Introduction: Green Skill Development Programme
The Ministry of Environment, Forest & Climate Change (MoEF&CC), Government of
India has been implementing a Central Sector Scheme titled Environmental Information
System (ENVIS) since 1982-83. ENVIS by providing scientific, technical and semi-
technical information on various environmental issues has served in facilitating policy
formulation and environment management at all levels of Government as well as in
decision-making aimed at environment protection and its improvement for sustaining
good quality of life for all living beings. ENVIS is a decentralized network of 67 Centres
of which 32 Centres are dealing with “State of the Environment and Related Issues” are
hosted by State Government / UT Administrations, called ENVIS Hubs and remaining 35
Centres are hosted by environment-related governmental and non-governmental
organizations / institutes of professional excellence, with varied thematic mandates
pertaining to environment, called the ENVIS Resource Partners (RPs). Utilizing the vast
network and expertise of ENVIS Hubs/RPs, the Ministry has taken up an initiative for
skill development in the environment and forest sector to enable India’s youth to get
gainful employment and/or self employment, called the “Green Skill Development
Programme (GSDP)”. The programme endeavors to develop green skilled workers having
technical knowledge and commitment to sustainable development, which will help in the
attainment of the Intended Nationally Determined Contributions (INDCs), Sustainable
Development Goals (SDGs) and National Biodiversity Targets (NBTs). India being the
second most populous country in the world is bestowed with a large working population
and has advantage of reaping this demographic dividend. However, high drop-out rates
from school coupled with poor vocational skills may hinder in reaping this dividend.
There exists a demand-supply gap of skill sets, both cognitive and practical, at various
levels in the Environment / Forest fields in India. Green skilling is crucial for making a
transition from energy and emissions – intensive economy to cleaner and greener
production and service patters. Hence future activities under GSDP will include process
based green skills such as, monitoring and managing activities such as waste, energy
efficiency, impact minimization and assessment, etc. Realizing the demand for green
skilled youth, the (GSDP) has been conceptualized and developed in MoEF&CC in
consultation with National Skill Development Agency (NSDA), the nodal agency for
synergizing skill development initiatives in the country, under the Ministry of Skill
Development & Entrepreneurship (MSDE).

About us
Gujarat Cleaner Production Centre (GCPC) was established by the Department of
Industries and Mines, Government of Gujarat with technical support of United Nations
Industrial Development Organization (UNIDO). GCPC is a regular member of Global
Resource Efficient and Cleaner Production Network (RECPnet), UNIDO and Climate
Technology Centre and Network (CTCN) – an operational arm of UNFCCC Technology
Mechanism, hosted by the UNEP in collaboration with UNIDO.
GCPC is acting as an Environmental Information System (ENVIS) Resource Partner (RP)
for Ministry of Environment, Forest & Climate Change (MoEF&CC), Government of
India as per the new mandate of ENVIS, MoEF&CC, GoI. GCPC started its activities
under ENVIS in the year 2003 as ENVIS Node and in the year 2005 the Node has been
converted to the centre.
The centre is actively engaged in the promotion of Cleaner Production (CP) and Clean
Technology (CT) through its various activities such as Orientation / Awareness
Programmes, CP Assessment Projects, CP Demonstration Projects, CP Dissemination
Programmes etc.
GCPC has played major role in framing Gujarat Industrial Policy, 2009 and 2015 and
supported Government of Gujarat in framing various schemes/ policies pertaining to CP
& CT. GCPC has so far conducted more than 500 Orientation Programmes in different
Industrial Estates and Academic Institutions. The centre has successfully completed more
than 200 CP Demonstration Projects in different industrial sectors inclusive of Textile,
Dairy, Pulp & Paper, Chemical and Petrochemical, Pharmaceutical, Dyes and Dye
Intermediates, Electroplating, Bentonite Manufacturing, Stone Crushing, Ceramic, Glass,
Re-Rolling and in service sectors like Hotels and Hospitals and documented success
stories for the same. With efforts of GCPC ‘Cleaner Production’ has been included as a
subject in course curriculum of B.E. & M.E. Environment in engineering colleges of
Gujarat.
GCPC as a ENVIS Centre disseminates the theme of Cleaner Production and Clean
Technology through various online of offline sources such as through Website Updation,
Publishing Quarterly Newsletters, Publications in form of book, posters, leaflets,
participating in various Seminars, Workshops and Exhibitions, etc.

Selection Criteria
The selection of the candidates for admission is a two-step process. In the first step, education
qualification points to be given by GCPC-ENVIS based on the information received in
application.
The minimum qualification is science graduate. The points will be given based on the
following trends. Maximum point for first step is 5.

Launching Ceremony Certificate Course on ETP/CETP/STP
Operation & Maintenance
GCPC-ENVIS Centre organized Launching Ceremony of ‘Certificate Course on
ETP/CETP/STP Operation & Maintenance’ under Green Skill Development Programme
(GSDP), ENVIS, MoEF&CC, GoI on 5th July, 2018 at Centre of Excellence, Vapi,
Gujarat.
The dignitaries present during the ceremony were:

The inauguration started with welcome speech
and floral welcome of dignitaries. The session
continued with address from Shri Prakash
Bhadra, President, Vapi Industries
Association. He informed that with efforts of
Dr. Bharat Jain, Member Secretary, GCPC and
Coordinator, GCPC-ENVIS, Vapi Industrial
Estate is selected by Ministry of Environment,
Forest & Climate Change (MoEF&CC),
Government of India for Green Skill
Development Programme. Vapi Industrial Estate is delighted to host ‘Certificate Course
on ETP/CETP/STP Operation & Maintenance’.
He briefed about the individual industries located in Vapi Industrial Estate and variety of
industrial sectors in Vapi. He also gave glimpse of Common Environmental Infrastructure
Facilities such as Common Effluent Treatment Plant (CETP), Treatment Storage &
Disposal Facility (TSDF) as an End-of-Pipe Treatment Solution for Solid and Liquid
waste treatment generated from the industries.
Shri Bhadra emphasized on the need of ‘Skilled Manpower’ as ETP and CETP Operators
to increase the efficiency of individual ETPs and CETP. He assured full support and
cooperation to GCPC-ENVIS from Vapi Industries Association.

He continued briefing about the activities carried out during World Environment Day,
2018 at Vapi Industrial Estate. He wished huge success of this programme and
congratulated Dr. Bharat Jain, Member Secretary, GCPC & Coordinator, ENVIS and his
team for their efforts.

out in Environmental Drive under World
Environment Day, 2018.
Shri R. Gnanasegaran, Chief Executive Officer,
VGEL, Vapi informed participants about CETP,
Vapi. He conveyed regards to the ENVIS and Dr.
Bharat Jain, Member Secretary, GCPC &
Coordinator, GCPC-ENVIS for selecting CETP,
Vapi as a training venue. He mentioned that Vapi
being a largest industrial estate in Gujarat
receiving variety of waste water from different
industrial sectors. Vapi CETP has state-of-art
treatment technologies e.g., Primary, Secondary,
Tertiary and Advanced Wastewater Treatment.
The master trainers will get exposure on how to operate CETP efficiently during their 40
days practical training.

the need of skilled manpower to operate CETP
which ultimately increases the performance of
CETP which can reduce the burden of
pollution control authority. He assured

and training pattern on the “Certificate Course on ETP/CETP/STP Operation and
Maintenance” (Master Trainers) and by wishing the participants for the success. He
informed that the entire Certificate Course is fully sponsored by ENVIS, Ministry of
Environment, Forest & Climate Change (MoEF&CC), Government of India. The (15nos.)
of candidates has been selected by a panel of experts through personal interview. Some of
the candidates are travelled from Rajasthan, Tripura, Jharkhand and others from different
locations in Gujarat.

Tertiary Units, as well as troubleshooting of Sludge Treatment Units, Commissioning of
Effluent Treatment Plants and Shutdown of Effluent Treatment Plants.

candidates on “Guidelines for Recordkeeping’ wherein he discussed about ‘Recording

concluded discussing about “Air Pollution Parameters and Environmental

Under this certificate course the practical training is given more importance and as a part
of this the practical training was conducted from 31st July, 2018 to 24th September, 2018
wherein the candidates were provided a platform where they can apply their theoretical
knowledge into practice.

Sewage Treatment Plant (STP). The candidates have been provided exposure of using
Personnel Protective Equipment (PPE) for operating ETP, CETP & STP, they have been
also assigned a task to discuss controlling of fire at workplace, preparation of ETP,
CETP, STP flowcharts, as well as Plant Performance Monitoring, Design Considerations
and Operation and Maintenance of ETP,CETP, STP Equipments, Troubleshooting,
Chemical Storage and Handling, Sludge Management, Laboratory testing inclusive of
collection of wastewater samples, record and maintenance, monitoring of influent water
flow, measurement, handling, preparation and dosing of chemicals etc.

Under this course after the completion of practical training the theoretical (written
examination), practical examination and viva was conducted on 25th September, 2018,
Tuesday at Common Effluent Treatment Plant (CETP), Vapi between 9:30 am to

initiaitve of ENVIS, MoEF&CC, GoI. He thanked ENVIS, MoEF&CC, GoI for giving
GCPC-ENVIS an opportunity to conduct this certificate course for Master Trainers. He
mentioned, GSDP is a dream of Shri Narendra Modi, Hon’ble Prime Minister of India,
for Skill Development in the environment sector in India and for Zero-Defect-Zero-Effect
manufacturing. Under this GCPC-ENVIS RP has successfully taken up Certificate Course
on ETP/CETP/STP Operation and Maintenance for Master Trainers, all the candidates
have successfully completed this course and this is the time for certificate distribution.
The session continued with a short video on highlights of activities undertaken by
GCPC-ENVIS Centre during these Certificate Courses.

Gujarat, the Chief Guest of the function, said
this is a huge subject having great potential,
thanking Dr. Jain for taking such a great
initiaitve. He addressed candidates motivating
towards working with values in the life. He said
the candidates are really lucky as they have
been given exposure of industries from experts
before stepping into the real world. Shri H.J.
Vyas, mentioned that these master trainers can
be used for analysis purpose in the government organizations, and concluded assuring his
