Implementation of NCTS-TIR on 1st January 2009
•From this date, an electronic declaration must be submitted to the NCTS for the EU element of a TIR movement.
•An NCTS declaration must be lodged at the first Customs office of entry into the EU.
So how is this done for road transport from Turkey?
NCTS-TIR Pre-Declaration Requirements
Facility to submit TIR data to NCTS/TIR system by persons not established in Greece is not available at present.
The Web channel information is only in Greek and as above-no one outside Greece can be accredited.
There is no IRU -EPD facility at present either.
Transport operators must use customs agents or other serviceproviders who may be accredited for the system
The Greek administration are working hard to improve this

provided to demonstrate the requirements.
If you are able to submit your declarations directly via the
Internet or through third party software, you will find that the
look of the interfaces with the NCTS will vary but the structure
and format remain generally consistent throughout.

All traders using TIR will need to select ‘TIR’ for the type of declaration in Box 1 of the NCTS
declaration.

TIR-traders must use ‘Normal’ procedure
TIR traders must use the ‘Normal’ procedure when entering
a transit declaration - no ‘TIR Authorised Consignors’

TIR traders must select the ‘produced’ box in ‘Produce Certificates
/Previous References (Box 40/44) and enter:• type ‘952’ for TIR carnet and
• the reference of the TIR Carnet number in the ‘Document Reference’ field.

On arrival at the Office of Departure /Entry in the EU -
Once all usual TIR Carnet formalities are completed i.e. Voucher 1 removed,
seals checked and recorded on the NCTS, the movement is accepted and the MRN
is generated. Note: If S&S data has been included in the
declaration a control may be
carried out.
The TAD can now be printed and is affixed to the TIR Carnet.

What are the benefits of the NCTS Declaration
Answer
The NCTS will be used as a control measure to send appropriate
messages from the Office of Departure/Entry to the Office of
Destination/Exit. These messages will replace the much slower
process of physically returning Voucher 2 and therefore minimise
unnecessary Enquiry Procedures being initiated.

As a TIR Trader do I need to do anything
different with the TIR Carnet?
Answer
No from a Traders point of view, there are no obvious changes to the paper based
procedure.
However, you may wish to use a local reference to identify your Declaration at
the office of Departure/Entry.

What do I do if the NCTS is in Fallback at the
office of
Departure/ Entry in the EU.
Answer
If the NCTS is unavailable when making your declaration or on arrival at the office of Departure/Entry in the EU.
The Customs authorities at the Member State of Entry will stamp or write the words FALLBACK on the Voucher and
Counterfoil No 1 of the TIR carnet.
