integrated urban development
- Three caracteristics:
– Participation of non public actors in decision making
– Objectives for specific districts
– Sectorial politics oriented to problems in urban districts
- In practice, we need:
– A geographical reference
– A pooling for resources
– Implication and responsabilisation of non institutional actors
– A district management
IV. Concrete experience of integrated urban development
Practice of integrated urban development in Brussels: the District Contracts
The District Contract is a scheme for the integrated regeneration of disavantaged districts in Brussels since 1994 ;
The municipalities propose a district with actions & the Region choises which districts will benefit from the contract ;
Duration: 4 years ;
Financing: 90% by the Region & 10% by the municipality ;
Fields: housing, public spaces & socio-economic cohesion ;
Major element: consultation thanks to Local Integrated Development
Committee (CLDI) gathering institutions, private partners and inhabitants
