1 Over all Objectives
Taking into account the past experiences of SVEEP initiatives and keeping
in view the voter turnout achieved during the previous elections and by
focusing on the gaps identified, it is proposed to work towards achieving : -
• A voter turnout of 88% (i.e.10 percentage above the previous Assembly elections 2011 figure of
78%) in the ensuing Assembly elections 2016.
• To encourage all eligible young voters to get enrolled in Electoral Roll, by conducting special
facilitation camps in educational institutions.
• To completely remove the existing gender gap noticed in enrollment.
• To ensure that no groups / Communities are left out in enrollment.
• To increase the voter awareness level among the urban population which normally accounts
for low turnout, by conducting special campaigns focusing on using digital and social media, like
facebook and twitter.
• To ensure that all polling personnel who turn up for polling duty are provided with postal ballot
well in advance and facilitative steps are taken to ensure that all of them exercise their voting
without fail.
• To ensure that all those who vote, do ethical voting without being influenced by any undue
inducement or intimidation.

2 Situational Analysis2.1 Electoral Profile
2.1.1 Electoral profile of the state in brief
Tamil Nadu has 234 Assembly constituencies located within 32
districts. Among these 234, reserved constituencies include 44
SC’s & 2 ST Constituencies.

2.1.2 Socio –cultural profile of the state
As per Census 2011, Tamil Nadu has population of 7.21 Crores, which is an increase of nearly one Crore
from the population figure of 6.24 Crore in 2001 census. Total population of Tamil Nadu as per 2011
census is 72,147,030 of which male and female are 36,137,975 and 36,009,055 respectively. In 2001, to-
tal population was 62,405,679 in which males were 31,400,909 while females were 31,004,770.The total
population growth in this decade was 15.61 percent while in previous decade it was 11.19 percent. The
population of Tamil Nadu forms 5.96 percent of India in 2011. In 2001, the figure was 6.07 percent. Total
area of Tamil Nadu is 130,060 sq. km. Density of Tamil Nadu is 555 per sq km which is higher than national
average 382 per sq km. In 2001, density of Tamil Nadu was 480 per sq km, while nation average in 2001 was
324 per sq km.

2.1.3 Literacy Rate
Literacy rate in Tamil Nadu has seen an upward trend and is 80.09 percent as per 2011 population
census. Of that, male literacy stands at 86.77 percent while female literacy is at 73.14 percent. In 2001,
literacy rate in Tamil Nadu stood at 73.45 percent of which male and female were 83.28 percent and
64.91 percent literate respectively. In actual numbers, total literates in Tamil Nadu stands at 51,837,507
of which males were 28,040,491 and females were 23,797,016.
Sex Ratio in Tamil Nadu is 995, the national average is 940 as per census 2011. In 2001, the sex ratio
was 986 in Tamil Nadu.
3 Identification of Gaps
3.1 The results of past SVEEP Campaigns
In brief, the SVEEP campaign activities taken up in the State during
the past included the following:
i. Printing and distribution of awareness posters relating to Enrollment in electoral roll and
voting during poll from the CEO office to all the district units
ii. Distribution of CD’s with the messages of State level icons for broadcasting in TV channels,
Cable TV’s, cinema theaters and at all public campaign places in districts
iii. Conduct of awareness programme in colleges with students and civil society organiza-
tions
iv. Use of Government media like Doordarshan and All India Radio.
v. Propagation of message through the Department of Information and Public Relations, the
Department of Higher Education and the Department of School Education
vi. Awareness through the wings of the Nehru Yuva Kendra
vii. National Voters Day celebrations at all polling station locations throughout the state.
viii. Display of messages as tableau during the Float of Republic day parade.
ix. Display of contents in CEO,TN web site and social media sites like facebook etc.,

The effective implementation of the SVEEP campaign from 2010 to 2013 resulted in a good result,
which is evident from the conduct of Free and Fair elections during the State Legislative Assembly
Elections held in 2011. More importantly the voting percentage reached an all time record high in
Tamil Nadu i.e. from 70.82 % during State Legislative Assembly Elections in 2006 to 78.29% in State
Legislative Assembly Elections in 2011.In addition to the above indicators, a good effort towards in-
creasing the awareness levels about the much talked about 49-(O) option was also made and as a
result around 25000 voters exercised this option for the first time. Hence we could say that an effective
beginning was made during the initial stages of SVEEP.SVEEP also resulted in increasing the number
of electors in the electoral roll with the gross addition in rolls
This has led to the EP Ratio and gender ratio of the rolls being in close alignment to that of the census
population figures.
However despite the sincere efforts made and the steps taken under the SVEEP campaign, we have to
accept the fact that there still remains gaps in registration and awareness level of the electors, which
needs to be bridged with more effective methods of campaign. This is evident from the analysis of
the electoral information of the state available now (as per health of roll analysis vide Format 1-8 of
SR 2016).
3.2 Elector Population Ratio (EP Ratio)
This is one of the major indicator indicating the health of the roll. EP ratio is the ratio between the
number of registered voters who have come forward and registered themselves in the electoral roll
to the whole total population available in the state. As per the latest published rolls of SR 2016, The
EP Ratio as per census (Projected for 2016 Population figures) is 71.27, whereas the EP Ratio as per the
Electoral rolls is 74.71.Though the figures broadly indicate that the overall Electoral registration is sat-
isfactory. There are district wise variations, wherein some districts are having shortage in registration,
wheras more numbers of districts are having excess registration. Hence suitable corrective measures
needs to be incorporated in the district SVEEP plans.

The analysis of the district wise EP ratio reveals that in 6 districts i.e. Erode, Nilgiris, Tiruppur ,Coim-
batore ,Cuddalore and Thiruvarur the electors in the roll to population when compared with projected
electors group in census are lower ,whereby it indicates that special efforts of enrollment drive needs
to be concentrated in these areas. In the other districts the ratio is on the higher side, thereby necessi-
tating the need to cleanse the roll of dead, multiple and shifted entries. The situation is quite alarming,
particularly in the following districts of Kacheepuram, Perambalur , Ariyalur , Salem, Villupuram and
Thiruvallur. The district wise details are enclosed in Annexure
In the districts, where EP ratio is less, they have been instructed to incorporate in their SVEEP plans the
special initiative steps towards increasing the registration of eligible electors. The districts with low EP
Ratio are focusing on the use of campus ambassadors and CSO partnership for improved registration
of young eligible electors by conduct of special camps in educational institutions. At the same time in
other districts where excess ratio is noticed, are instructed to have a close watch over the electoral roll
entries by the Booth level officers so as to delete the shifted and dead electors after following the due
procedures. Publicity campaign about the facilities available like, online- registration, easy method
of changing the Address, checking through CEO,TN web site,using the 1950 Toll free call facility and
sending SMS to 1950 etc., through the medium of TV channels, posters, newspaper advertisements,
slides in movie theatre , scrolling in cable channels, through folk media etc., are proposed to be done
at the Assembly constituency and polling station levels.
3.3 Gender Ratio
As per the census (2016 projected population) the gender ratio of the state is 997 whereas the gen-
der ratio as per the latest published rolls(SR 2016) is 1010. The overall Gender ratio as per rolls is on a
higher side when compared with the census gender ratio, thereby giving a picture that the women
are enrolled on a higher side. The possibilities of names of the women electors being enrolled before
marriage and the same women electors re-registering their names at different place after the mar-
riage is a possibility. The district wise gender ratio details are enclosed in AnnexureHowever, the district-wise analysis shows that the roll gender ratio is more than the census ratio in
most of the districts except a few districts like Nagapattinam, Thiruvarur, Pudukkkottai, Thoothukudi
and Kanyakumari. The list of Assembly constituency with lower gender ratio has been identified and
instructed to include strategies focusing on women enrollment through SHG’s .
3.4 Age Cohort Analysis The age cohort analysis of the electoral roll and the census population indicates that in overall regis-
tration, when compared to the population figures the enrolment in electoral ratio is 104.46 %. Where-
as the percentage of Enrollment / Registration in respect of the age group of 18-19 years age group
is only 67.85% and the 20-24 years age group is 86.48. Hence to make the electoral roll more healthy

,two pronged approach is required to be adopted in the districts , (i) cleansing the electoral of dead,
multiple and shifted entries. (ii) Focusing on enrollment of young eligible electors District wise Age
cohort analysis of all age groups is given in Annexure
3.5 District wise Action plans The districts are instructed to keep theses gaps wise analysis into account while preparing the SVEEP
action plan. While preparing the district plans assembly level gaps and the polling station wise gaps
needs to be identified and suitable actions for bridging those identified gaps needs with possible
interventions needs to be incorporated in those action plans.the detailed district wise plans are an-
nexed to this state plan.
3.6 The identification of low turnout polling Assembly constituencies:The voting percentage during the last assembly elections 2011 was 78.3%.The low turnout polling
stations are mostly located in the districts of Chennai, Kanyakumari Tirunelveli and Coimbatore dis-

3.6 Low voter turnout Polling station wise
On the same analogy all the districts were instructed to identify 10% of polling stations were the
turnout was low during the last assembly elections 2011. The DEO’s were also instructed to find out
the reasons thereof and suggest suitable Targeted interventions / programme with a schedule of im-
plementation involving the coordination of other and support groups.
3.7 Analysing the Gaps
Though various awareness campaigns were carried out over the period of time, to check the effect /
result of the previous campaigns and also to plan for future more effective campaigning strategies, it
was decided to have the feedback from the users / public about the electoral process through sample
survey methodology. Hence with this objective in mind, to assess the Knowledge, Attitude, Behavior
Belief and Practices of Electors in TamilNadu on Electoral process a survey of the responses of 4875 re-
spondents covering 39 parliamentary constituencies were carried out during the month of July 2013
with the help of Department of Evaluation and Applied Research. The results of the survey had been
communicated to all the districts and they have incorporated the lesson learnt and have planned
suitable, relevant corrective measures depending on the indicators. The major findings of this KABBP
survey can be listed out as follows;

4 Building Strategy 4.1 Information, Motivation and Facilitation
4.1.1 The Campus ambassadors
The Electoral data examined above indicated that, though
the registration / enrollment of eligible young voters of
the age group 18-19 yrs and 20-29 yrs have improved over the years still there is a deficient. To bridge
this gap we had been adopting a system of election roll officials visiting all colleges and collecting en-
rollment forms and facilitating the eligible young voters to get enrolled. Going a step ahead, to incul-
cate a feeling of belongingness, the concept of student ambassador – a representative among the stu-
dent itself acting as a facilitating person between students and roll officials have been identified and
they were trained about the procedures involved in electoral registration.1835 Campus ambassadors
in 1026 institutions have been appointed in the last year. District - wise details are given in Annexure
The campus ambassadors had been instructed to enroll themselves first and then their class mates
& college mates. And ultimately ensure that they act as ambassadors for carrying out the awareness
message and act as facilitators in enrolling the eligible young voters. The faculty in the college has also
been appointed as nodal officer to follow up with the election roll officials and motivate the students.
In addition to the above, to facilitate the eligible young voters to come forward and register them-
selves in the electoral roll, special camps are being conducted in all the educational institutions in
the district by all the Electoral Registration Officers under the overall supervision of the District Elec-
tion Officers. In these camps the students are explained about the facility of searching their names
through internet and by SMS to 1950. After checking the availability or non availability of their names
in the electoral roll, the young electors are encouraged to fill online applications for inclusion or cor-
rection of their names under the supervision and guidance of election staff. The details of district
wise institutions were camps have been carried out and the new voters who have been registered for
inclusion is indicated in Annexure

Based on the same lines, the baseline survey before the elections is now being taken up and the re-
sults of the survey will be communicated to all the districts to refine their plan of action according to
the findings noticed in the survey.

4.1.2 Awareness campaign through State level IconsTo take the Electoral participatory awareness messages to the public, as done during the previous
years, in addition to the usage of the messages of icons used during the last Lok Sabha elections 2014. We have approached 30 State level icons and are in the process of shooting the messages form 9 stars who had given concurrence so far.

The message of the icons will be made available to all districts and wide publicity will be made. In ad-
dition to the publicity made by the District collectors through cable media and theaters. TV channels
also will be requested to play these messages as part of their corporate social responsibility.
4.1.3 Awareness through the Social media
The potential of social media like Facebook in which the means of interactions among people in which
they create, share and exchange information is being used effectively for creating awareness relating
to registration and clarifications on all other electoral related issues. The movies and videos relating
to awareness on all aspects of electoral process have also been uploaded on the public portal -You
tube for public view with link from Chief Electoral Officer’s website. The DVD bytes of state level icons
are uploaded in the Chief Electoral Officers website and adequate publicity of the same is also made
available. All District collectors and the partnering Departments are downloading it from the link and
are using it for their awareness campaigns.
CEO, TN face book page is being handled through a social media agency and daily updates of all voter
awareness activities are disseminated and clarifications to public are shared through this facebook
account. In addition to this twitter account # 100 TN Elections , is also actively used to disseminate
information and obtain feed back related to election related issues.

5 Implementation 5.1 Team formation at district level
To translate these action plans into implementation in the districts
and to take forward the SVEEP campaign in a regular, systematic
manner as per the guidelines of the ECI, a SVEEP nodal officer has
been appointed at the district level who had been entrusted with
coordinating the SVEEP activities at the district level. In addition
a district level core committee on SVEEP with district collector as
chairman and SVEEP nodal officer as the member secretary and other stake holding department offi-
cials as members has been formed in all the 32 districts.

The additional members as per the necessity and requirements can be added into the committee, so
as to ensure receipt of adequate inputs as well as enough support for implementation. All the plan-
ning, implementation, monitoring and implementation of the SVEEP activities are being done by as
per the decisions made in this committee.
5.2 Training & Capacity Building Apart from the subject wise training given to the nodal officers, on the activities of SVEEP also exclu-
sive training had been given to all the concerned officers. Refresher trainings are also planned. The
district election officers are being guided and clarifications are issued during the weekly video con-
ference meetings.

5.3 Building partnership
5.3.1 Partnership with Internet browsing centre
In order to facilitate and increase the response of the electors, of availing the facility of online registra-
tion of voters available in the website of the Chief electoral officer, it was decided not only to give wide
publicity but also to rope in partnership with internet browsing centers by a memorandum of under-
standing with them to facilitate the electors on online enrollment / registration, deletion, correction
and search facility. These authorized internet browsing centers act as voters facilitation centre and
offer the online electoral services already made available in the CEO website by obtaining authorized
service charge from the public, without compromising on the existing procedures.
5.3.2 Partnership with other State Government Departments
In carrying out the SVEEP activities, working with partners is an important part of the strategy, as
without the help and support of other State Government departments the realization of the SVEEP
campaign will be incomplete. In this regard all the District collectors were instructed to rope in all
the related departments in the districts .some of the main departments which have been targeted
are Higher Education department, School Education department, Technical education department,
Health department, Rural development department ,SHG’s, ICDS, DIPR, NSS & NYK. The list of partner
departments and activities being taken by them is given in Annexure.
5.3.3 Partnership with the Mobile Providers
In addition to the partnership with Government agencies even the private partnerships have been
roped in. As corporate responsibility tie-up with the mobile providers to send short awareness mes-
sages in the form of SMS to the public in respect of enrollment has been done during the enrollment
exercise during special summary revision 2016. On the same lines it is proposed to be extended for
all SVEEP measures during this TNGLA 2016. Letters will be sent to the mobile providers from the
Chief Electoral Officer for taking up awareness messages through all possible means of dissemination
available with the mobile provider. Further tie up is being made with BSNL to send SMS to all electors
(nearly 1.5 crore electors ) whose name is in the rolls, informing them about their polling stations and
message on necessity to vote and ethical voting.
The facility of knowing the electors electoral information by sending SMS to the toll free number 1950
number was successfully used during the summary revision and the same will be functionally escalat-
ed with more number of additional lines to cater to all the enquiries from the Public.
5.3.4 Partnership with AIR and FM channels
It is also proposed to broadcast simple awareness messages through the AIR media and the FM chan-
nels both at the District and the state levels. The discussion sessions in private TV channels answering
the clarifications and doubts of the public relating to Registration process and voting process will also
be done by the CEO and the number of such tie ups with TV and FM channels shall be increased both at the state and the district level by the District Collectors.

6. Resource MobilisationIn addition to the contents sent to DEO’s earlier,The awareness informa-
tion posters relating to ethical voting, exercise of democratic right,using
the Provision of NOTA, identification/knowing candidates background
through making known his elections affidavits,etc will also be communi-
cated to the Districts. The districts shall be insisted to make big posters,
banners and display it in prominent locations including the Places near,
Public Distribution shops and electricity payment counters. The District SVEEP Nodal officers have
been instructed to make use of the campus ambassadors and the college nodal officers to display
these banners and posters in prominent locations near the institutions and also in the notice boards
of the colleges. Civil society origination partners and all stake holders will be permitted to download
these posters from Chief Electoral Officer’s website and use them for their publicity.
7. Overall approach To continue the good work done in earlier SVEEP campaign and tak-
ing the learning’s out of the earlier experiences, the District collectors
have been insisted to plan strategy for targeted approach towards
meeting the various gaps identified in the field of registration and
voting by carrying out the polling station level analysis. The indicators they need to look into and
the corrective action proposed to be taken by them at the polling station level are being obtained
from them and this is being regularly followed up with the District collectors through weekly video
conferences.
The fund allocation requested by the District collectors are being sent immediately from the state
funds and also on allocation from the ECI .The progress is also being monitored in all the meetings. In
respect of Trainings to all the stake holders, Training the various officials and all other partners / stake
holders involved in the SVEEP campaign are being done both at the State and the District level.

7.6 Monitoring Mechanism
The monitoring of SVEEP activities shall be done on a regular basis through
periodic regular meetings with the district collectors and the SVEEP nodal officers. In respect
of Civil society organization the terms of engagement are being signed to rope in their
partnership in carrying out the awareness activities.
7.7 Evaluation & DocumentationAll the SVEEP activities are subjected to evaluation through statistical analysis and based on the in-
ferences derived, gaps will be identified and further follow up / remedial actions proposed will be
taken up. The activities carried out will be documented each district wise by the concerned district
collectors and will be maintained for future references.

8. Calendar of events The awareness campaigns and events proposed to be conducted in the Dis-
tricts, has been obtained from the districts in the form of detailed SVEEP– II
plans. The implementation and the feed back of these plans are being moni-
tored at the CEO office on a regular basis.
