Dear Presidents and General Secretaries,
It is my great pleasure to extend an invitation to all EUBC National Member Federations to participate in the upcoming
EUBC Youth European Boxing Championships, which will be held from April 17 to 26 in Roseto degli Abruzzi, Italy.
As you know, for this year, this event will be also a Qualifying Tournament for two main World Youth Boxing Events:
AIBA Youth Men’s and Women’s World Boxing Championships 2018 and Youth Olympic Games 2018. I am very
confident that the Italian Boxing Federation along with the LOC will offer not only a great organization of this
Continental boxing event, but that this Championships will be become a springboard for many Champions of the future,
that we will admire in the next International Boxing Events.

In 1980 The Italian Boxing Federation orgainsed for the first time a European Youth Boxing event. It was Rimini which held the Junior (Under 20) European Boxing championships. In 1996 our country was the “ringside” of the European Cadet Boxing Championships, which took place in Aosta. Our Capital City, Rome, hosted the European Schoolboy Championships in 2003.
Eleven years later, 2014, Assisi, town known in the world as the Birthplace of St. Francis, had the privilege of holding the European Women’s Junior&Youth Boxing Championships. It was an outstanding event, in which the best under 18 boxers of the old continent, who in the 2016 would compete in the Brazilian Olympic Games together with our Irma Testa.
Nothing compares with the upcoming European Youth Men and Women Youth Boxing Championships, which will give the chance to more or less 400 athletes to spend two weeks in one of the most beautiful adriatic cities: Roseto Degli Abruzzi. For the first time a European Youth Men and Women Competition will take place in the same time and town. It must be underlined that this Championships will give the qualification cards for the AIBA Youth World Boxing Championships and Youth Olympic Games 2018.
A hard and exciting job which the Italian Boxing Federation didn’t hesitate to accept. I have to thank the EUBC, represented by the President Franco Falcinelli, for giving to us the organization of this competition. I have also thank the City of Roseto, the Italian Boxing Federation Abruzzo and Molise Region Committee, and the Pugilistica Roseto Boxe for the extraordinary job done in order to “present on stage” an unforgettable Boxing Event.

The Italian Boxing Federation, affiliated with AIBA and EUBC, has been entrusted with the organization of the 2018
EUBC European Youth Boxing Championships in Roseto degli Abruzzi, Italy and has created a Local Organizing
Committee of the event.

2.2. Competition Officials
The Championship is a 3 Star (as per AOB Competition Rules) event and will be officiated by AIBA Certified International
Technical Officials and Referees and Judges. The Supervisor of the 2018 EUBC Youth European Boxing Championships
is Mr. Viorel Sima.

3. QUALIFICATION TO THE AIBA YOUTH WORLD BOXING CHAMPIONSHIPS
2018 AND YOUTH OLYMPIC GAMES 2018.
3.1 AIBA Youth World Boxing Championships 2018:
The EUBC Youth European Boxing Championships 2018 will serve as the European Qualifying Event for the AIBA
Youth Men and Women World Boxing Championships 2018.
The top ranked boxers in each weight category at this event will obtain quota places as follows:

*7 qualification places will be awarded to 4 Semi-Finalists and 3 losers in Quarter-Finals who lose to 1st, 2nd and 3rd
place boxer.
Confirmation Process for Quotas
Following the qualifying event, AIBA will officially inform th respective National Federations of the names of boxers
who have gained qualification places.
Each National Federation involved in this process is requested to confirm within 2 weeks, by official letter to AIBA,
whether or not they accept the quota places.
Once confirmed by their National Federation, qualified boxers will be authomatically registered in the AIBA database
by AIBA for the AIBA Men and Women World Boxing Championships 2018.
Reallocation of Unused Quota Places
Reallocation of Unused Qualification Places:
If an allocated quota place from any Continental Qualifying Event is declined or not confirmed by a National
Federation within the deadline, the unused quota place will be reallocated to the next best ranked eligible boxer, in
the same weight category from the respective Continental Qualifying Event.
If the quota place declined by the eligible boxer, it will be reallocated to the Universality Place.

Reallocation of Unused Host Country Places:
Unused Host Country Place(s) will be reallocated to the next best ranked eligible boxer, in the same weight category
from the respective Continental Qualifying Event.
It the quota place declined by the eligible boxer, it will be reallocated to the Universality Place.

3.2 Youth Olympic Games Buenos Aires 2018:
The Top Ranked men and women boxers, born between January 1, 2000 and December 31, 2001, will qualify for the
YOG. A bronze box-off bout will determine the 3rd ranked and the 4th ranked athlete:

4. REGISTRATION TO THE COMPETITION
All registrations for Team Delegations will have to be made through the AIBA database (https://www.aiba-
database.org/nf).

*Important: Since the EUBC Youth Men’s and Women’s Boxing Championships is a qualifying event for the AIBA
Youth World Championships and Youth Olympic Games, National Federations are kindly requested to appoint AIBA
3-Star Referee & Judge only and send the name of the candidate to EUBC Office at eubc.office@gmail.com no later
than March 15, 2018. The list of the appointed Referees & Judges will be sent to AIBA Referee & Judge Commission
for approval.
4.1. Participating Boxers
Youth Men and Women boxers between the ages of 17 and 18 (based on the year of birth) will be eligible to compete
in the following categories:
Men Youth: 46-49 kg, 52 kg, 56 kg, 60 kg, 64 kg, 69 kg, 75 kg, 81 kg, 91 kg, +91 kg.
Women Youth: 45 – 48 kg, 51 kg, 54 kg, 57 kg, 60 kg, 64 kg, 69 kg, 75 kg, 81 kg, 81+ kg.
Entering “Reserve boxer” in the database is encouraged. This function allows to register more than one boxer in the
same category and to choose last minute which boxer will participate even after registration ended (only one boxer
will be allowed to compete in each category).
4.2. Coaches
Each Boxer will be entitled to be accompanied to the ring by up to three (3) Coaches. However, only two (2) Coaches
may mount the apron of the ring and only one (1) may enter the ring.
All boxers must be accompanied by AIBA certified coaches (1, 2 or 3-star) at ringside during the bouts
National Level coaches, who have not been certified through AIBA, will not be allowed access to the FOP and must be
registered as an Extra Official. If any team does not have AIBA Certified coach (1, 2 or 3-star), please raise this issue at
the Technical Meeting in order for arrangements to be made with another Team Delegation.

4.3 Referees & Judges
All Referees & Judges (AIBA 3-Star only) must be appointed by National Federations and approved by AIBA. Each National Federation must nominate an AIBA 3-Star R&J only and send the name of the candidate to EUBC Office at eubc.office@gmail.com no later than on March 15., 2018. Please be informed that the nominated R&Js will be subject to confirmation by the AIBA R&J Commission. All Delegations with 3 or more participating boxers must mandatory bring an accompanying qualified AIBA R&J.
4.4. Team Officials
Each Team Delegation can have the following number of Team Officials:
1 Team Manager
1 Team Physician
1 Physiotherapist
1 Referee&Judge (AIBA 2-3 Star only) - mandatory
Number of coaches according to below table:
o 1 – 3 Boxers: Up to 4 Coaches
o 4 – 7 Boxers: Up to 5 Coaches
o 8 – 10 Boxers: Up to 6 Coaches
o 11 – 20 Boxers: Up to 8 Coaches
4.5. Extra Officials
See article 13.2 of this document for other accompanying National Federations’ members and liaise with the LOC
regarding this matter.
5. VISA & ENTRY REQUIREMENTS
LOC will provide assistance regarding Visa, if required.

6. TRANSPORTATION
6.1. International Transportation
All flight information related to the Team Delegation must be entered in the AIBA Database during the registration
and additionally sent to the LOC at euroyouth2018@fpi.it. The airport of arrival and departure will be Rome Fiumicino
Airport, Italy (FCO) or Pescara, Italy (PSR).

6.2. Local Transportation
Local transportation will be provided by the organizers to and from the airport, to and from the hotel to the
competition venue and the training venue.
In case of arrivals during different days, the transportation costs will be as follows:
€ 120,00 one way – up to 2 people
€ 150,00 one way – up to 4 people
€ 200,00 one way – up to 8 people

8.3. Payment conditions
All Team Delegations must pay their full room charges as above for the entire Event Period (April 17 - 26)
Bank transfer payment is accepted. This kind of payment must be done prior to the Championships by April
10th, 2018, using the following Bank account:

Three (3) meals per day will be served. The daily menus will be done according to the AIBA Dietary Requirements. The
meal hours will be:

9. COMPETITION SYSTEM
The Championships will be run according to AIBA Technical Rules and AOB Competition Rules. The Official Draw will
be conducted by Swiss Timing through an electronic draw. Two (2) rings will be used.

11. OFFICIAL BOXING EQUIPMENT
All official boxing equipment for the EUBC Youth European Boxing Championships Roseto degli Abruzzi 2018 will be
provided by AIBA Official Licensee.
12. MEDALS
EUBC and the Local Organizing Committee will distribute medals for each of the weight categories:
1st Place: gold medal (1)
2nd Place: silver medal (1)
3rd Place: bronze medal (1)
4th Place: bronze medal (1)
13. ACCREDITATIONS
13.1. For Team Delegations Members
All Team Delegations’ members (as listed in articles 4.1- 4.5) who are timely registered for the event through the AIBA
Database within the deadline will receive their accreditations on site after the accommodation payment has been
approved by the LOC.
13.2. For Accompanying National Federations Members (Extra Officials)
Each National Federation has the possibility to request up to six (6) additional accreditations for its internal needs and
VIPs, by completing the accreditation request form (in the annex) and sending it back to eubc.office@gmail.com and
euroyouth2018@fpi.it no later than April 9 (23:59 GMT).

14. TECHNICAL VIDEO RECORDING
Each National federation will be allowed to record the bout of their boxers with up to one camera per ring. Specific
location in the stands will be reserved to this technical area. Recordings are for technical purposes only and not for
public broadcasting, social media included. The access to the technical video recording area will be conditioned to the
signature of a disclaimer as provided by EUBC. The team manager of each National federation must submit a signed
copy of such disclaimer at the Technical Meeting.
15. INSURANCE
All participants are requested to get their own travel and medical insurance as the LOC will provide liability insurance
for all participants only at the Competition Venue.
16. MEDICAL CARE
The LOC will provide medical care and first-aid during the entire Event Period to any participant who suffers from a
sports injury contracted during the Championships.
17. AIBA MEDICAL CERTIFICATE AND DECLARATION OF NON-PREGNANCY
Please be reminded that for the General Weigh-In all boxers must bring an AIBA Medical Certificate issued within the
last 3 months and containing all 3 pages (pgs. 30-32 of the AIBA Technical Rules – available on the AIBA website). All
women boxers must bring an AIBA Declaration of non-pregnancy (pgs. 42-43 of the AIBA AOB Competition Rules –
available on the AIBA website).
18. DOPING CONTROL
Anti-doping control will be conducted in accordance with the AIBA Anti-Doping Rules and the World Anti-Doping Code.
According to WADA regulations, blood testing may be conducted during AIBA & EUBC Competitions.
19. WEATHER
The weather in Roseto degli Abruzzi in April is expected to be around +20 to +25°C.

The local currency is Euro (EUR).

21. PRE-CHAMPIONSHIPS TRAINING CAMP
The LOC would be glad to invite interested Team Delegations for a Training Camp before the Championships. The
Training Camp will be held in Assisi at the Italian National Training Center and start from April 3rd until the beginning
of the event. Team Delegations can adjust the duration of the Training Camp per their needs.
