Section-06: Terms of Reference(TOR)
Background :
Government of Bangladesh emphasized top priority to accelerate the pace of electrification
program throughout the country. It is also a constitutional obligation to provide electric power in the
rural areas. Bangladesh Rural Electrification Board has been established as a vital institution to help in
improving the quality of life of the vast rural multitudes and accomplish continuous advancement to
their socio-economic conditions through supply of stable and reliable electric power to the rural areas
of the country as well as to fulfill the constitutional right of the people to have electricity. Based on the
result of a comprehensive feasibility study in 1976 BREB stands on the Area Coverage Rural
Electrification (ACRE) concept for serving electricity in a co-operative model. Government of
Bangladesh’s vision on the Power Sector is “to provide access to affordable and reliable electricity to
all by the year 2021”. GOB’s 7th five-year plan emphasizes on the importance of electricity for
generating employment opportunities. Access to affordable and reliable electricity is a key
requirement for both economic development and poverty reduction. Improved electricity coverage,
particularly in rural areas, shall wheal on to achieve the 7th five-year plan. In support of Government’s
vision, Bangladesh Rural Electrification Board has been functioning with a firm aim to enhance
electrification program all over the countryside based on the concept of Area Coverage Rural
Electrification (ACRE). The ACRE concept leads to the establishment of co-operative called Pally
Bidyut Samity (PBS) to deliver electric services to their member consumers. Since inception, 80nos of
PBSs have been developed all over the country under different projects from ACRE Phase-I to ACRE
Phase-V. After establishing the PBSs, the distribution system of those PBSs were gradually expanded
and intensified under the different Intensification and Expansion Projects.
At present BREB distribution network consists of 3,15,000 km lines (HT and LT), connecting
15.6 million consumers through its 80 nos of PBSs. The major aim of BREB is to ensure consumer
services up to the mark of high satisfaction level through supply of reliable and uninterrupted
electricity at an affordable price. There is no other way but to convert BREB into a world class
renowned modern organization which is one of the most challenging issues for the organization.
BREB desires to create Underground Distribution System facility firstly in Savar(Partly) & Kaliakair
upzillas Area under Dhaka PBS-1 as a model like another modern city in the world.
If any organ of the body is not healthy, then the body cannot be called healthy. A strong nation
cannot have a weak limb. Limb must be strengthened. As so, electricity is the major limb of a nation
and to harden its base, serious measures have to be taken up to produce a better Bangladesh in this
competitive world. As per this project would help BREB to adopt a financial incentive plan based on
weighted average of inputs like generation, transmission, distribution, collection of accents receivable,
project implementation and training as labor management relations. Not only would this save people
from extreme frustration and the depression of being unemployed, it would give people a new life,
new hope and new mode of enjoyment. Everyone would become an active and productive citizen. In
the process, it would create a new economy avoiding wastage of human creativity and saving people
from state dependency.

BREB is the leading electrical energy user in Bangladesh. About 50 % electricity is used by
BREB consumers lately with increasing demand Government of Bangladesh is committed for
homogenous development in each and every part of the country reducing regional disparity. So, rural
consumers will lead to share a lion portion of generating electricity, where BREB would play the role
of prime electricity user by expanding distribution network to all the remote parts of the country.
BREB now intends to hire an international consulting firm for Feasibility Study, Preparation of
Detailed Drawing, Design and Estimate of Underground Electric Distribution Network in Savar(Part)
& Kaliakair under Dhaka PBS-1.
The purpose of Consultancy Services are as follows:
i. Inventory of Existing Distribution System, Preparation of fitting assembly unit, material lists
Line Sketch, Single Line Diagram etc. as per BREB standard and specification.
ii. Feasibility Study of Proposed Underground Distribution Network of Savar(Part) & Kaliakair
upazila & adjacent area under Dhaka PBS-1.
iii. Design and Drawing of Proposed Underground Distribution Network with fittings, material
specification, catalog number, voltage drop study, technical loss study & charging
current calculation etc.
iv. Preparation of Master Plan, Work Plan, BOQ, Cost Estimation etc. for the existing
distribution network removal and Proposed Underground Distribution Network with proper
documents.
v. Transfer of Technology.
vi. Consideration of environmental issues and proposed mitigation measures.
vii. Consideration of social issues and proposed resettlement plan.
viii. Probable faults & fault detection system & maintenance schedule.
1.0 Objectives of the Project:
The major objectives of the study are;
(i) Ensure quality, reliable, uninterrupted power supply etc. for the consumers;
(ii) Meet up future load demand and changing needs of the customers through
development of required distribution infrastructures in planned and economic ways.
(iii) Determine the requirement, location, capacity etc. of underground distribution
network of Savar(Part) & Kaliakair area in Dhaka PBS-1 are to meet up the projected
demand up to 2041
(iv) To prepare plan for modern and automated underground Electricity Distribution
Network of Savar(Part) & Kaliakair in Dhaka PBS-1 area like modern city in the
world
(v) Ensure financial sustainability of the BREB/PBS to implement the Underground
Distribution Network project.
(vi) Necessary Technology Transfer to Dhaka PBS-1 will be carried out during the study.
(vii) Loss Reduction of the distribution network.
(viii) Voltage drop study of the distribution network.
(ix) Charging current calculation of the underground distribution system.
(x) Required study for smooth operation & maintenance of the system.

2.0 Project Description
Dhaka PBS-1 will cover partly geographical area of Savar upzila under Dhaka District & some area of
Kaliakair Upazila under Gazipur District. The Savar(Part) & Kaliakair Upazila is situated in the west side of
Turag River. These two upzilla are major inter-road hub in transportation system to the capital city. Hundreds of
buses, trucks and other cars from north Bengal, Benapal and middle part of Bangladesh goes through this area
before entering Dhaka and Gazipur Metropolitan area. A large number of industries are situated in these area for
ease of transportation, availability of land and labor force. power in this area is supplied through 3Nos
132/33KV Grid Substations and 2Nos Generating Stations via 18 Nos PBS Substation. This PBS supplies
around 250MW to its consumers which is quite high in all PBS system. Most of the sub-transmission and
distribution lines are installed based on multi-circuited narrow profile construction. Some information of
Savar(Part) & Kaliakair upazila are given below:

3.0 Scope of Services :
Scope of services under the proposed assignments include, but not limited to, the following:
3.1 Inventory of Existing Distribution System including all assembly unit with material list
Preparation of work plan, Line Sketch, Single Line Diagram etc. as per BREB
specification and standard:
(i) Inventory and Preparation of Geographical Map with Establishment of Geo-coordinate
including roads, buildings, various installations, empty spaces, sewerage lines, water
supply lines, gas transmission lines, telephone and internet lines etc. Within Savar(Part) &
Kaliakair Upazilla area under Dhaka PBS-1 on Digital Base Map.
(ii) To conduct pole to pole survey with respect to the base point for collecting
data/information of the existing distribution system (substations, switching-stations,
overhead lines, underground cables, equipment, transformers, towers, poles, service
drops, consumers etc. at each voltage level i.e. 33 kV, 11 kV, 0.4 kV and 0.23 kV) as per
approved forms with the help of GPS receiver/transceiver. The accuracy of the GPS data
should not be higher than 50 cm for the coordinate of each pole or other installation of
BREB and any margin of error for distance between objects will not be allowed after post
processing and shall be approved by BREB. The base point of this survey will be defined
by BREB authority.
(iii) Identifying capacity and dimension of existing 33 kV, 11 kV, 0.4 kV and 0.22 kV
underground cables/conductors / service cables etc.
(iv) To prepare feeder wise work plan, Line Route Sketch, Single Line Diagram (SLD) etc. of
existing system;
(v) Analyze the system demand data, load curve, consumer growth, consumption growth, per
capita consumption ,historical demand, growth etc for proper design of underground
Distribution Network considering BREB Master plan up to year 2041.
(vi) Preparation of existing underground Distribution Network diagram (with route map) of
BREB area showing in the geographical map.
(vii) Environmental Impact on implementation of U/G system will be included in the
feasibility study. Scope of environmental Works, mitigation, action plan etc.
3.2 Feasibility Study of Proposed Underground Distribution Network:
(i) Feasibility study of underground Distribution system in Dhaka PBS-1 area under BREB.
(ii) Identifying barriers and challenges for implementation of the proposed underground
Distribution Network considering ducting system.
(iii) Preparation of plans and strategies to mitigate the barriers and challenges for
implementation of the mentioned Underground Distribution Network.
(iv) Environmental Impact on implementation of U/G System or conversion of O/H system into
U/G system will be included in the feasibility study.
(v) To develop forms for survey of existing distribution network system (substations,
switching-stations, overhead lines, underground cables, equipment, transformers, towers,
poles, service drops, consumers etc. at each voltage level i.e. 33 kV, 11 kV, 0.4 kV and 0.23
kV) which will fulfill the requirement of BREB and applicable to GIS database as well and
get the forms approved by BREB before conducting detailed survey. Survey forms must
contain the data.
3.3 Design and Drawing of Proposed Underground Distribution Network:
(i) Preparation of design for proposed 11/0.4 kV transformers (Pad Mounted/ Four leg
Mounted Unit/Kiosk substation/built-in RMU when necessary), 11 kV Ring Main Unit

(Drawings with Detailed Specification) and 0.4 kV Switchgear/Distribution Box
considering all protection scheme, the roads and space limitation of Savar(Part) & Kaliakair
area under Dhaka PBS-1.
(ii) Preparation of detail Drawing, Design, work plan, estimation etc. for construction of
underground electrical distribution network of Savar(Part) & Kaliakair area in Dhaka PBS-
1 under BREB like modern underground system in the developed country.
(iii) Underground system should be designed considering probable Earthquakes and any other
disasters.
(iv) Preparation of Drawing, Design, work plan BOQ estimation etc. for Conversion of all
existing Overhead network of Savar(Part) & Kaliakair area in Dhaka PBS-1 in to
Underground Distribution Network.
(v) Preparation of existing underground Distribution Network diagram (with route map) of
BREB area showing in the geographical map.
3.3 Preparation of Master Plan, Work Plan, BOQ, Cost Estimation etc. for the Proposed
Underground Distribution Network:
(i) Master Plan, Work Plan estimation etc for conversion of all Existing Overhead networks of
Savar(Part) & Kaliakair Area into Underground Distribution Network.
(ii) Feeder to feeder interlink (11 kV) and future 11 kV feeder split up must be considered
during Design of 11 kV RMUs. Provision for sufficient 0.4 kV and 0.22 kV service
connections should be available in the Distribution Box.
(iii) Submission of proposal for new 33/11 kV substations and replacement of existing
Overhead Distribution Network by Underground Distribution Network System analyzing
the system demand data, load curve, consumer growth, consumption growth, per capita
consumption, historical demand growth and load centers for proper design of Underground
Distribution Network considering Master Plan of BREB and Government of the People’s
Republic of Bangladesh up to year 2041.
(iv) The entire area shall be divided into several zones and preparation of Priority List for
implementation of the mentioned Underground Electric Distribution Network considering
load growth, location, voltage level, consumer pattern, revenue income, existing road
network and road size and preparation of time bound detailed implementation schedule.
(v) Cost estimation for design, drawing, Work Plan, BOQ etc. Preparation of the proposed
Underground Distribution Network.
(vi) Any other scope felt essential by the consultant for successful completion of the study.
(vii) Identify barriers and challenges for implementation of the proposed underground
Distribution Network Projects (Savar(Part) & Kaliakair Upazila area under Dhaka PBS-1)
considering ducting system. Identify barriers and challenges for other areas also.
(viii) Preparation of plans and strategies to mitigate the barriers and challenges for
implementation of Underground Distribution Network in Savar(Part) & Kaliakair Upazilla
area under Dhaka PBS-1 of BREB.
(ix) Preparation of a priority list for implementation of Underground Electric Distribution
Network considering load growth location, Voltage level, consumer pattern, revenue
income, existing network, road size etc.
(x) Underground system should be designed considering probable Earthquakes and any other
disaster.
(xi) Environmental Impact on implementation of U/G system or conversion of O/H system
into U/G system will be included in the feasibility study.
(xii) Preparation of time bound detailed implementation schedule.
(xiii) Re-settlement plan to be considered.

3.4 Transfer of Technology:
(i) Transfer of necessary technology to BREB (including tools, models, training & capacity
development of BREB Engineers etc.).
3.5 GIS Survey works details:
Consultant have to survey approximately 21770 poles including all details (e.g., conductors, fittings,
service connection etc.) with accurate geo-coordinate (latitude-longitude), basing on the standards
geo-coordinating system. The base point of the survey must selected for every square kilometers.

(i) Comprehensive survey of Distribution System under BREB with Preparation of Database of Existing
Network Elements and Preparation of short term, mid-term and long-term plan for Renovation and
Expansion of Distribution Network up to 2041.
3.7 Capacity Building of BREB Personnel:
3.7.1 Local Training:
To provide classroom training to 10 BREB officials in one session, having duration of 3
(Three) weeks on cable-trench/duct & switchgear design at different voltage levels,
underground distribution network system design, substation design and GPS survey in a
comprehensive manner to make the participants capable of undertaking similar
assignments independently. The Consultant shall provide state-of-the-art training
curriculum and course materials for each participant. Cost of providing all necessary
facilities/items shall be included in the Consultant’s offered price and also pay the
honorarium to the trainee @Tk. 1,500 per day per trainee.

3.7.2 On Job Training:
To provide On the Job Training (OJT) for at least 4 engineers nominated by BREB
during execution of the assignment.
4.0 Time schedule:
The assignment is proposed to be commenced immediately after the award of contract and the notice
to proceed and is scheduled for completion in 4 (Four) months.
The consultant output shall be as follows:
a. Inception report
b. Interim Report(Monthly & quarterly)
c. Draft final Report
d. Organize Stake holder workshop
e. Final Report incorporating comments from stakeholders
f. Feasibility study report
g. Drawing and design for construction of underground electrical distribution network in
Savar(Part) & Kaliakair Upazila areas.
h. Drawing and Design for conversion of existing O/H system into U/G system
i. Network Diagram of existing distribution system
j. Single line diagram (combined)of existing system and proposed U/G system
k. Transfer necessary technology to the BREB/PBS including tools, model & capacity
development etc.
l. 10(Ten) sets hard copy and soft copy of all reports. Maps, drawing etc.
5.0 Reports and Documents to be submitted:
For the preparation of Consultant’s reports, drawings, recommendations etc., the consultant may acquire
some of the required system data (if available) for studying and analyzing from the concerned NOCS
unit offices and other related offices under BREB. The consultant will complete the assignment under
the supervision of Project Director as appointed by BREB. The consultant will report time to time to the
Project Director and get necessary instructions to complete the assignment properly as per schedule. The
Consultant will be ready to provide any sort of services as per instruction of Project Director. If any
correction, modifications and deletion are needed, Consultant will do promptly as per instruction of
Project Director.
List of Deliverables (with deadlines) by the consultant are stated below:
5.1 Inception Report:
An inception report shall be prepared by the consultant containing pole proposed survey forms,
work plan for carrying out the assignment. 6 (Six) copies of inception report shall be submitted
by the consultant to BREB within 2 weeks after the effective date of contract.
(i) The consultant would be required to submit 10 (Ten) copies of the Interim Project Report no
later than Six weeks of the effective date of contract signing. The interim Report should
contain preliminary finding and analysis, approach for updating the BREB/PBS Master Plan
for the work during the subsequent Period.
(ii) The consultant would be required to submit 10(Ten) copies of draft final report no later than
2.75 months of the effective date of contract signing .This report should include detailed
review of the existing work, demand projections, investment requirements ,financial and
economic feasibility and other related matters. Consultant will also provide its assessment of
adequacy on different aspects as outlined in the scope of Work. As part of this analysis,
following would also be provided.

5.2 Capacity Building Materials
6 (Six) sets of training materials pertaining to class room training and on the job training shall
be submitted to BREB apart from providing training materials to all participants within 01
months after signing the contract.
5.3 Primary Inventory report of Existing Distribution System (Inventory, Staking Sheets with
fittings assembly unit and material list) and Feasibility Study of Proposed Underground
Distribution Network (Progress Report-1)
Primary Inventory report of the existing distribution system (Inventory, Staking Sheets with
fittings assembly unit and material list as per BREB Standard) and Feasibility Study of
Proposed Underground Distribution Network with materials Specifications shall be prepared
by the consultant containing the summary (after completing 20% of the survey/study), line route
sketch, single line diagram. 6 (Six) copies of survey report shall be submitted by the consultant
to BREB within 01 months after the effective date of contract.
5.4 Intermediate Inventory Report of the existing System and Feasibility Study of Proposed
Underground Distribution Network (Progress Report-2)
Inventory report of the existing distribution system and Feasibility Study of Proposed
Underground Distribution Network with materials Specifications shall be prepared by the
consultant containing the summary (after completing 70% of the survey), line route sketch,
single line diagram. 6 (Six) copies of survey report shall be submitted by the consultant to
BREB within 02 months after the effective date of contract.
5.5 GIS Map and database
GIS map and database of the existing and proposed distribution network shall be prepared by
the consultant. This will be demonstrated by the consultant to BREB for verification within
3(Three) months after the effective date of contract. BREB will verify the whole demonstration
carefully and give consent to go ahead.
5.6 Master Plan :
5.6.1 Draft Master Plan:
Draft Master Plan for replacing existing overhead distribution system by underground
distribution network shall be prepared by the consultant and submitted to BREB within
3(Three) months after the effective date of contract for BREB’s comments/ approval.
5.6.2 Final Master Plan:
Final Master Plan for replacing existing overhead distribution system by underground
distribution network shall be prepared by the consultant incorporating all comments from BREB
and submitted to BREB within 4(Four) months after the effective date of contract.
5.7 Environmental Impact Assessment (EIA) with Environmental Management Plan (EMP) for existing
distribution System and proposed U/G Distribution Network. Re-settlement issue should be
included.
5.8 Completion Report (PCR), BOQ, Estimate, Work Plan, Specifications of U/G Distribution
Network materials:
a) Preparation of BOQ and work Plan of existing Distribution System and proposed
Undergrounding Distribution Network.
b) Materials Specifications of proposed U/G Distribution Network.
c) Project Completion Report (PCR)
The Consultant will prepare Project Completion Report (PCR), BOQ, Estimate, Work Plan,
material Specifications of U/G Distribution Network and submit 6 (Six) copies to BREB within

5.10.2 Qualification and Experience
Educational qualifications and experiences of the professional staff for the assignment should
be as follows:
5.10.2.1 International Key Expert:
5.10.2.1.1 Underground cable Expert /Team Leader:
The Team Leader must have a minimum B.Sc. in Electrical Engineering with
minimum of 10 years related experience with 5 years experience in modern
power distribution network planning and design, She/he should have
experience to prepare a plan for modern and automated underground Electricity
Distribution Network like smart city in the world and must have working
experience in similar conditions outside the home country. She/he must have
knowledge about cable ducting system. She/he must have analytical ability to
review and analyze previous studies in BREB area as well as Power sector
master plan and have experience of planning and implementation of
underground Distribution Network project through ducting system.
5.10.2.1.2 Modern Underground Distribution Network Designer:
The Modern Distribution Network Expert must have minimum B.Sc. in
Electrical Engineering with minimum 10 Years experience with 5 years
experience in modern power distribution system design of modern cities.
She/he should have experience to prepare the planning, design drawing and
estimation of Underground distribution system.
His function will include all engineering and technical matters relating to this
contract, arrangement for prompt and efficient execution of work to be
performed as outlined herein and required by BREB’ assuring adequate
number of personnel assigned by the Consultancy firm for the work to be done,
organizing and coordinating all services enumerated in line with this contract.
He has to provide updated drawing (AutoCAD) and existing underground cable
routes shown in the geographical maps.
5.10.2.1.3 Civil Engineer/Ducting Expert:
Minimum B.Sc. in Civil Engineering, with minimum of 10 (Ten) years
experience among which minimum 05 years in underground ducting system
and able to prepare drawing, design and estimate of Utility Duct for the desired
underground networking system.

5.10.2.1.4 Economic/Financial Analyst:
Minimum Master’s degree in Economics, Finance, Business Administration or
related disciplines with minimum 10 (Ten) years experience in econometrics,
demand forecasting, cost estimation, financial and economic analysis and other
related matter, Able to run/operate financial model/tool and familiarity with the
Bangladesh Power sector.
5.10.2.1.5 Social and Environmental Specialist:
He must have minimum B.Sc. in Electrical/Mechanical Engineering or
Master’s in Geographical Information Science with at least 10 years of
experience of distribution consultancy services including surveying & data
collection of power distribution network. He must have capability to plan,
organize, monitor & coordinate all the functions related to surveying and data
collection of electrical distribution system under this proposed project and lead
the survey team.
5.10.2.2 Local Key Expert:

5.10.2.2.2 Electrical Sub-station Specialist
Minimum B.SC in Electrical Engineering, with minimum of 10 (Ten) years
experience among which minimum 05 years in Electrical Sub-station for under-
ground ducting system and able to prepare drawing, design and estimate of Utility
Duct/Cable trench for the desired underground networking system.
5.10.2.2.3 Coordinator, Survey
He must have minimum B.Sc. in Electrical/ Mechanical Engineering or
Master’s in Geographical Information Science with at least 10 years of
experience of distribution consultancy services including surveying & data
collection of power distribution network. He must have capability to plan,
organize, monitor & coordinate all the functions related to surveying and data

5.10.2.2.4 Coordinator, Database Design & Digital mapping
He must have minimum B.Sc. in Computer Science &
Engineering/Electrical/Mechanical Engineering or Master’s in Geographical
Information Science with at least 10 years of experience of distribution
consultancy services including Data base design and GIS / Digital Mapping
and provide training on the same to the client. He must have capability to plan,
organize, monitor & coordinate the works of data analysis and design
appropriate data base and conduct GIS / digital mapping of the distribution
network under this proposed project.
5.10.2.2.5 Coordinator, Distribution and System Planning
He must have minimum B. Sc. in Electrical/ Mechanical Engineering or
equivalent qualification with at least 10 years of experience in electrical
distribution system consultancy services including GIS based distribution
system planning with analysis / studies, Load Forecast, Preparation of Master
Plan and preparation of BOQ and material estimate and provide training on the
same to the client in power distribution sector. Must have capability to plan,
organize, monitor & coordinate all the functions related to GIS based network
planning of distribution system under this proposed project

5.10.2.2.7 Supervisor(Sub-station/Switching Stations/Office Location and Related Data)
He must have minimum B.Sc. in Electrical/Mechanical Engineering or
Master’s in Geographical Information Science with at least 05 years of
experience of GIS survey & data collection of power distribution network. He
must have capability to plan, organize, monitor & coordinate all the functions
related to surveying and data collection of electrical distribution system under
this proposed project and lead the survey team.

6 ONSITE CAPACITY SUPPORT PERSONNEL
The onsite capacity support personnel shall be available for a continuous period of six (6) months (or
as otherwise agreed) from the date of the acceptance certificate. The support personnel shall provide
their own computer and peripherals in order to perform their duties. The onsite support personnel
shall be responsible to the Purchaser’s nominated representative for undertaking their specified role
and duties.
The Purchaser is responsible for ensuring access to appropriate work resources and the involvement
of relevant Purchaser staff in capacity development activities, including but not limited to structured
training, on-the-job training, undertaking support tasks, development and review of documentation
and configuration, trouble-shooting and help desk assistance.
Within one month of the commencement of duties, the support personnel shall provide the Purchaser
with a detailed work plan. The work plan shall detail the period of time to be spent on each work item,
planned completion date and specific outputs. This plan shall include, but is not limited to:
(a) Systems optimisation
(b) Specification and configuration documentation
(c) Work procedures documentation
(d) Training and knowledge transfer program
The support personnel shall submit a monthly report to the Purchaser detailing progress and issues
related to the agreed work plan.
6.7 REQUIREMENTS FOR FINAL INSPECTION
All of the following items must, without exception, be completed prior to the Purchaser
issuing a certificate of acceptance.
(a) Test the complete contract installation works and leave the work in perfect condition for
occupation.
(b) Thoroughly clean all parts.
(c) Provision of complete operating instructions and "as built" documentation records to the
approval of the Purchaser and delivery of sufficient copies.
(d) Carry out all specified testing and commissioning.
(e) Supply Authority inspection of the completed installation.
(f) Provision of commissioning and test reports/certificates.
PERFORMANCE TESTING
The Supplier shall carry out performance testing at completion to certify that the installation
conforms to the specification. The Purchaser reserves the right to review the Supplier’s
performance testing or undertake separate testing.
This certification shall include:
(a) Physical inspection of installation methods, configurations and practice utilised against
the specification.
(b) Physical inspection of procedures, configuration and diagram documentation to assure
that it is complete, legible, correct and comprehensive.

(c) Assessment of ICT Service officers that they are familiar with and have complete
knowledge of all installed systems and are able to provide standard administration
procedures.
(d) Electrical and transmission performance to assure minimum requirements of the
specification have been met or exceeded.
