See attached statement. The principal recommendations are: 1 Pursue the

development of the GMH site as a high technology precinct with vigour. 2 Preserve

and protect the aviation heritage of the Fishermans Bend area. 3 Promote the use

of river barges or rail to move containers and freight around the Port. 4 Discourage

the use of Lorimer Street for heavy vehicle traffic. 5 Improve traffic engineering of

Lorimer Street – flow control, sight lines and pedestrian crossings. 6 Ensure that the

proposed tram bridge is high enough for most motor launches to pass under. 7

Ensure that the proposed rail bridge is high enough for most sail boats to pass under.

8 Provide cycle paths separate from pedestrian footpaths. 9 Encourage the

conversion of underused river bank areas to public open space. 10 Encourage the

containment of dry bulk goods to prevent airborne pollution. 11 Include Yarra’s

Edge as part of the Lorimer precinct (not Docklands).

WewelcometheopportunitytocommentontheDraftFrameworkforFishermansBend.Weconsiderthatthisprojectprovidesanexcellentopportunityforurbanrenewal–introducingbalancedresidentialandrecreationalfacilitiesintheresidentialprecinctsandtoconsolidateindustrialfacilitiesintheemploymentprecinctordisplacingthosethatmightbebetterplacedinoutersuburbs.Wewelcomeandencouragetheopportunitytoimprovetheamenityandsustainabilityofthesuburb,toimprovetransportandaccessarrangements,andtoplanfortheprovisionofcommunityfacilities.Wehavelivedandworkedintheareaformanyyearsandthereforewefeelthatwearewellplacedtooffersomeconstructivecomments.

2EmploymentPrecinct

WewelcometheintentiontoretaintheEmploymentprecinctasanindustrialzone.Manyofthefacilitiesandindustrieslocatedinthezonewereestablishedinthislocationbecauseoftheindustrialnatureoftheareaandbecausetheiractivitiesarenotcompatiblewithresidential,commercialorretailneighbours.

WewelcometheproposaltoestablishaNationalEmploymentandInnovationClusterbasedontheformerGM-Hsite.Webelievethatthissiteoffersexcellentpotentialinadvancedmanufacturingandeducation,andespeciallythroughfosteringcollaborationbetweentechnologycompanies,universitiesandtheDefenceScienceandTechnologyGroup.

WenotethattheFishermansBendprecincthasanextensiveaviationheritagethatshouldberecognisedandhonouredintheprecinctdesign.HistoricalreferencesareattachedinAnnexA.

Therewillcontinuetobeaneedtoprovidefortrafficto/fromtheportandemploymentprecinct,includingheavytrafficasrequired.Inrecognitionoftheresidentialnatureoftheadjacentprecincts,itisnecessarythattheFishermansBendPlanprovidesfortransportneedswithoutplacingheavyvehiclesand/orhightrafficvolumesonresidentialstreets.Tothisend,theFishermansBendPlanshouldensurethatinfrastructureandproceduresareputinplacetoensurethatothermeansoftransport–freeways,railandriverbarges–arefullyexploitedandresidentialstreetsarenotusedforfreight.

TheamenityoftheEmploymentPrecinctwouldbeenhancedbytheprovisionofmoreopenspace,especiallyalongtheriverbank.ManyofthedocksideandwharffacilitiesintheEmploymentPrecinctseemtobeunderusedanditmaybeexpectedthatsomespacewillbecomesurplusinthenextdecade.ConvertingsomeoftheseriverbankareastopublicopenspacewouldbenefitlocalresidentsandthebroaderpopulationofMelbourneaswellthosewhoworkintheEmploymentPrecinct.AlthoughthefulllengthoftheriverbankdownstreamfromtheBolteBridgehasbeenleasedtothePortofMelbourne,theFishermansBendPlanshouldencouragethePortOperatortomakeriveredgespaceavailableforpublicusewhentheircurrentactivitiesconcludeoraretransformed.

Someofthewharfareasalongtheriverbankareusedforstorageandloadingofdrybulkmaterialincludingflyashusedinconcretemanufacture.Someofthesedockfacilitieshaveenclosedstorageareaswhileothers(suchasWharf32nearToddRoad)areopentotheatmosphereandallowflyashandothernoxiousmaterialtobeblownacrosstheprecinctonwindydays.WesuggestthatthePlanshouldphaseoutthepracticeofopenstorageofbulkmaterialsonSouthWharfinordertopreventpollutionandimproveamenityintheprecinct.

3LorimerPrecinct

WewelcometoproposalstoprovideHealthandWellbeingfacilities,aCommunityandEducationHub,aSportandRecreationalHubandsomeopenspaceintheLorimerPrecinct.WewouldbepleasedtoseetheRogersStreetcementworkslocatedtoamoreindustrialareainthemediumterm(ratherthanthelongterm).

WewouldliketoseefurtherdetailaboutheightanddensityofproposedresidentialdevelopmentsinLorimerPrecinct.Ingeneral,wewouldencourageplanningfortheLorimerPrecincttobesimilarinstyleandqualitytothatusedbyMirvacintheYarra’sEdgedevelopment(theareabetweenLorimerStreetandtheYarraRiver),ratherthanthedenseandhaphazarddevelopmentsintheotherpartsofDocklandsnorthoftheriver.

AsresidentsofYarra’sEdge,wesuggestthatYarra’sEdgeshouldbeconsideredpartoftheLorimerPrecinct(postcode3207)ratherthanDocklands(postcode3008).

4LorimerStreet

LorimerStreetisamainarterialroadforthesuburbandtheexistingindustrialzone.Ithasseveralseriousproblemsincluding:insufficienttrafficcapacity,difficult/dangerousaccessfromsidestreets,poorsightlinesforturningvehicles,alackofsafepedestriancrossings,narrowtrafficlanes,alackofbicyclelanes(otherthansharingthefootpath),notrafficcontrolatInglesSt,avastamountofnoisycontainertrucktrafficto/fromtheportatallhours,andheavytrafficfromtheRogersStreetcementworks.VicRoadshasfailedtoaddressthesemattersovermanyyears.

Undertheproposeddevelopmentoftheregion,therewillbemoredemandsandchallengesforLorimerStreet,itsusersandthenearbyresidents.Inparticular,wewouldexpectmoretrafficforresidentandservicevehicles(to/fromLorimerandSandridgePrecincts)andmoretrafficto/fromtheemployment/industrialsector.

Whileweappreciatethatthedraftframeworkprovidesfornewtramservicesthatwillprovidetransportforresidentsandworkers,wesuggestthatstepsshouldbetakentoaddressthesemajortrafficproblemsonLorimerStreet.Inparticular,theFishermansBendPlanshould:a. providealternateroutesforfreightandcontainertraffic(eithercrossriverrailorriver

basedbargesformovingcontainersaroundtheport);b. placetimelimitationsonheavyvehicleaccesstoLorimerSt;c. providetrafficcontrolattheInglesStreet-LorimerStreetintersection;d. widentheLorimerStreetlanesandprovidespaceforaseparate/dedicatedbicycle

lane;e. improvesightlinesforvehiclesturningintoorfromLorimerStreet;andf. providepedestriancrossingsnearLorimerStreetbus/tramstops.

5ProposedTramBridge

WewelcometheproposaltoprovideatramservicethroughtheLorimerprecinctandalongTurnerStreettotheFishermansBendEmploymentPrecinct.

Theproposedtrambridge(nearPointPark)wouldalsoprovideaconvenientrivercrossingforcyclistsandpedestrians.ThiswouldcomplementtheexistingrivercrossingatWebbBridgewhichisfrequentlyoverloaded.Careshouldbetakentoseparatecyclistsfrompedestrians–anexistingproblemthroughoutDocklandsandalongLorimerStreet.

Ofcourse,manylocalresidentsobjecttotheproposedbridgebecausethatwouldreduceboataccesstoYEMarina.However,weconsiderthatthecommunitybenefitfromthetramandthebridgeissubstantialandwouldoutweighthelossofamenityforafewpeople.Therefore,inconsiderationofboatusers,weconsiderthatitwouldbereasonabletobuildthetrambridgewithsufficientheighttoallowmostmotorboatsandriverferriestopassunder.Weexpectthatitwouldbenecessarytoprovideanewmarinadownstreamofthenewtrambridgefortheuseofthetallerboats(i.e.sailingboatswithmasts)aspartofcompensationforthethoseaffected.

6ProposedFreightRailBridge

WewelcometheproposaltoprovidearailserviceforfreightfromtheWebbDocktothenorthsideoftheYarraRiver.Thiswouldhavethesignificantbenefitofremovingavastnumberoftruckmovements(especiallycontainers)fromFishermansBendroadsandtheroadbridges.

UnlesstherailbridgeisthesameheightastheexistingBolteBridge(whichwouldseemtobeimpractical),thisbridgewouldreduceboataccesstoVictoriaHarbourandYarraRiver,andtherebydamagetheamenityandthecharacterofDocklands.

TominimisethisdamagetotheDocklandsenvirons,wesuggestthatthebridgeshouldbedesignedandbuiltsothatitwillnotobstructferries,rivercruisevesselsandmostsailingboats.Alternativeberthingshouldbeprovideddownstreamoftheproposedtrainbridgeforthetallerboats.

However,itwouldbepreferableiftheneedforarailbridgecouldbeavoidedbyusingotheroptionsforfreightmovement,e.g.:a. useriverbasedbargesforshiftingcontainersaroundtheportwithoutusingroads,rail

orbridges;andb. usetheproposedundergroundraillineandunder-rivertunnelforfreightaswellas

passengerservices.
