Individualswishing to speak on an item (whether on the agenda or not) must sign in prior to the start of themeeting and may speak during the Public Comment Forum segment of the meeting. This segment isplaced early in the agenda so the public may make their comments prior to any discussion or actionby the Sanitary District/Storm Water Utility. Individual comments are limited to no more than threeminutes each. The Public Input section is limited to a total of 15 minutes. Once the public inputsegment ends there will be no additional discussion from the audience. The Board may suspend thisrule if deemed necessary.

ACTION TYPE: This item is for possible Town Board Approval/Denial.
BACKGROUND & SUMMARY: The hydrant on CB and Design has to be relocated due to the CB trail being moved/redone. We reached out to 4 companies to get quotes for this work but only received bids from Vinton Construction Co. and Immel Excavation. Due to their already busy sceduels, Wood Excavation and Hieptas Construction chose not to bid on this project.
Vinton is not the cheapest option but they are the construction company that is doing all of the other work so it makes sense to have them do this work as well.
STAFF RECOMMENDATION: Staff recommends the Board approve as proposed. If the Board is in agreement, the following motion may be made: “Motion to approve Vinton to relocate the fire hydrant at CB and Design for the price of 13001.50”

ACTION TYPE: This item is for Town Board discussion only BACKGROUND & SUMMARY: The work done so far by CTW includes the pulling of the pump head and removal of 300 feet of 8 inch piping column. This is the column that the pump is hung from. The crew will also be going through the pump head to determine what has to be fixed. Due to the excessive wear, they are going to replace the pump with one that is very similar to the one that is currently there.
CTW will also be doing cleaning methods including mechanical air blasting and a chemical wash to break up the iron bacteria, or biofilm. Air impulse blasting is shot down in the well casing to break up the iron bacteria. After air blasting, they will scrub the casing with a stiff bristle brush to get any loose biofilm. Once that is done, they will do a spinner test to see were the water is flowing. Lastly they will chemically clean the casing of iron bacteria to get the bore holes reopened.
After the pipes when they were pulled, it was determined that three pieces of the 8” piping that should also be replaced. The biofilm is so bad that Troy from CTW said out of a scale of 1 to 10 it was about a 9. POLICY/PLAN REFERENCE(S):

As of 8/11/19, we have completed the following:
• All pumping components have been removed from the well, pump was hung on 8” pipe
to 300’
• 25’ of 8” column needs to be replaced, one was cut due to being too tight to remove and
the others were due to excessive biofilm corrosion
• 2 new stainless steel bearing retainers will be needed to go in conjunction with the
column pipe replacement
• Stainless steel head shaft is worn beyond repair and will need to be replaced
• Stuffing box will need to be rebuilt including: GFO packings and a new brass bushing
• 28 rubber bearings will be replaced at each ten foot shaft bearing
• Well has been televised and excessive biofilm is present in the entire well…water was
added prior to the well being televised and clarity was only established to 151’ deep
• The 12M 4 stage pump from 2009 has been disassembled and is not
repairable/rebuildable – see below
