SCHOOL IMPROVEMENT PLAN(SIP)
Part I Introduction School Improvement Plan is a three to five-year education development plan that embodies the vision and mission of the school. It also contains the profile of the school and the community, problems and needs assessment, goals, objectives, standards and targets, implementation plan, monitoring and evaluation plan, communication and advocacy plan, documentation and reporting to stakeholders, and signatories. It is translated into an Annual Implementation Plan (AIP). The SIP is both a document and a process wherein school goals and improvement are addressed. It includes all stakeholders and addresses the whole range of educational priorities which influence student learning outcomes namely curriculum, learning environment, staff management, community-building and resource management. Furthermore, SIP takes into account both Department of Education (DepEd) and local priorities and must be developed with the communities which the school serves.
The school head, who drives this process of development and consultation, must be able to explain the shared vision, mission, and school goals to the whole school community. If an effective SIP is developed with clear measurable objectives or improvement areas, the implementation, monitoring and evaluation and future goal setting within the cycle will become meaningful and manageable. Most educators would agree that if we want the department to succeed in its quest for equality education, it must change continuously in response to the significant development such as changes in technological breakthrough, pupil’s needs and new government rules. It is in this context that educational programs and projects are continually cropping up to meet the demands of the new millennium. It would do well therefore to keep abreast with current trends to be able to create learning a climate conductive to growth and openness to new ideas and set goals in the pursuit of excellence. Through one’s leadership and in collaboration with the major stakeholders in the school, the goal of providing quality education would ultimately be achieved. The major indicator of internal efficiency of the school is the academic achievement of the pupils, which reflects among others the effectiveness of instruction. Thus, this school improvement plan is conjured up to serve as a guide in implementing the plan of the school in realization of its goal. With the cooperation and partnership of everyone concerned, we are single minded to follow and put into action this school improvement plan.
The geographical set-up of Miramar Elementary School is situated at the western part of the municipality of Magsingal, Ilocos Sur with a distance of 3 kilometres away from the District Office. The SIP is being conceptualized through the concerted efforts of the school staff, PTA, LGU Barangay level, community leaders, NGOs and SPG. The School Improvement Team (SIT) works together for the speed implementation of the targeted programs and projects for the betterment of the school.
Part IIA. Community Profile
Based on recent Census on Population and Housing, Barangay Miramar has a total population of 587 with 157 households. Majority of the residents are farmers and fishermen while others are college graduates and employed in different government offices, some in non-government, while others are successfully working abroad and green card holders. The products/harvests are brought to town through motorized vehicles, thus transportation is accessible. School and community establish warm rapport, thus, maintaining peace and order. Barangay Tanods and Officials prioritize the safety and security of pupils, teachers and community folks. The school feeders come from Pagsanaan Sur/Arinaya, Pagsanaan Norte, and the Barangay itself. The school belongs to the First Congressional District of Ilocos Sur.
B. School Profile Miramar Elementary School is a rural elementary school found west of the municipal hall and located at the nearby sea cost of Miramar, Magsingal, Ilocos Sur. From June to January, it was headed by a Principal I and now, it is currently headed by a Teacher II Officer-in-Charge, with 1 male Teacher III, 1 female Teacher II, 3 female Teacher I, 1 female teacher promoted to SPET and 1 Preschool Teacher. It has a land area of about 5 640 square metres based on records. It has 7 existing classrooms with built-in comfort rooms, 1 Multi-purpose hall, 1 Office, 1 SLRC/Clinic room recently improved, 1 store room, 1 Canteen/Home Economics room, and 1 Shop, 1 stage and a basketball court.
Part III Vision
Miramar Elementary School is a school that cares in producing graduates who are God-loving, morally and mentally upright, highly competent that can participate actively and contribute towards the building of decent and productive society.
Mission
To provide quality basic education that is equitably accessible to all and to lay foundation for life-long learning and service for common goals.
Goal
The school is primarily concerned with producing God-loving, morally and mentally upright and highly competent graduates who are equipped with relevant and responsive education and moral values through quality instruction.

Objectives Towards the realization of the school’s
vision and mission, Miramar Elementary School strives to:
1. Nurture an academic atmosphere that provides for the acquisition of basic knowledge and the development of independent critical thinking skills through curricular programs guided by moral rectitude and social responsibility that are attuned to societal needs and trends;
2. Develop competence in oral and written communication skills as basic tools for further learning through instructional media materials supported by highly competent faculty, that will enhance teaching-learning process;
3. Inculcate love of country, civic consciousness, desirable habits, attitudes, and values essential for personal development and the willingness to serve the society thereby contribute to civilization.
4. Participate in the promotion of sustainable community development programs toward self-reliance, instilled with the genuine concern of improving the quality of life of the people, especially the poor and powerless;
5. Empower the teachers with relevant trainings for professional growth and development and full utilization of the school’s resources.

Part V Alliances and Linkages
The school usually raises funds through popularity contest (Nutrition/Christmas Festival) and solicitation with the concerted efforts of the School Improvement Team to the generous benefactors, civic spirited people in the community and successful alumna.
Part VIAncillary Services
The school caters to the needs of the pupils with the following services like canteen, guidance and counseling, and SLRC/clinic. There’s no specific teacher-in-charge in every area/service because every teacher plays a vital role in the growth and development of every learner, that is, a counselor, grievance, librarian or clinic teacher. There is also an organized school marching band with instruments like lyre, marimba, snare drums, triple drum, bass drum, tambourines, maracas, cymbals, and wands. The quality of delivery is just good enough to meet the demands even if it lacks human, financial and/or any other material resources.
Part VII Extra – Curricular Activities
Pupils need to explore and develop their talents, abilities/skills, and/or potentials not only in the academic but also in other relevant aspects for their growth and development. In terms of GSP/BSP scouting activities, pupils start from the basic on the school encampment before they go through higher level of encampment. Likewise, in other related activities like academic/non-academic contests and sports, pupils are screened in the classroom before they represent the school, thus, the same process follow through as pupils represent a bigger group. These activities holistically develop the pupils and so, they become more sociable, honest and hardworking learners thereby contributing much to the significant virtues/values of the school and in accordance with its mission-vision to develop them to become indispensable members of the society and responsible individuals in the community where they belong.
