CREATIVE PLACEMAKINGThe Center for Great Neighborhoods in Covington, Kentucky is relocating their headquarters to the old Hellman Lumber building on Martin Luther King Drive. The facility will house administrative functions as well as communal studio and meeting space on the first floor. This project seeks to take the necessity of the parking lot and creatively transform it into a space for community building.
In the end, the parking lot will serve as a hybrid space, providing parking during the day and creating event space during off hours. The ultimate vision for the parking lot is a hybrid of parking spaces, event space, and a sculpture garden. The proposal has ties to two key elements: First, the plan for the ground floor of the Hellmann building and the three residences across the street from the site. The ground floor of the Hellmann build-ing provides community studio space. Similarly, visiting artists will occupy the upper levels of the live-work residences across from the site while the lower levels will serve as studio space. The studio spaces provide the opportunity to craft works of art to be exhibited in the parking lot sculp-ture garden. Second, The parking lot seeks to be environmentally conscious with respect to the EPA’s Urban Waters Initiative. The lot design com-bines a use of permeable paver’s as well as ‘green parking’ spaces. Overall, the lot seeks to minimize its water runoff and serve as an example of storm-water consciousness.
Overall, the design for the new Center for Great Neighborhoods’ parking lot handles the necessity of parking, but also creates an environmentally and community conscious space. In providing space to curate artwork as well as through the design of the lot itself, the message that good de-sign is relevant for everyone is exemplified.
