Research activities include emphasis on multidisciplinary research to help Tennessee farmers make economically sound decisions about no-till farming, the use of cover crops, plant nutrient application, the adoption of genetically engineered crops, the adoption of precision farming technologies, treatment of mastitis in dairy cows, the use of soybean oil as a substitute for petroleum oil in fruit production, and many others. Agricultural Policy Analyst and Program Manager (Joint Career Corps agreement between the University of Tennessee and the United States Agency for International Development in Jakarta, Indonesia), February 1991 to June 1993. Served as the Agricultural Policy Analyst in the Economic Policy Support Office with counterparts in the Ministry of Planning (BAPPENAS) and managed the $100 million Agriculture and Rural Sector Support Program (ARSSP). The Economic Policy Support Office received the USAID Administrator=s Implementation Award in 1991 for its excellent implementation of the two programs it managed. The ARSSP concentrated on policy reform and implementation in the areas of agricultural diversification, integrated pest management for rice and non-
rice crops, agricultural planning for Indonesia's next five-year plan beginning in 1994, trade deregulation, macroeconomic policy, mobilization of public and private sector resources for development, financial deregulation to promote investment, and environmental and natural resource management. Teaching responsibilities included graduate and undergraduate advising, teaching world agriculture and trade (undergraduate), mathematical programming (graduate), and agricultural supply analysis (graduate). Research emphasis included Tennessee agriculture's response to alternative socioeconomic environments; the demand for plant nutrients in Tennessee and in the United States; the effects of government policy on the demand for fertilizer on soybeans and cotton; valuation of non-market resources; estimation of external costs of waste management systems; the impact on small limited resource farmers of surface and groundwater quality legislation; and the effects of government policy on crop acreage in Tennessee. Responsibilities included teaching undergraduate farm management and graduate quantitative methods. Research projects included the estimation of an econometric model of the Hawaii beef cattle industry to study the impacts of various U.S. feed grain and beef policies on the Hawaii beef industry; an analysis of the data obtained from the 1977-78 Hawaii Household Food Consumption Survey as it related to agricultural program planning in Hawaii; a study of the impacts of alternative methods of protecting Hawaii agriculture from foreign competition; a survey of Hawaii beef consumers to determine the potential market for less than choice beef in Hawaii; and research on developing alternative methods of production and post-slaughter treatments to improve beef quality and acceptability. Responsibilities included applying the Center's agricultural econometric model to analyze various policy alternatives, directing graduate students working on the model, and teaching agricultural production economics and agricultural economic development at the graduate level. Worked on the socioeconomic impact statement for oil shale development in the Uintah Basin, Utah, with primary emphasis on housing. International Experience: Thailand Agricultural Study Tour, January 13 through February 6, 2000. Participated in a faculty exchange program between the University of Tennessee Institute of Agriculture (UTIA) and Kasetsart University (KU) in Thailand. I was one of eight UTIA faculty members who participated in 2000. Five UTIA administrators also participated during the first 10 days of the tour when the memorandum of understanding was signed to extend the faculty exchange for another five years. I was included in the faculty exchange, along with three other UTIA scientists, because of my interest in precision farming. This precision farming core group participated with KU Faculty of Agriculture scientists in developing a joint precision farming project. In addition to working on the precision farming project, we studied many aspects of Thai agriculture and culture in the Central, North, and Northeastern regions of the country. Teaching. Taught a Masters-level course in international development and an undergraduate course in world agriculture and trade. Taught a session of an international development course entitled, "Management for 2
Sustainable Natural Resource Development and Environmental Protection," sponsored by the University of Tennessee Office of International Agricultural Programs. The session was entitled, "Development Project Management: Cultural Aspects of Working with the International Donor." Twenty participants from developing countries attended the course.
Personal Experience. Lived two years in Bolivia (August 1965 through August 1967) where my father worked for Utah State University on a contract with USAID. Lived two years in Chile (August 1970 through August 1972) as a missionary. These experiences gave me an initial appreciation for people of other cultures and their problems.
