Asked if the agency has a policy to reducebear populations, Winslow gave seemingly con-tradictory answers: “Not in the Sandias, and notreally anywhere,” he said, then adding, “We arelooking at trying to reduce the populations in afew specific areas,” including Raton, Pecos andsome parts of the Sangre de Cristos by twentypercent.
But Winslow reiterated that a population re-duction is not sought in the Sandias.
“[Those] are areas where there is a perennialdumpster bear situation,” Winslow said. “Theproblem with those nuisance animals is theyknow where they can get human-provided food,which is often times easier than foraging natu-rally. They become habituated to humans.”
And therein lies the nub of the problem withbears: interaction with humans.
“More people have moved in,” Winslow saidof the Sandias. “People move to the mountainsbecause they want to be in the mountains, butcertain people don’t have tolerance for what themountains have to offer. They complain, andwe’ve had to be more proactive in dealing withnuisance bears. It’s dangerous when you havebears breaking into somebody’s house to get atfood.”
Hayes said Game and Fish should go afterproblem humans and not just problem bears,and Winslow said that Game and Fish would bethe agency to write a ticket.
“The whole climate between conservationistsand Game and Fish has completely changed,”Hayes said, “in a very negative sense. … I’veasked them over and over again to start pushinga bear-proofing program for all bear countrycommunities. They don’t give tickets to people
who continue to keep their garbage out andthen ask [Game and Fish] to come and kill or re-move bears.”
Winslow said that while any law enforcementagency can write a citation for leaving garbage,pet food, and other bear attractants outdoors,“most of them don’t know the law exists.”
Game and Fish will issue a citation if they getphone calls from someone who continues to at-tract bears, and continues to call in the agencyto deal with them. “There are people who arejust ridiculous,” Winslow said. “Bird feeders area huge problem.”
Winslow advises that during summer monthswhen seed is plentiful, that people not put outbird seed at all. As for hummingbird feeders,“bring them in at night,” he said.
The biggest problems are trash, bird feed, fruittrees, and barbecue grills, Winslow said, advis-ing that residents keep the trash in a bear-proofcontainer or building, and only putting it out forcollection on the day of pick-up.
Winslow also advised keeping the barbecuegrill clean or in a bear-proof building when notin use. “Keep your grounds clean,” he said.“Make sure there’s not rotting fruit on theground… Pets should not be fed outside.”
Education of the public is the best defenseagainst problem bears, Winslow said. Most ofthe problem bears are “younger dispersingmales… looking for a place,” he said.
Ironically, he said that role has been well-filledby BearWatch. “You can live with bears comingthrough the neighborhood occasionally,”Winslow said. “It’s just a matter of people whochoose to live in those urban-wildland interfacesneed to learn how to live there without affectingthose natural processes.”
