Public Access to Data is prescribed by Environmental law.

Principle of public information and participation

In the exercise of the right to healthy environment everyone shall be entitled to be informed of the environmental status and to participate in the process of decision making whose implementation may have an effect towards the environment.

Information system

Article 74

In order to effectively identify, classify, process, monitor and record natural values and environmental management in the Republic of Serbia, an information system for environmental protection (hereinafter referred to as the information system) is being established and maintained.

The information system ensures the formation, classification, processing, maintenance, presentation and distribution of numerical, descriptive and spatial databases on: quality of environmental media, monitoring of the state and environmental protection, legislative, administrative and organizational and strategic measures, scientific and technical information on planning measures of prevention and exchange of information with other information systems, etc.

The information system is managed by the Environmental Protection Agency.

The information system provides access to other information systems and harmonization of all relevant information and data at the national and international level.

The Environmental Protection Agency is established and managed by the National metaregister for environmental information (hereinafter: the National Metaregister), which is an integral part of the information system.

The national metaregister is an electronic database and a portal to existing databases and environmental information documents of various bodies and organizations.

Public authorities shall, in accordance with the law, at least once a year or if necessary, at the request of the Ministry, update the data in the National Metaregister.

The Environmental Protection Agency is obliged to provide and maintain environmental information processing resources.

The public authorities referred to in paragraph 7 of this Article shall be responsible for the accuracy of the updated data.

The Government shall prescribe in detail the content and manner of keeping the information system, methodology, structure, common base, categories and levels of data collection, as well as the content of information that is regularly and necessarily informed to the public.
