“Permanently close”, in relation to a public school, means to permanently discontinue the use of the public school building for the offering of the public school program.
Recommendation to Review
The report submitted by school board staff (the superintendent) to the governing school board recommending that a group of schools or an individual school undergo a review.
School Information Profile A comprehensive profile of a school, provided to the School Options Committee and the public for information purposes (see School Review Policy, Appendix D for template).
School Options Committee (SOC)
A multi-stakeholder committee formed to support the school board in conducting a school review; its work is governed by a mandate given to it by the school board.
School Review A formal process whereby a group of schools, or in exceptional circumstances, a single school, is considered by an SOC mandated to explore various solutions to an identified issue/s; school closure is one possible outcome.
Utilization The relationship between capacity and enrolment, expressed as a percentage (see School Review Policy, Appendix C).

History:
Established in 1996, the Strait Regional School Board currently has 21 schools operating in the Region. The Board has a student population of approximately 6,243, over 11,000 square kilometers and a teaching staff of 524 and 426 employees who provide support services.
Planning areas consisting of feeder schools have been established as part of the Long Range Outlook. Ten planning areas have been identified and will allow for an in-depth examination of each area of the Board which needs to be done on a smaller scale to determine the best options available for each planning area.
The document will recommend a series of options for each planning area. The options proposed for each planning area will give direction to the Board and will assist in long term planning. Each individual option will be considered by senior administration and elected Board members before implementation and will also be offered for public consultation.

Geography:
One of the smallest school boards in Nova Scotia, the Strait Regional School Board covers one of the largest geographic areas. The Board is responsible for the effective and efficient delivery of the Public School Programs throughout the counties of Antigonish, Guysborough, Inverness and Richmond. Located in the northeastern part of Nova Scotia, the Board’s jurisdiction encompasses an area of approximately 11,000 square kilometers or 20% of the land mass of Nova Scotia.
The Board’s regional administrative office is located in Port Hastings, Nova Scotia. Regional operations, technology and professional development services are provided through facilities located in Mulgrave, Nova Scotia.

Demographics:
The Strait Regional School Board is comprised of 4 counties – Antigonish, Guysborough,
Inverness and Richmond with a population of 54,977 (Finance, Nova Scotia Department of, 2014).

Based on the 2011 Census of Population, Strait Regional School Board has a population which
is 7.7% lower than in 2001. In 2011, 21.3% of the population was under the age of 20 and 19.8%
was 65 years or older.
In comparison, Nova Scotia has a population of 921,725 which is 1.5% higher than in 2001. 21.2%
of the population was under the age of 20 and 16.6% was 65 years or older. (Finance, Nova
Scotia Department of, 2014).2
In Strait Regional School Board, 23.7% of the population moved within the last five years. 11.1%
moved within the municipality, 7.5% moved within the Province, 4.1% moved within Canada, and
0.9% moved outside of Canada. A lower percentage of residents moved in the last five years than
in Nova Scotia (33.2%). (Finance, Nova Scotia Department of, 2014).3

Goals and Priorities:
As the school board business planning process was streamlined for greater consistency across the province, part of this work included the establishment of two common goals shared by all boards. These goals align with Nova Scotia’s Action Plan for Education, The 3 R’s: Renew, Refocus and Rebuild. The third goal has been carried over from the Strait Regional School Boards’ Strategic Plan (2013-2016).
The incorporation of the first two goals, priorities and performance measures, along with the School Board’s goal to promote stewardship of resources, in the Strait Regional School Board’s Educational Business Plan for 2016-2017, positions the Board extremely well to achieve the work outlined in Nova Scotia’s Action Plan for Education. The Strait Regional School Board embraces the opportunity to maintain and enhance the focus on increased student achievement in math and literacy, inclusive school environments, and improved career readiness for students with all those involved in the public education system in the Strait Region.

Based on the 2011 Census of Population, Inverness County has a population of 17,945 which is 10.0% lower than in 2001. In 2011, 22.1% of the population was under the age of 20 and 20.0% was 65 years or older. In comparison, Nova Scotia has a population of 921,725 which is 1.5% higher than in 2001. 21.2% of the population was under the age of 20 and 16.6% was 65 years or older. (Finance, Nova Scotia Department of, 2014)9
Until the early 1960s, the regional economy had been almost exclusively resource-based mainly fishing and logging, with some mining, agriculture and tourism. Some of the traditional resource sector activity continues to this day. The structure of the economy began to change in the late 1950s after the construction of the Canso Causeway. Heavy industry and other manufacturing and processing plants were established in the Strait area, including petroleum based industries, paper production, gypsum mining/manufacturing and aggregate production. While those remain important to the local economy residents are also employed in the construction, small-scale manufacturing, wholesale and retail trade, and education, health and business services. (Municipality of the County of Inverness, 2010)10 In consultation with the County of Inverness CAO, potential projects that could have an economic impact on the County of Inverness include:
Cabot Links golf course expansion (under construction), Bear Head LNG liquefied natural gas facility, and Melford International Terminal.
The effect of potential development, and the stability of existing industry on future enrolment, is
unknown.

Based on the 2011 Census of Population, Inverness County has a population of 17,945 which is 10.0% lower than in 2001. In 2011, 22.1% of the population was under the age of 20 and 20.0% was 65 years or older. In comparison, Nova Scotia has a population of 921,725 which is 1.5% higher than in 2001. 21.2% of the population was under the age of 20 and 16.6% was 65 years or older. (Finance, Nova Scotia Department of, 2014)11
Until the early 1960s, the regional economy had been almost exclusively resource-based mainly fishing and logging, with some mining, agriculture and tourism. Some of the traditional resource sector activity continues to this day. The structure of the economy began to change in the late 1950s after the construction of the Canso Causeway. Heavy industry and other manufacturing and processing plants were established in the Strait area, including petroleum based industries, paper production, gypsum mining/manufacturing and aggregate production. While those remain important to the local economy residents are also employed in the construction, small-scale manufacturing, wholesale and retail trade, and education, health and business services. (Municipality of the County of Inverness, 2010)12 In consultation with the County of Inverness CAO, potential projects that could have an economic impact on the County of Inverness include:
Cabot Links golf course expansion (under construction), Bear Head LNG liquefied natural gas facility, and Melford International Terminal.
The effect of potential development, and the stability of existing industry on future enrolment, is
unknown.

Traditionally, the main industries in the County were fishing along the coast, and farming, especially in the central area. While those remain important to the local economy, far more residents are currently employed in the trades, retail, health and education sector. Notable employers are St. Martha’s Regional Hospital and St Francis Xavier University, both located in the Town of Antigonish. Tourism is also becoming an important industry. (Municipality of the County of Antigonish, 2009)14 (Town of Antigonish, 2010)15 In consultation with the Town of Antigonish CAO and County of Antigonish Municipal Clerk/Treasurer, potential projects that could have an economic impact on the Town and County of Antigonish include:
Planned expansion at St. Francis Xavier University from 4200 students to 5000 students, and
Moderate economic growth with many new small to medium enterprises. The effect of potential development, and the stability of existing industry on future enrolment, is
unknown.

Based on the 2011 Census of Population, Richmond County has a population of 9,290 which is 9.1% lower than in 2001. In 2011, 19.4% of the population was under the age of 20 and 22.8% was 65 years or older. In comparison, Nova Scotia has a population of 921,725 which is 1.5% higher than in 2001. 21.2% of the population was under the age of 20 and 16.6% was 65 years or older. (Finance, Nova Scotia Department of, 2014)16
The County as a whole is heavily forested, with little agriculture. Today fishery is still an important part of the Richmond County economy, particularly in Isle Madame and some eastern parts of the County. The 1955 completion of the Canso Causeway resulted in the creation of a deep ice free harbour, which spurred extensive industrial development at Point Tupper in the west end of the County. Tourism development has also emerged as a significant pillar of Richmond County’s economy, particularly cultural, eco and adventure tourism. Government services, including the Strait-Richmond Hospital and three schools, also employ a large portion of the County’s labour force. (Municipality of the County of Richmond, 2010 )17 In consultation with the County of Richmond CAO, potential projects that could have an economic impact on the County of Richmond include:
Bear Head LNG liquefied natural gas facility, and Melford International Terminal.
The effect of potential development, and the stability of existing industry on future enrolment, is
unknown.

Based on the 2011 Census of Population, Inverness County has a population of 17,945 which is 10.0% lower than in 2001. In 2011, 22.1% of the population was under the age of 20 and 20.0% was 65 years or older. In comparison, Nova Scotia has a population of 921,725 which is 1.5% higher than in 2001. 21.2% of the population was under the age of 20 and 16.6% was 65 years or older. (Finance, Nova Scotia Department of, 2014)18
Until the early 1960s, the regional economy had been almost exclusively resource-based mainly fishing and logging, with some mining, agriculture and tourism. Some of the traditional resource sector activity continues to this day. The structure of the economy began to change in the late 1950s after the construction of the Canso Causeway. Heavy industry and other manufacturing and processing plants were established in the Strait area, including petroleum based industries, paper production, gypsum mining/manufacturing and aggregate production. While those remain important to the local economy residents are also employed in the construction, small-scale manufacturing, wholesale and retail trade, and education, health and business services. (Town of Port Hawkesbury, 2010)19 (Town of Mulgrave, 2009)20 (Municipality of the County of Inverness, 2010)21 In consultation with the Town of Port Hawkesbury CAO, Town of Mulgrave Mayor and County of Inverness CAO, potential projects that could have an economic impact on the County of Inverness, the Town of Port Hawkesbury and the Town of Mulgrave include:
Cabot Links golf course expansion (under construction), Bear Head LNG liquefied natural gas facility, and Melford International Terminal.
The effect of potential development, and the stability of existing industry on future enrolment, is
unknown.

Mulgrave Memorial School was reconfigured in 1998 from a P-12 school to a P-8 school. The Grades 9-12 students were transferred to SAERC. Mulgrave Memorial School was renamed Mulgrave Memorial Education Centre.
As a result of the SAERC Feeder System School Review Process conducted in 2015-2016, Mulgrave Memorial Education Centre was reconfigured from a P-8 to a P-6 school for two years prior to the school being closed permanently on June 30, 2018. Tamarac Education Centre is the receiving school during these transition stages.
In keeping with Directive “O” of the Provincial School Policy, School Board staff has been working with the principals of Mulgrave Memorial Education Centre and Tamarac Education Centre in establishing a transition committee that is overseeing the transition processes.

Goldboro LNG and H Energy liquefied natural gas facilities, Melford International Terminal, Black Point Quarry development, Municipal waste management facility continues to expand, DSM (former Ocean Nutrition) is going through a major expansion, Port of Mulgrave may benefit from increased offshore oil exploration, and Chinese developer is exploring a major residential development in the District of St.
Mary's. The effect of potential development, and the stability of existing industry on future enrolment, is
unknown.

Traditionally, the main industries in the County were fishing along the coast, and farming, especially in the central area. While those remain important to the local economy, far more residents are currently employed in the trades, retail, health and education sector. Notable employers are St. Martha’s Regional Hospital and St Francis Xavier University, both located in the Town of Antigonish. Tourism is also becoming an important industry. Until the early 1960s, the regional economy had been almost exclusively resource-based mainly fishing and logging, with some mining, agriculture and tourism. Some of the traditional resource sector activity continues to this day. The structure of the economy began to change in the late 1950s after the construction of the Canso Causeway. Heavy industry and other manufacturing and processing plants were established in the Strait area, including petroleum based industries, paper production, gypsum mining/manufacturing and aggregate production. While those remain important to the local economy residents are also employed in the construction, small-scale manufacturing, wholesale and retail trade, and education, health and business services.
