AlShurasub-district,4November

In theAlShurasub-district,betweenAlQayyarahandHamamAlAlil, ISIShasbeenengaged ina large-scalerelocationofciviliansnorthtoHamamAlAlil,andthenontoMosulandTelAfar.Thisisanexpansionoftheir

tactic of using civilians as human shields. Many of the villages on the road north of Arrfayla (the borderbetween the Al Qayyarah and Al Shura sub-districts) appear to be sparsely populated or empty. This is

particularly the case the closer one gets to the frontline near Hamam Al Alil. There has also been localdisplacement into host communities, displacement further south to Hawd village and Jadaa camp, and

voluntaryevacuationsofISISfamiliestoMosul,butitseemsthemajorityofcivilians–includingwholevillagecommunities–havebeentakenforciblybyISIStoactashumanshields.

Most villages are located on or near the main Al Qayyarah–Hamam Al Alil road and access is relatively

straightforward,particularlyasthenewAcrowbridge, locatedbesidethedestroyedQayyarahbridge, isnowopentotraffic.IEDcontaminationamongthevillagesseemstobelessprevalentthaninrecentlyretakenareas
