ABOUT OSPRI OSPRI operates in partnership with industry and Government to deliver services primarily to the beef, dairy and deer industries and where additional external investment is provided, to other livestock and primary industry sectors and supply chains.
OSPRI manages two national programmes – NAIT and TBfree. TBfree is a dedicated disease management programme for both livestock and wildlife, aimed at eradicating bovine TB from New Zealand. NAIT is New Zealand’s individual animal identification and tracing programme and provides livestock traceability across the supply chain from farm to meat processing.
Our shareholders and investors are Dairy NZ, Beef + Lamb NZ, Deer Industry New Zealand, and the Ministry for Primary Industries.
Our stakeholders include the OSPRI shareholders, alongside a broader group of members of the livestock supply chain such as meat processors, saleyards, livestock transporters, farm management entities, commercial pastoral companies, other livestock service providers and technical agencies, regional councils, the Department of Conservation, and research and development organisations.
OSPRI’s unique partnership and co-investment model and broad areas of expertise mean that it can provide value-add to other joint industry, Government or public good initiatives in areas of animal health, traceability and pest management.

THE OSPRI STRATEGIC PLAN 2017–2020The OSPRI Strategic Plan 2017–2020 sets out OSPRI’s strategic direction and the investment priorities which will contribute to the sustainability, competitiveness and profitability of New Zealand’s primary industries.
This Strategic Plan has been developed in collaboration with industry and with Government stakeholders. It closely aligns with the strategic and investment priorities of the beef, dairy and deer sectors, and supports a number of key Government objectives.
Six Strategic Priorities form the foundation of the OSPRI Strategic Plan. Each priority area is accompanied by a series of strategies that OSPRI will deliver on its mission.

TBEradication of Bovine TB
• TB freedom from cattle and deer herds by 2026.

• Design, develop and implement the TBfree programme to National Pest Management Plan targets;
• Best practice design principles are applied to pest and disease management, surveillance and disease diagnosis.
Delivering the National Livestock Identification and Tracing System (NAIT)
An internationally recognised first class livestock traceability system that delivers effective traceback in the event of food safety, chemical residue or animal health incident or an emergency animal disease response.
• The NAIT programme is delivered in accordance with policy, regulatory and programme objectives;
• The NAIT system is continually enhanced and maintained to deliver is stated aims;
• The NAIT programme is evaluated and recommendations are applied that enhance programme performance and user experience;
• NAIT supports livestock trace-back activities and exercises for disease preparedness, response, and recovery.
Traceability supporting animal health and disease surveillance and monitoring
NAIT system provides the national platform for livestock disease surveillance to enhance decision making for the implementation of future animal health programs and support the ongoing monitoring and management of notifiable and production diseases in New Zealand.
• The NAIT system provides the national platform for individual animal and premises animal health and disease monitoring;
• The eASD/ASD database is developed within the existing NAIT system and implemented;
• The NAIT system supports national notifiable and production disease surveillance;
• Demonstration of TB and NAIT system and service delivery provides a model for Pest Management Plan development for other plant and animal biosecurity risks.
Enhancing product integrity and supply chain feedback
NAIT system supports verification of animal health and food safety status to enhance market access and provides underpinning of brand, proprietary and legislative standards and QA programs.
• The NAIT/eASD/ASD system supports validation of individual and consignment animal health and product integrity status to enhance market access;
• The NAIT system supports brand and product differentiation and enhances supply chain performance feedback;
• Quality assurance and food safety standards are supported by an effective traceability system.
Delivering on New Zealand’s predator free objectives
Investment in TB-related wildlife surveillance and pest management provides direct value add towards Predator Free 2050 and supports New Zealand’s achievement of national pest management and biodiversity outcomes.
• The outcomes of the TB programme supports the objectives of Predator Free 2050;
• The TB programme provides value add through co-investment and collaboration in pest management and surveillance;
• The TB programme is implemented in a manner that delivers sustainable pest management outcomes for New Zealand.
Biosecurity capability and influencing practice change
OSPRI’s capability in animal health, veterinary science, traceability and pest management provides recognised service support to New Zealand’s biosecurity framework.
• Effective communication mechanisms ensure stakeholders are engaged and informed about OSPRI’s programmes;
• Technical materials and resources enhance awareness and knowledge of OSPRI’s programmes and services;
• OSPRI contributes biosecurity capability in pest management, traceability, system and data management, and veterinary and epidemiology disciplines to support the NZ biosecurity network.
