Federal Inland Revenue Service (FIRS) where vital Tstrategic decisions are mapped out in order to attain the th thcorporate goals. This year's retreat was held on the 24 and 25
of March, 2014 at the Transcorp Hilton Hotel in Abuja with the
theme: “Growing Non-oil Revenue to Finance Government
Programmes”.

Medium Term Strategy Framework (2012 – 2015) and the first
year of the government's Medium Term Revenue and Expenditure
Framework (2014 – 2016). So it is a very significant year for the
Service. I hope we can consolidate on our past achievements and
set the tone for another phase in the history of the Service.”
Touching on the theme of the retreat, Mashi said, “It
corroborates our agreement with the Ministry of Finance in our
performance contract and it is also very consistent with the
transformation agenda of His Excellency, President Goodluck

the Management of FIRS to grow tax revenue for development,
particularly non-oil revenue.”
A proactive step that has been taken in order to significantly
increase non-oil tax revenue is the Capacity Enhancement
Programme (CEP) in collaboration with McKinsey & Company. The
CEP is targeting an additional US$500 million on non-oil taxes this
year. The aim of this partnership will benefit the Service in the
areas of knowledge acquisition and transfer of skills and toolkits
for tax development.

on work of Service and urged them “to show more dedication in
getting the job done. Now is the time, more than ever when
your country needs your diligent service, as we strive to

resources of this country.”

plans for 2014. I believe that you will bring your enormous
wealth of experience to bear on the discussions. More
importantly, I hope that beyond the retreat, senior staff
gathered here will do all that is within their powers to ensure
that the plans are realised in the year to meet our revenue
