Foreword
Urban Vision North Staffordshire is an Architecture and Built Environment Centre and is a full member of the Architecture Centre Network. Since 2004 Urban Vision has received funding from a number of sources and works in three main areas:
o Design Advisory Service
o Education and Training
o Creative Engagement
It is the first of these – the Design Advisory Service - that is the focus of this report. Urban Vision North Staffordshire (UVNS) has been providing a comprehensive range of independent design advice since the organisation began and has ran a design review panel since the outset. Since 2007 UVNS has been a joint delivery partner, alongside Midlands Architecture and the Designed Environment (MADE), of the region-wide West Midlands Design Review Service. The aims of the design advisory service are to improve design quality, raise awareness of the benefits of good design and to improve understanding of how to achieve it. Since June 2010 the service has been part funded by the European Regional Development Fund with a range of other funders.

Introduction
Since October 2004 there have been 87 meetings of the Urban Vision North
Staffordshire Design Review Panel and we have completed 248 reviews of 178 different schemes. In order to do this effectively we have visited over 160
development sites across the sub-region, almost all of them whilst it was raining…X
During the life of the design review panel we have utilised the skills of 36 different
panel members, representing 8 key professional disciplines that help to shape the
built environment and with a combined professional experience of around 800 years. We would like to thank them all for their consistently excellent
contributions.X
This report is a follow up to; The Design Advisory Service 2010: design review and
enabling @ Urban Vision (UVNS, 2010), The Design Advisory Service: design review
and enabling in North Staffordshire 2008/09 (UVNS, 2009) and Design Reviewed
2007 – how we do design review in North Staffordshire (UVNS, 2008). It is effectively
a culmination of over 6 years work and sets out to tell the story of design review
and the wider advisory service at Urban Vision, a service that sadly due to a range
of cuts will not be able to continue in its current form beyond March 2011. We are
convinced that Urban Vision and particularly the design advisory service has
played a pivotal role in improving the quality of the built environment in North
Staffordshire and as a result of some of the improvements and changes in policy
that we have encouraged will continue to play a vital role in improving the
economy of a city region that has experienced some extremely difficult times in
recent years.
The format of this brief report is simple as much of the background information can
be found in the earlier reports. It starts out with the numbers; what we have
reviewed, where and at what stage, this is followed by a summary of our key
recurring themes and finally, the main body of the report looks at all of the
schemes that we have reviewed individually with photographs of those
completed at the time of writing.. It is these that form our legacy.

What have we reviewed? The following section begins with a full analysis of the work of Urban Vision’s Design Review Service since it began and concludes with a more detailed analysis of 2010-11.
Where are our reviewed schemes?
The chart shows that almost two thirds of the schemes we have reviewed have been in Stoke-on-Trent (148) one-third in Newcastle-under-Lyme (85) with the remainder being in Staffordshire Moorlands (24). It should be noted that some of the strategic documents cover more than one local authority area.
At what stage have we reviewed schemes? The chart opposite shows all schemes that have been to design review panel since it began in 2004 and shows clearly that a clear majority have been reviewed at the pre-planning stage. However, this doesn’t tell the full story as in the early years the panel considered mainly live planning applications.
How many schemes have we reviewed and at what stage? The table shows the number of schemes reviewed each year and it can be seen that this has reached a plateau at around 40 schemes per year which reflects the amount of development coming forward and the capacity of the panel to review them. However, it should be noted that this simple count does not take into account the size and complexity of the schemes.
In addition the table shows the change in the time that we have undertaken reviews, it can be seen that initially most schemes were live planning applications (blue) but this number has decreased as we have looked at proposals earlier at pre-application stage (red) when more impact can be had.

What sort of schemes have we reviewed?
The table opposite shows the broad range of schemes that we have reviewed at Urban Vision. Housing schemes have always been a major component of design review but we are perhaps most proud of the role we have played in shaping the sub-region by advising on masterplans and strategic planning documents and more latterly our role in reviewing Stoke’s BSF schools.
2010-11 in detail In the most recent completed year, 2010-11 the Urban Vision Design review panel has met on 12 occasions, with a further interim panel being held to consider some key development briefs and a number of desktop reviews carried out on important returning schemes, mainly through Building Schools for the Future.
The most striking change in 2010-11 has been the inclusion of a number of BSF schemes at design review. During the year we have review 10 separate BSF schemes, of these 7 were new build schools and 3 were extensive refurbishments. The new schools comprise 4 new secondary schools and 3 special schools, two of which are to be co-located.
Aside from the schools reviews residential proposals have continued to feature strongly despite the downturn, with 12 schemes coming to panel during the year. The role of the panel in shaping masterplans and other, more strategic, guidance has remained constant including key proposals such as the masterplans for the city centre CBD and Stoke Town Centre during 2010. Overall, it can be seen that the role of independent design review in shaping the major publicly funded projects in North Staffordshire is still gaining momentum and the loss of this service will be a significant loss for the sub-region.

This significant residential development came to Urban Vision’s first design review panel meeting and was subsequently presented again six months later. With hindsight many of the key decisions had already been taken by the time that review was undertaken but a number of key recommendations were made.

Again presented to our first design review panel meeting in October 2004 a number of the later developments in Chatterley Valley came to design review including the multi-award winning Blue Planet development.

A far more conservative, neo-vernacular suburban scheme was presented to design review panel who recommended an approach more in-keeping with the sites urban location and important industrial heritage – opening-up the canal frontage, more rigid site planning reflecting the previous use of the site and a more industrial aesthetic. These recommendations were almost completely taken on-board, the scheme was represented to panel and upon completion was shortlisted for the Urban Vision and North Staffordshire Regeneration partnership design award in 2009. DR012 Newcastle College, Knutton Lane, Newcastle-under-Lyme
The panel’s first consideration of a chain of developments on the fringes of Newcastle-under-Lyme town centre that include the re-location of the Further Education College and a Sainsbury’s foodstore. Design review was instrumental in shaping both of the large buildings and resulted in the architect of the college becoming a design review panel member in 2008. The college building above was shortlisted for the Urban Vision Architecture and Urban Design Award in 2010. DR016 Retail development with a primary care centre and Health Club Alexandra Pottery, Tunstall
This scheme was presented to panel in June 2005 and again in January 2006. Although the Panel’s concerns over the lack of a wider masterplan for the area was beyond the remit of the design team the response to more detailed concerns was considered positive, with improved public realm and some proper recognition of the sites historical importance. DR019 Master Plan of former Silverdale Colliery site, Newcastle-under-Lyme
An initial masterplan for the large Silverdale Colliery site were presented to panel in July 2005 and after the completion of extensive remediation works and the selection of development partner the scheme was p[resented in more detail in December 2008, returning prior to the submission of a planning application in September 2009. The Panel’s main recommendations were around the creation of a sense of place and the response was positive. This scheme appears as a case study in CABE’s national guidance on design review; Design Review principles and practice (CABE, 2009) and is currently being built.

DR020 New office development, Upper Huntbach Street, Hanley
Proposals for Hanley’s new job centre were presented to panel July 2005 and although it was already a live planning application some recommendations were incorporated into the final building, specifically with regard the entrances.

This first phase of the redevelopment of the Cauldon Campus of Stoke-on-Trent College was reviewed in July 2006 and completed in 2009. It was shortlisted for the 2009 Urban Vision Architecture and Urban Design Award. Sadly later phases which were also presented at design review, were withdrawn due to funding cuts and the campus remains incomplete.

DR043 Development of a Sainsbury’s Supermarket, Biddulph
This town centre supermarket was reviewed initially in summer 2006 and returned as a detailed scheme in early 2008. It is built to back of pavement and incorporates a number of independently lettable shop units to the front and a part sheltered car park.
DR044 Development of a Tesco Supermarket, Clough Street, Hanley
This large city centre Tesco development came to design review late and impact was minimal.
DR046 Lymedale Business Centre, Newcastle-under-Lyme
The Lymedale Business Centre was reviewed at panel in July 2006 as a live planning application and as such was a little late in the process for the maximum effect to be gained and not many recommendations were acted upon.

The public realm improvements in Swan Square in Burslem town centre by FPCR Landscape were reviewed at panel No.30 in April 2007 and the bold and innovative approach utilising local materials was appreciated. The Panel recommended that the railings that had previously surrounded a disused underground public toilet in the centre of the square were re-used in a creative way and this is welcomed. Swan Square was shortlisted for the 2009 Architecture and Urban Design Award.

The relocation of Newcastle College led to the development of a new Sainsburys supermarket on the former college site on the approach into Newcastle-under-Lyme Town Centre. The design review panel had been involved from an early stage in bringing both linked developments forward and felt strongly that the new store should front the street on this key gateway site and not sit behind a large car park. Despite this being problematic because of the topography and not initially being the preferred option of the developer, the store which opened in late-2010 sits on the front corner of the site.

Vodafone’s national contact centre in Festival Park was reviewed as a live planning application at Panel No.42 in January 2008, was completed in 2010 and shortlisted for the North Staffordshire Architecture and Urban Design Award.

DR093 Development of a large eco-warehouse plus offices Chatterley Valley, Newcastle-under-Lyme.
The second development reviewed as a result of the Chatterley valley masterplan was Gazeley’s Blue Planet eco-warehouse designed by Chetwoods. This was presented to the design review panel at a late stage in February 2008 and completed the following year. The building has won numerous national and international awards including the 2009 North Staffordshire Architecture and Urban Design Award.

DR097 Visioning Longton
Urban Vision’s Visioning Longton project was focused on involving the community in the regeneration of the sounthermost of Stoke-on-Trent’s six towns and involved the expert design review panel on a number of occasions from scoping ideas in March 2008, to reviewing the masterplan brief in February 2009 and finally to the emerging masterplan options in April 2010.

This hotel and supermarket building on the edge of Newcastle-under-Lyme town centre was reviewed alongside proposals for a second hotel on an adjacent site in June 2008 and again as a pin-up live application in November of the same year. A number of elevational changes were the main result of the panel’s input.
