Changes to the RDA Toolkit DesignFor the RDA Toolkit, 3R is a major revision, rather than a simple update. Consider the

Changes to the RDA StandardThe IFLA Library Reference Model was published in 2017 and 3R is in part an
implementation of it in RDA. Major changes from this include:
● Recording methods
● Manifestation statement
● Rethinking serial works
● Diachronic works
● Redefinition of person
● Relationships preferred over attributes
Impact of each of these for current cataloguing practice will need to be assessed
Planning for the Future“RDA is a package of data elements, guidelines, and instructions for creating library
and cultural heritage resource metadata that are well-formed according to
international models for user-focussed linked data applications.” (Committee of
Principals for RDA, 2015)
RDA Toolkit, RIMMF, RDA Registry and RDA Vocabulary Server all draw on RDA
Vocabularies published in RDF.
Based on LRM implementation in RDA and preparation for linked data environments,
the 3R update will have an increased emphasis on relationships rather than attributes

Bridging to the Fourfold PathAs outlined on the RDA Registry, RDA development highlights 4 methods for
resource description:
1. An unstructured description: a plain literal, for example a free text note or a
transcription.
2. A structured description: a literal typed with a form of syntax encoding scheme
that aggregates literal values from other elements, for example a name/title access
point.
3. An identifier: a literal that may be typed with a form of syntax encoding scheme
that aggregates literal values from other elements, for example an ISBN or local
identifier.
4. Use of URI to identify the related entity as a linked data thing.

Impact on NEOS
This is just a teaser, but the beta version of 3R is set to launch on June 13th, with the
goal of full launch in early 2019. As RDA is the content standard for description
across NEOS, we will need to:
● Test the beta version of 3R and build a strategy for implementation across NEOS
● Review the impact of the changes on NEOS standards and documentation
● Watch for training opportunities for:
○ Using the new RDA Toolkit
○ Understanding the application of new cataloguing standards
