I Introduction 1.1 Project Overview
1.1.1 Project Components Hefei Urban Environment Improvement Project (HUEIP) Utilizing ADB Loan
has eight sub-projects in implementation so far. They are: Banqiao River
Rehabilitation and Flood Control Improvement, Ershibu River Rehabilitation and
Flood Control Improvement, Sili River Rehabilitation and Flood Control
Improvement, Improvement of Hefei Municipal Sewers, Improvement of the Closed
Qingxi Road Landfill Site, Shiwuli River WWTP and associated pipeline networks,
Wangtang WWTP Phase II, and Improvement of Chao Lake Ecological Environment
and Flood Control Works。
1.1.2 Project Content and Project Scale In the past few years, along with the Great Construction in Hefei, the population
in the city has increased a lot and industrialization is speeded up, which resulted
serious surface water pollution. Except a few water courses, majority of other water
bodies has pollutant concentrations exceeding Hefei City Environmental Functional
Standard. Water quality in Chao Lake has exceeded National Surface Water
Environmental Quality Class III, while water in Nanfei River, Shiwuli River and
Ershibu River has exceeded Class V. At present, the wastewater treatment ratio is
only 66%. Associated with industrial wastewater, the treatment ratio is only 50%.
More than half of the wastewater is dumped into the water course directly, which will
join Chao Lake finally. Part of the water courses has lost its function, which greatly
threatens the Chao Lake water quality.
The HMG has be aware of the environmental degradation problem. To solve the
similar problems, and maintain the sustainability of Hefei City, a multi-organization
composed environmental protection plan was developed. Thus, HMG has made a list
of key projects, and requested ADB for funding, which is Hefei Urban Environmental
Improvement Project (HUMIP). The HUMIP is a key component to achieve the goals.
This project will improve the public wastewater treatment and flood control to
improve the environment. Meanwhile, through reduced poverty, new employment
opportunities, attracting investment and business activities, and reduce the possibility
to get diseases related to wastewater and air born, Hefei residents will earn a better

living condition.
HUEIP project includes building up wastewater treatment plants, wastewater
sewers, closed landfill improvement, dredging and anti-flood infrastructure, and Chao
Lake Ecological Environmental Improvement. The summary of the project is listed in
Table 1.1.1.

1.2 Project Progress So far, the Preliminary Design (PD) of all sub-projects has been approved by
Hefei Municipal Development and Reform Committee (HMDRC). The progress of
each sub-project is listed in the table 1.2.1.

1.3 Briefing on Resettlement Arrangement Plan
1.3.1 Summary of project influences According to the established Resettlement Arrangement Plan (RAP), the
influences of the eight implemented sub-projects are listed below:
1. Improvement of the Closed Qingxi Road Landfill Site
The project covers an area of 534 mu, within which, 181 mu originally used by
landfill was assigned with no cost, 100 mu of sludge pond land by Water Supply
Corporation was provided by the Commission of Construction with no cost, and 253
mu was newly acquired. The land acquisition will influence the Qilitang group of
Qingxi road Shejuwei, without any demolition. Totally 32 household is affected, with
131 head in total.
2. Sili River Rehabilitation and Flood Control Improvement The permanent land acquisition will influence three farmer groups in Luyang
District community. Permanent land acquisition is 181 mu, with 37 household of 152
people influence. There is no temporary land acquisition. Demolition of houses will
be 11328m2, with direct influence on 22 household of 90 people. Three enterprises
have been affected due to the demolition of walls. There are 95 employees in this
enterprise, and their lives will not be affected.
The land acquisition and demolition works are expected to start on May 2007,
and terminated on November 2008, which lasts for 18 months. Before the
remuneration has been distributed, no civil work shall be started. To ensure the
successful implementation of the project, except internal monitoring, an external
monitoring agency shall be employed to do monitoring every six months. Land
acquisition remuneration and arrangement fee budget is about 32.2 million RMB,
including basic fee, related tax and preparation fee (10% of basic fee) on permanent
land acquisition and temporary acquisition. The arrangement fee shall take about
13% of the total budget of the project.
3. Ershibu River Rehabilitation and Flood Control Improvement
According to the FSR, 3 counties and 11 villages will be affected. Details are

listed below:
a) 1922 people of 541 households will be affected by land acquisition;
b) 771 people of 209 households will be affected by demolition. The total
demolition area is 43870m2;
c) 10 enterprises and shops will be affected. Among those, 2 enterprises will be
affected on their walls, without income loss. Other eight are house changed shops.
In total, 2693 people of 750 households will be affected, within which 329
people of 96 households will be affected by both land acquisition and demolition. 4. Banqiao River Rehabilitation and Flood Control Improvement
736 mu (49 hectares) land shall be acquired permanently. RP is based on the FSR
of the project, and is subject to modification of future detailed design. IA shall try to
minimize the influence of the project on the community.
According to the FSR, six villages and communities within Xinzhan and Luyang
District will be affected. Details are listed below: 736 mu land will be acquired to
widen the river bank, with 470 households of 1412 people affected. Temporary land
shall take 70 mu thin farmland by the river, with no one to resettle. Demolition area is
180m2 , with one household of 8 people affected.
5. Shiwuli River WWTP and associated pipeline networks
WWTP will be located to the west of Xiaofan Village, and to the east of
Guchengyu. Totally 77.8 mu will be acquired, within which farmland will be 50.6 mu.
25 mu land will be acquired as temporary acquired land, which are mainly along city
road and a few farmland. 61 households in Dayu Town Luji village No.2 village group
will be affected, with farmland for 256 people. No resettlement or demolition.
Though sewer pipeline construction will take some temporary land, however, as
the constructions of mains will use pipe jacking technology, and the placement of
pipes will take place during same time as road construction and installation of other
infrastructure, thus the placement of those pipes will not involve land acquisition.
However, as the component of the road construction, according to ADB requirement,
due diligence shall be conducted.
6. Improvement of Hefei Municipal Sewers
1.5 mu land shall be permanently acquired. The land belongs to one household
of Caoshuwang Village in Yaohai District. 40 mu land shall be temporarily occupied

during the construction of the pipeline to facilitate the construction of pipeline. As
there is no building or other infrastructure on this land, thus no one will be affected.
7. Wangtang WWTP Phase II and associated pipeline networks Wangtang WWTP Phase II is located in the area surrounded by Qianshan Road,
Qingxi Road, Qingyang Road, Gaoliu Road and Jinniu Road. The Phase I project 80
thousand m3/d was completed and trailly started on September 2003. In January 2004,
it was officially started. The land for Phase II project has already been acquired during
Phase I project, without any resettlement or demolition work. The pumping station
has also been finished, with the owner of Hefei Municipal Construction Commission.
The land was transferred with no charge.
Though sewer pipeline construction will take some temporary land, however, as
the constructions of mains will use pipe jacking technology, and the placement of
pipes will take place during same time as road construction and installation of other
infrastructure, thus the placement of those pipes will not involve land acquisition.
However, as the component of the road construction, according to ADB requirement,
due diligence shall be conducted.
8. Chao Lake Ecological Environment and Flood Control Works
The project will acquire land of 172 mu, within which water land of 139.6 mu,
dry land of 9.54mu, wild land of 15 mu, fish pond (water pond) of 7.6 mu. Permanent
land acquisition results the land loss of five towns and eight villages. Two of the
towns are located in Feixi County, one is in Baohe District, and two are located in
Feidong County. During the construction, 178.4 mu land is temporarily taken for one
year. It is estimated this temporary land acquisition will influence 210 household.
1.3.2 Compensation Standard According to relevant laws and regulations, and Hefei Group Owned Land
Acquisition Measure (HMG order No. 136, effective since May 1st, 2008), the
compensation rate is listed in Table 1.3.1. During the implementation of the
resettlement, May 1st 2008 will be a dividing time point. Before that date, Document
No 138 will be used as the guideline; while after that date, Document No. 136 will be
used as the guideline.

1.3.3 Organization Structure and Responsibilities
At present, the eight being implemented projects are part of HUEIP funded by ADB loan. Hefei Municipal Government (EA) has set up the project leading group, which is ADB Project Management Office (PMO). The PMO is as the secretary agency for EA. Hefei Urban Construction Investment Corporation is the

implementation agency (IA). Hefei Drainage Management Office (HDMO) is the executive agency. (Note, for Chao Lake project, the executive agency is Chao Lake Construction Management Bureau under Hefei Water Affair Bureau) Under HDMO, there is a ADB fund project construction office, under which there is a resettlement arrangement department. Figure 1.3.2 shows its structure.

IA plays a very important role in the resettlement arrangement. Except IAs,
others organizations are also very important. Table 1.3.3 listed all relevant
organizations and staffs. Table 1.3.4 lists the responsibilities.

1.4 External Monitoring
1.4.1Monitoring Agency Environmental Engineering Design & Research Institute in Coal Industry Hefei
Design Institute was engaged by HDMO and Chao Lake Construction Management
Bureau to provide external monitoring and evaluation for land acquisition and
resettlement.
1.4.2 Monitored and evaluated items and objectives According to RAP, external monitoring and evaluation shall provide
independent monitoring and evaluations. Through examination and interview, land
acquisition and resettlement arrangement fund distribution shall be monitored and
evaluated to analyze the living conditions of affected people. Information shall be
fully collected, problems shall be identified and suggestions shall be provided to
related governments to facilitate them to control the whole project.
1.4.3 Monitoring and evaluation measures
Through onsite interview, analysis and evaluation, whole survey and onsite survey shall be conducted on project progress, financing, organization, and management. Survey shall also be conducted by random sampling. For typical affected people, random sampling shall be conducted. The targets are 10% household

whose housing was demolished or whose land was lost.
II The first survey on baseline and resettlement 2.1 Survey Time and Contents
Early at the beginning of the project in 2006, as the assistant unit for RAP preparation, Coal Industry Hefei Design Institute Environmental Engineering Institute (“the Institute”) made the preliminary baseline survey on resettlement. The Institute made the first baseline survey on resettlement during July 20th 2008 to July 27th 2008. Based on the previous accomplishment, guided by ADB specialist and assisted by each IAs, the Institute conducted the second survey during December 1st 2008 to January 20th 2009.
The survey includes: (1)Land acquisition influence survey: Changes of land before vs after; income
before vs after; (2)Social-economic survey: Including basic information (population, name,
professional, land, etc), living condition survey (education, employment, income, etc); (3)Public opinion survey; (4)Survey on affected households: housing condition before vs after, including area, structure, affiliate, etc; (5)Survey on affected enterprises: name of enterprise, nature, scale, production
value, number of employees, area, affected conditions, etc; ( 6 ) Survey on vulnerable groups: number of household, remuneration
distribution etc; (7)Organization condition: staffing and working conditions; (8)Communications: which communications channels shall be used, whether the
remuneration standards are known by large mass, etc; (9)Money distribution: divided by planned and actual, including to different
levels, achieving status shall be monitored, etc; (10)Collect photos, audio, video, real stuffs, etc.
The survey shall be conducted against the implementation schedule. For projects which have not been implemented yet, additional survey might be conducted during the next Phase survey.

2.2 Changes during the implementation of the project Due to the long time gap between FSR and PD, especially due to the detailed
study in PD according to actual conditions, the confirmed land acquisition scope
might be different from original RAP. Meanwhile, RAP was composed on 2006, the
design changes and development of the city was not reflected, thus several changes on
land type, number of demolished house, affected household number were found in
this survey. Projects with changes are mainly Improvement of the Closed Qingxi Road
Landfill Site, Sili River Rehabilitation and Flood Control Improvement, Banqiao
River Rehabilitation and Flood Control Improvement, Ershibu River Rehabilitation
and Flood Control Improvement and Chao Lake Ecological Environment and Flood
Control Works. Others have few changes. Details are listed in Table 2.2.1.

3.1 Progress of land acquisition and demolition
3.1.1 Progress of land acquisition
The survey indicates that by January 20, 2009, the land acquisition and

demolition is as below: (1)Improvement of the Closed Qingxi Road Landfill Site
According to the adjustment on Preliminary Design, permanent land acquisition
will be 281 mu (18.7 hectare), which are all state owned. Within those 281mu land,
181 mu was original landfill land 100mu (12 hectare) and sludge ponds of Water
Supply Corporation No. Plant 100mu, which are all assigned yet. Due to the
optimization of design, planned acquired group owned land in Wulidun Community
Qingxi road sub-community in Shushan District will not be acquired any more. The
project was completed in September 2008 and went through the project
implementation evaluation.
(2)Sili River Rehabilitation and Flood Control Improvement
So far, 60% of the resettlement work has been finished. HDMO has already signed
contracts with each community. Hefei Land Resource Bureau also distributed the
Claim Document on Land Acquisition Remuneration and Resettlement of Hefei Land
Resource Bureau. The documents are HLRLC 2008 No.4 HLRLC 2008 No.5 and
HLRLC 2008 No.6.
( 3 ) Banqiao River Rehabilitation and Flood Control
Improvement PD has been approved. Investigation on land has been finished. Applying for
approval on land acquisition has been through, 60% of land acquisition has been
finished, compensation for affected 180 m2. of housing demolition has been made.
(4)Ershibu River Rehabilitation and Flood Control Improvement
PD has been approved. Investigation on land has been finished. Applying for
approval on land acquisition has been through, 40% of land acquisition has been
completed.
(5)Shiwuli River WWTP and associated pipeline networks
So far, the resettlement work has been finished already. The project IA,HDMO,
has already signed land acquisition contract with each community. Hefei Bureau of
Land Resources also distributed the Letter about Land Acquisition Remuneration and
Resettlement Method to each community. Compensation has been made to the
affected Luji village, Dayu town for land acquisition.

3.4 Change of living condition of affected people
3.4.1 Investigation on living condition of affected people
The survey is focused on Sili River project and Chao Lake Ecological Environment and Flood Control Works which have both finished the land acquisition process. Survey was conducted to affected people with random sampling and in-house interview. Totally, 50 households were interviewed. Questions on transport, medical condition, education condition, living condition change, people’s happiness in affected area and arrangement are were raised.

Living happiness 20 28 2 0 The combination of those projects with the project in Great Construction, greatly
improve the city image and environment of Hefei. For example, arrangement house
and associated roads for Sili River project and roads in Shiwuli River project as well
as other associated roads built along the project construction all make very positive
contribution to the living condition of surrounding residents. The survey results
indicates that 90% of interviewees think the transport, medical, education conditions,
employment opportunity and living condition have been improved.
3.5 Public Participation
3.5.1 Survey on public opinions
To make the affected people arranged better, keep and maintain the legal rights of demolished people and enterprises, reduce the compliant and conflict, and achieve the resettlement arrangement objective, a random sampling questionnaire survey was conducted. This survey was conducted to affected people in Sili River project and Shiwuli River WWTP project, where land acquisition processes is finished.
Public opinion gathering includes:
(1) Do you know the resettlement remuneration policy?
(2) Are you content with the land acquisition and demolition remuneration
policy?
(3) Are you content with arrangement work?
(4) Any public services you have be offered during the land acquisition and
demolition?
(5) Is remuneration and arrangement received?

(7) If you think your rights is offended, do you know the normal claim
channel?

The result indicates that 96% of interviewees know the remuneration standards;
78% of interviewees are content with the policy or basically content with the policy; and 94% are content with the resettlement arrangement work.
3.5.2 Public Participation
Onsite survey is specially emphasized. Public participation from related residents and communities is very important. They shall participate in the economic survey and the composition of resettlement plan. Public shall be consulted, and communicated with land acquisition policy, there shall be public announcement on resettlement compensation. People in the affected area themselves, shall be responsible for relocation of the rest land, organize production, submit opinions and suggestions to upper level government and provide proper help to people in difficulty.
Thus, during the demolition, the residents have the rights of known and participation. This will ensure the smooth moving of the project.
3.6 Complaint deal procedure and efficiency evaluation
Through information collection and onsite interview, land acquisition and demolition of each project is all assigned to the Demolition Office of each district/county. While the project IAs assisted the demolition offices, the staffing of organization will be improved, and the demolition efficiency shall be improved.
If affected people are not content with the remuneration, or think they are
treated unfairly during the arrangement, they can go through relevant procedures.
There are five main complaint channels in Hefei: (1) Project IA; (2) external
monitoring agency; (3) town committee/community and county land management
bureau and demolition arrangement office; (4) HMG; and (5) Law procedure.
It shall be emphasized that HMG has set up an independent external monitoring
agency, composing of 20 high level leaders from HMG. This agency is called Hefei
Land Acquisition and Resettlement Arrangement Supervization and Management
Committee. The main responsibility of this committee is to examine and supervise the
remuneration distribution. If the remuneration value and distribution time is different
from the Document, the Committee has the right to stop the construction. Thus, if

affected has different opinions, he might complain at any time to the member of the
Committee while they are supervising on site.
According to Table 3.5.1, 90% of interviewees know the normal compliant channel, and are content with the complaint results.
IV Conclusions on monitoring and evaluations
4.1 Problems encountered during the implementation of the projects
There are totally eight sub-projects under Hefei ADB Loan. Those involving large amount of resettlement arrangement works are: Sili River Rehabilitation and Flood Control Improvement, Ershibu River Rehabilitation and Flood Control Improvement, Banqiao River Rehabilitation and Flood Control Improvement Chao Lake Ecological Environment and Flood Control Works and Shiwuli River WWTP. Projects of Improvement of Hefei Municipal Sewers,Wangtang WWTP Phase II and associated pipeline networks and Improvement of the Closed Qingxi Road Landfill Site involve few resettlement arrangement work. For the current five projects involving large amount of resettlement, Sili River project has already finished land measurement, resettlement contract has been concluded with the affected community committee, the compensation for partly completed demolition has been made; Shiwuli River project also finished land acquisition process, the compensation amount of RMB 1.758 million which was due to pay earlier back has been in place with the village committee; The project progress for Chao lake Ecological Environment and Flood Control Works is ongoing smoothly, demolition and relocation for Feixi county has been completed and compensation fund has been in place; Land measurement for Ershibu river project, Banqiao river project have been finished, some contracts have been concluded and compensation work has started, however the progress needs to speed up, for along with the time, the planned resettlement fund might be adjusted due to the elevated price and related laws, which will influence the budget and schedule of the project. Of the three projects involving a small amount of resettlement, Qingxi Road Landfill and Wangtang WWTP Phase II projects have finished land acquisition work. For the distribution of the remuneration fund, part of the interviewees thought the remuneration speed is relative slow, and hope related organizations might work together to accelerate the distribution speed.
4.2 Project influence At present, Wangtang WWTP Phase II and associated pipeline networks doesn’t
involve permanent land acquisition. Temporary land acquisition might occur during

the construction. Temporary in original RAP has been optimized in design and construction. Environmental minimization measures and road construction measures have been reduced greatly. There is no more direct affect to surrounding residents. For other items, through survey, 90% of the interviewees know the resettlement plan. For all items which have finished the process of land acquisition, affected people are generally content with the arrangement work.
