Effective 1 Oct 09:Business, Cost Estimating & Financial Management (BCEFM (K)) becomes Business - Financial Management (BUS-FM (K))New Career Field: Business – Cost Estimating (BUS-CE (P))
Both new career fields have increased certification standards.
All positions currently in BCEFM will automatically convert to BUS-FM unless the organization recodes them for BUS-CE.As minimum, all Cost Estimator Key Leadership Positions must be identified as BUS-CE by 30 Oct 09.Others as appropriate.
Approved by Under Secretary of Defense for AT&L 22 Dec 08.

Applies basic concepts of budget and program principles, policies, procedures, concepts, standards, terminology, and a general knowledge of the financial management and business operation systemsPossesses a basic knowledge of acquisition; recognizes the life-cycle process of an acquisition programReview, allocate, or manage acquisition resources and programs
EVM Analyst
Relates earned value management to acquisition and financialmanagement associated processes, identifies DoD and DFARSearned value contractual requirements, calculates simple EVMmetrics from EVM data

ACQUISITION CERTIFICATION
Certification
BUS-FM CERTIFICATION
Apply for BCEFM Certification through “CMS” tab in CAMP/CAPPMIS by 30 Sep 09 to avoid new BUS-FM requirements at that level.
6-month grace period. If not certified for BCEFM position by 1 Oct 09, will have 30 months, vice 24, from start of position certification requirement to comply with certification standards.
Individuals newly assigned to BUS-FM in FY10 will have the standard 24 months to meet their position certification requirement.
BUS-CE CERTIFICATION
NO Grandfathering
Cost Estimators will be required to take courses for certification.
Those converted from BCEFM to BUS-CE in Oct 09 will have 30 months from Oct 09 to meet position certification standard.
Individuals newly assigned to BUS-CE in FY10 will have the standard 24 months to meet their position certification requirement.
