I hope everyone remains safe after Storm Jonas that established snow accumulation records around the state of New Jersey and New York City areas. I was just commenting the other day to a customer about how mild this winter has been when everything changed in a day and half.
Last month was our annual joint meeting with MCANJ and ASPE that proved to be a very strong showing overall with 128 total members attending. Our chapter had the strongest attendance with 57 ASHRAE members in the audience. The speaker was James Benham –CEO of JBKnowledge Inc. that is a technology consultant. James’ presentation centered on the latest technologies being used in our HVAC industry and how they are positively affecting the output and profitability of businesses that focus on HVAC. James was a very dynamic speaker that engaged the entire audience and many of us left with the impression that we are not utilizing state of the art technology to its fullest potential.
This month’s February meeting topic will be presented by Joe Singerling - Fulton Team Solutions and will focus on “How NOT to design a steam system”. This should be a very good fundamental technical topic and I encourage you to invite those in your office that work with steam systems.
This month’s meeting is Research Promotion Night and as usual we will conduct our 50-50 raffle that proceeds will go to promoting research that allows our industry to progress into the future.
I wanted to also share some exciting news for our local members! The NJ ASHRAE Chapter will be providing a 6-hour class on ASHRAE 90.1-2013 held at Trane NJ’s office in Pine Brook, NJ on April 7, 2016. This class will be comprehensive and presented by certified ASHRAE instructors incorporating both the Mechanical/HVAC and Lighting/Envelope sections. The course is approved for 6 PDH credits and is accredited AIA, GBCI, and applicable to those with NY licenses. The cost of the course will be $90/person and will include lunch being served at Trane’s Learning Center. There will be an email communication going out to the membership in the next couple of weeks requiring you to confirm your attendance. This was approved by our chapter Board of Governors in an effort to teach the latest code requirements to the local industry professionals. We look forward to your attendance.
Once again I wanted to remind the membership that it is free to advertise your company’s employment opportunities or to even communicate your desire to seek employment within our Thermogram and chapter website. This is a highly underutilized aspect of our chapter communication. I often hear about organizations looking for good people so use these communication vehicles to enhance your search by targeting the right people.

How NOT to Design a Steam System
OVERVIEW: This seminar focuses on common mistakes made throughout the industry by installing contractors, designers and competitors with steam system design. It highlights common poor practices that have been duplicated from years past and covers good practices in steam system design moving forward. It also covers issues that can arise from improper steam system design. With system design we review steam velocities, near boiler piping, steam header piping, proper header design, impact of condensate on the system, proper condensate system piping and design and proper boiler sizing.
The presentation is certified by The Practicing Institute of Engineering (PIE). The PIE certification numbers and PDH hours are included in the information.
Biography: Joe Singerling is currently the Steam Sales Engineer for Fulton Steam Solutions, a subsidiary of The Fulton Companies in Pulaski, NY. He has worked five years at Johnston Boiler Co. assisting customers with custom boilers, updating pressure vessel and burner designs, and helping to develop new products. He has currently worked at the Fulton Companies for six years. Two and a half of those years as a steam applications engineer designing and overseeing manufacturing of complex skid mounted steam systems. He has also spent one and a half years with the service department field troubleshooting system problems in the field. He now works as a steam sales engineer conducting training and helps troubleshoot steam system issues in the field.

As months are quickly passing us by it seems like it won’t be long before spring is upon us (wishful thinking) and our annual refrigeration tour soon thereafter. After consideration for tour options and consulting with a few of our New Jersey Chapter members, the consensus seems to point in favor of a tour at a brewery (again) or perhaps a winery.
Stay tuned as these plans get a bit more formalized. We look forward to all members joining our annual tour.

New ASHRAE Application Automates Compliance Calculations for Standard 90.1-2010
ATLANTA – A new web application from ASHRAE automates the calculations needed to show a building project’s compliance with Standard 90.1-2010.
The 90.1 ECB web application is a tool for modeling compliance with ANSI/ASHRAE/IES 90.1-2010, Energy Standard for Buildings Except Low-Rise Residential Buildings, using the Energy Cost Budget (ECB) method in the standard.
The application allows users to input project parameters and then calculate the proposed design’s projected performance and compliance, with the results exportable in a workable spreadsheet for project use,” Drake Erbe, chair of the Standard 90.1 committee, said.
The application is accessible from desktop, tablet or other device. It allows users to store project information in one place for easy reference and comparison.
ASHRAE Announces Call for Programs for 2016 Annual Conference
ATLANTA – A call for programs has been announced for ASHRAE’s 2016 Annual Conference, June 25-29, St. Louis, Mo.
“A new ‘Smart Building Systems’ track for this conference addresses the revolution in information technology applied to the built environment,” Tom Kuehn, Conference Program chair, said. “Weather and time of day utility rate forecasting, distributed sensors and remote monitoring and control are all included in the track. Topics key to personal success are included in the
“Professional Skills Beyond Engineering’ track. Programs describing advances in refrigeration technology are given special emphasis and other tracks cover more conventional topics.”
Programs are sought for the following tracks: Advances in Refrigeration Systems and Alternative Refrigerants; Fundamentals and Applications; HVAC Systems and Equipment; Smart Building Systems/Remote Monitoring and Diagnostics; Indoor Environment: Health, Comfort, Productivity; Professional Skills Beyond Engineering; and Renewable Energy Systems and Net Zero Buildings. Programs are also sought for the fourth annual Research Summit, which reports results on any aspect of ASHRAE-related research. In addition, programs focusing on practical applications and utilizing case studies are requested.
Programs are requested for the following program types: Seminars, which include 1-4 presentations on a similar topic; Workshops, which allow equal time for 1-2 presentations and discussion; and Forums, which are discussion-based sessions with no presentations.

The ASHRAE 2016 Annual Conference will take place at the America’s Center Convention Complex and Renaissance St. Louis Grand Hotel. The event will attract some 2,500 conference attendees and meeting participants.

Addition of Subclass 2L Refrigerants Proposed for ASHRAE Refrigerant Safety Standard
ATLANTA – Over the last 15 years single family homes have been built tighter, making them much more energy efficient and comfortable compared to drafty houses of the past. But there’s a tradeoff. "While the energy benefits are great, air tight homes demand thoughtful HVAC&R design for ventilation and building pressure management," Lew Harriman said. "The big issues involve adequate outdoor air for kitchen and bathroom exhausts and combustion appliances, plus the continuous ventilation now required by ASHRAE’s residential indoor air quality standard, 62.2."
Air tightness is indirectly connected to indoor air quality (IAQ) because IAQ is connected to total ventilation, and leaky buildings can contribute to total ventilation. But it is much more energy efficient to provide ventilation mechanically vs. through air leakage, Harriman notes.
Harriman is chairing a session that addresses residential building applications at the ASHRAE 2016 Winter Conference, which takes place Jan. 23-27, Orlando, Fla. The ASHRAE co-sponsored AHR Expo is being held Jan. 25-27, next door at the Orange County Convention Center. The Technical Program features eight tracks, some 100 sessions and more than 300 speakers. It runs Sunday, Jan. 24, through Wednesday, Jan. 27, and offers over 200 Professional Development Hours, as well as Continuing Education Units, which can be applied toward a Professional Engineering license in many states, including the state of Florida. The seminar, High Performance Residential Building Applications and Issues, takes place Monday, Jan. 25. Experts from the natural gas industry, the U.S. Department of Energy and the Lawrence Berkeley National Laboratory will describe results of their decades of real-world experience measuring and understanding the behavior of tight houses.
They will provide practical tips and traps to help both HVAC professionals and home owners ensure safe, high quality indoor air in the tight, net-zero energy houses of the 21st Century, according to Harriman.
The seminar program is part of the Technical Program track on modern residential systems.

Senate To Consider Landmark Energy Bill Next Week The US Senate is poised to consider the Energy Policy Modernization Act (S.2012) beginning next Tuesday (1/26). The bill will be debated under an open amendment process that will likely several days – and according to some Senate staff – multiple weeks to complete. The details of amendments that may be offered are not yet available.
ASHRAE supports the building energy codes provisions of S.2012, as well as the reauthorization of the State Energy Program and Weatherization Assistance Program. The Society recommends adding language from H.R.8 that would support the consensus process for developing energy conservation standards for residential non-weatherized gas furnaces and mobile home gas furnaces. ASHRAE also suggests that Senators add language supporting the Sensible Accounting to Value Energy (SAVE) Act, which would encourage energy efficiency to be considered during mortgage underwriting.
DOE Issues Final Rule on Test Procedures for Residential Furnaces and Boilers The US Department of Energy (DOE) has issued a final rule amending its test procedure for residential furnaces and boilers established under the Energy Policy Conservation Act. ASHRAE Standard 103 Method of Testing for Annual Fuel Utilization Efficiency of Residential Central Furnaces and Boilers is extensively discussed in this rulemaking, which can be found here.
Direct Final Rule and Supplemental Notice of Proposed Rulemaking Issued by DOE on Small, Large, and
Very Large Air-Cooled Commercial Package Air Conditioning and Heating Equipment and Commercial
Warm Air Furnaces DOE has issued a direct final rule and supplemental notice of proposed rulemaking (SNOPR) amending the energy conservation standards for both small, large, and very large air-cooled commercial package air conditioning and heating equipment and commercial warm air furnaces after determining that the amended energy conservation standards being adopted for these equipment would result in the significant conservation of energy and be technologically feasible and economically justified. If DOE receives adverse comments and determines that such comment may provide a reasonable basis for withdrawing the direct final rule, DOE will publish a document withdrawing the direct final rule and will proceed with the proposed rule.
DOE Issues Proposed Rule on Energy Conservation Standards for Ceiling Fans
DOE has issued a notice of proposed rulemaking that would amend energy conservation standards for ceiling fans, and has also announced a public meeting to receive comment on these proposed standards and associated analyses and results. Full information on this rulemaking can be found here.

Arizona, Colorado, Delaware, Florida, Georgia, Illinois, Maryland, New Jersey, New Mexico, South Carolina,
South Dakota, Tennessee, Virginia and West Virginia returned to their capitals within the past two weeks looking
at a diverse set of issues. Of particular interest is the State of Illinois, which was unable to pass a State budget for
the current fiscal year due to an impasse between the legislature and the Governor. Legislative leaders there are
not optimistic that a budget deal is close.
In addition to passage of budgets in all these States, other items of interest include:
Florida – a water quality protection bill is likely to be introduced
New Mexico – possible modification of the State’s renewable portfolio standards for energy production
South Carolina – potential legislation on coastal wind energy development
West Virginia – probable legislation on forced pooling of natural gas leasing agreements, whichcompels landowners to join natural gas-leasing agreements with neighbors (a similar bill failed last year)
Rhode Island Governor Issues Executive Order on Energy Efficiency and Clean Energy Two States with off-year elections chose new Governors in November of 2015, succeeding term-limited
Governors who were not eligible for re-election. In Kentucky, Matt Bevin (R) succeeded outgoing Governor Steve
Beshear (D) and, in Louisiana, John Bel Edwards (D) will take office on January 11, succeeding retiring Governor
Bobby Jindal (R).
In addition to these two new Governors, legislatures in California, Indiana, Kentucky, Maine, Mississippi, Missouri,
Nebraska, New Hampshire, New York, Rhode Island and Vermont all began their 2016 sessions during the first
week of January. Along with budget and appropriations for State operations, lawmakers in these States will
consider a wide array of bills from education, gun control, sentencing reform, and infrastructure improvement.
Watch for a large number of bills to be introduced in the next few weeks.
To give a comparison between the United States Congress and the State legislatures, the 113th Congress (2013-14) passed 352 bills. In contrast the States passed 45,564 and introduced 180,808. The 114th Congress is ontrack to pass even less than in the previous session but, by December 2015, the States had passed 30,000 bills and most are only halfway through their biennial legislative sessions.
