PROGRAM HIGHLIGHTS
The ITS, Traffic Operations and Safety program at the Center for
Urban Transportation Research (CUTR) actively pursues innova-
tive projects to develop and apply new concepts and technologies
to solve real-world transportation problems. In the past six years,
the program has grown significantly. The program was awarded
total project funding for approximately $3.8M, $4.8M, and $13.6M
in the FY11-12, FY12-13, and FY13-14, respectively. Currently, the
program has six faculty members, four staff members, one postdoc,
and more than 25 graduate and undergraduate student assistants.
ITS specialties include application of ITS technologies to transpor-
tation systems, development of mobile lighting level measurement devices, development
of a bicycle data acquisition system, and research on automated vehicles. Traffic opera-
tions research focuses on advanced traffic signal technologies, traffic signal pre-
preemptions near railroad crossings, freight operations and logistics, freeway manage-
ment and operations, traffic simulation, congestion management, traffic system modeling,
and data collection techniques. Safety research areas include traffic safety, pedestrian and
bicycle safety, motorcycle safety, transit safety, railroad crossing safety, truck safety, inci-
dent management, naturalistic driving
behavior study, pedestrian and bicycling
behavior study, and educational out-
reach. Researchers also specialize in
traffic impact studies, trip internaliza-
tion in multi-use developments, public
opinion surveys and analysis, and the
development of effective paid media
campaigns.
The program currently houses both the
Florida Pedestrian and Bicycle Safety Coalition and the Florida Motorcycle Safety Coali-
tion at CUTR. It provides full technical and administrative support to FDOT and coali-
tions to implement specific strategic safety plans to reduce fatalities, injuries, and crashes
of vulnerable road users. By working together, our hard-working faculty, dedicated staff,
and energetic students really make a big difference.

1. The President’s Award — Partner of the Year
2. Chanyoung Lee, Phil Winters, Debbie Schultz and Joan Pino for “Excellence in
Scholarship” for the NCTR project: “Improving Cost Effectiveness of Financial
Incentives in Managing TDM”
The TDM group have begun planning with the Florida Prevention Research Center with
USF College of Health for their 2nd Social Marketing in Transportation certificate. The Excellence in Scholarship award
acknowledges an ACT member for recent scholarly work in transportation demand management, one of its sub-
disciplines, or in a related field when the research demonstrates applicability to TDM goals. The research should have
been conducted and submitted for publication, first published, or submitted for academic credit.
The TDM team also assisted the Center for Social Marketing in the College of Health in pulling together a session for the
23rd Annual Social Marketing Conference held in June 20-21 in Clearwater.
Sara Hendricks and Sean Barbeau continue to support the student led projects related to smart parking and multimodal
apps for USF students.

NOTEWORTHY ACCOLADES
The 2014 Transportation Achievement Awards Event will be held on Wednes-
day, October 22nd honoring Jim Sebesta, Florida Transportation
Commissioner and former State Senator. This year’s guest speaker is
Ananth Prasad, P.E., Secretary of FDOT. State Senator Jack Latvala will pre-
sent him with the CUTR Transportation Achievement award. This award is
presented annually to an individual who has made significant contributions to
the transportation field. Paul Steinman, P.E., District 7 Secretary and Noranne
Downs P.E., District 5 Secretary of FDOT will be in attendance. The Awards
Event is from 5:30pm-9:00pm at the Embassy Suites, USF.
Senator Sebesta served in the Florida Senate from 1998–2006, representing District 16 (Pinellas and Hills-
borough counties). During his tenure, he focused on transportation issues, serving as Senate Majority Whip and
as Vice Chairman and Chairman of the Senate Transportation Committee. He also served as vice chairman of
the Energy and Transportation Committee set up by the National Conference of State Legislatures.
He has been recognized by numerous organizations for his commitment to the Florida community, including
the Tampa Bay Partnership, Chair’s Cup for Excellence in Regionalism; the Florida Bankers Association, Out-
standing Leadership and Commitment to the State of Florida Award; AAA, Legislator of the Year; Florida Auto-
mobile Dealers Association, Legislator of the Year; and the St. Petersburg Area Chamber of Commerce Chair-
man’s Award.

TRANSPORTATION ACHIEVEMENT AWARDS EVENT
GEORGIA BROSCH MEMORIAL TRANSPORTATION SCHOLARSHIP
Training Florida’s brightest students for careers in transportation is vital to enhancing the quality of life for our
state and the nation. To assist in that training, and to help attract the best and brightest to careers in transpor-
tation, CUTR established the Georgia Brosch Memorial Transportation Scholarship, named in memory of the
infant daughter of former CUTR Director Gary and Barbara Brosch.
Eligibility Requirements
The Georgia Brosch Memorial Transportation Scholarship competition is open to any current USF student
with the intention to pursue a career in transportation, as evidenced by substantial coursework in transpor-
tation.
Students must have completed at least one semester at USF.
No student may be awarded the scholarship more than once.
2014 Application Process
Applicants should submit a complete application package to the CUTR reception desk no later than 5:00 pm on
Thursday, September 25th. E-mailed applications cannot be accepted. Application can be found on the CUTR

Mark your calendar! In October, CUTR will once again be participating in Lee National Denim
Day. Just as we did last year, by donating only $5.00, you may wear jeans to work on Monday,
Tuesday and Wednesday, September 29 – October 1, 2014. Our collective donations will
go towards the fight against breast cancer. To keep the momentum going for the week, please con-
tinue to participate in the CUTR Jeans Fund on Thursday and Friday, October 2-3, 2014,
with your normal contribution of $1.00. For your donation, you will receive a pink ribbon
pin.
If you are not familiar with Lee National Denim Day, the concept is simple. A group of people
working at Lee Jeans realized how every one of them knew someone who was touched in one way
or another by breast cancer; whether it was a sister, mom, aunt, friend, co-worker, etc. That led to
the inception of Lee National Denim Day in 1996. After Lee Jeans realized the impact breast can-
cer had on its employees, the company went straight to its consumers and asked what cause was most important to them.
Many worthy causes were discussed, but breast cancer consistently rose to the top. Lee Jeans is very aware of the devas-
tating impact breast cancer has on the women and men diagnosed, as well as their families and friends, and wanted to
find a way to support them. This year, an estimated 232,670 women will be diagnosed with breast cancer. To date,
they have raised over $91 million for the cause. Net proceeds from your donation will help the American Cancer
Society support lifesaving screenings in communities nationwide, hope and care to those traveling away from home for
cancer treatment, and investments in groundbreaking cancer research.
