How to initiate Quality Circles
© QUEST-Nepal
Simple Definition of SQC
A co (extra)‐curricular activity of the educational institute in which
a SMALL group of VOLUNTEER students (4‐10) of the SAME institutionmeets REGULARLY in their study place for a PARTICULAR periodto IDENTIFY, ANALYZE & SOLVE their problemsfor their SELF & MUTUAL development

Implementation of SQC in Educational Institutions
FIRST…..Chief Executive of the institute (Chairperson, Managing Director, Deans, Principals, Head Master/Mistress) understands the potentials of SQC
Institute integrates SQC plan in institutional plan (academic calendar) as co‐curricular activitiesand
Chief Executive exhibits Commitment and Involvement for its continuous development.

Implementation of SQC in Educational Institutes
SECOND…
Few senior teachers (interested in undertake the facilitators skill training, outside / inside the country
Few students (who are keen to take leadership roles and participate in SQC activities) undertake SQC tools and techniques of problem solving

Implementation of SQC in Educational Institutes
THIRD…..
Chief Executive publicly announces the SQC programmes in institutes as a regular co‐curricular activity
Facilitators collect volunteer students who have desire to develop their personality
Facilitators form Students’ Quality Circles
Facilitators give training on tools and techniques of SQC to all SQC members

Implementation of SQC in Educational Institutes
FOURTH…
Different SQC starts working simultaneously
In the process of SQC activity, the role of facilitators is only to train and facilitate students. Students identify, analyze, solve and prepare presentation themselves
Facilitators fix the schedule, venue, logistics required, and brief counseling if students stuck on their process

Implementation of SQC in Educational Institutes
FIFTH….Chief Executive invites guests, senior teachers and guardians to attend in house SQC presentation, seminars. The Seminar is organized regularly (monthly, quarterly, half yearly or annually)
Facilitators facilitate the logistics for SQC required for Case presentation
One facilitator can handle more than one SQC activities in one institute
In larger scale institutes, one senior facilitator can be designated as Chief facilitator to lead a SQC promotion office

Role of SQC Facilitators & Leaders
© QUEST-Nepal
Role of FacilitatorTrain students on brainstorming, systematic problem solving tools and techniques and basic tools of quality circlesEnsure that the students are assembled for meeting every week as per schedule and logistics availableAttend initial SQC meetings only as observer. Let students themselves identify, analyze and solve their problemMaintain a record of the circle meetings
© QUEST-Nepal
Role of SQC Leader
SQC selects its leader themselves, voting by allSQC leader
Reminds all SQC members for regular meeting Coordinates SQC meetings by participating as well as moderatingMinutes all meetings and processes which ultimately helps to prepare caseCoordinates the SQC Case presentations held within and outside the campus

Formation of Students’ Quality Circles(SQC)
Students interested to take parts are assembled by facilitatorGenerally students of same class and/ or same age groups are asked to form a teamIf there are more than 15 number of students, two and more teams are formedFacilitator asks each QC team to elect one QC leader, and select name for their Quality Circle. Brainstorming session starts immediately

Systematic Problem Solving Procedure
Identify1) Select topic2) Set targetAnalyze3) Plan activities4) Analyze causesSolve5) Implement counter‐measures6) Check results7) Standardize control
© QUEST-Nepal
Identifying Your Problem
1. Select TopicI. Identify students’ roleII. Identify and list students’ problemsIII. Prioritize and Select one topic
2. Set TargetI. Identify characteristics of the problemII. Observe minutely the characteristicsIII. Set targets for analyzing and solving
© QUEST-Nepal
Analyzing Your Problems
3. Plan ActivitiesI. Decide activitiesII. Decide scheduleIII. Draw action plan
4. Analyze CausesI. Identify primary causesII. Analyze root causesIII. Analyze relationshipsIV. Decide causes to tackleV. Identify countermeasures
© QUEST-Nepal
Solve Your Problem Yourself
5. Implement CountermeasuresI. Decide countermeasure activitiesII. Draw implementation planIII. Implement plan
6. Check ResultsI. Evaluate resultsII. Compare results with target
© QUEST-Nepal
Standardize Control and Continue
1. Standardize ControlI. Standardize the SystemII. Educate and Train OthersIII. Monitor to Maintain the System
Continue the ProcessIdentify another topicAnalyze root Causes

Pareto DiagramTo prioritise action to be takenThe priority may be to:
Detect the problem characteristics from the data collected through observationIdentify the most important and root causes from various causes identified
Combination graph of bar and line graph which depict the priority action to be takenFirst, from the data prepare Pareto table with sorted figures, then draw graph in graph paper

Cause ands Effect Diagram
To identify the causes of the problemThe Purpose of C&E or is:
Causes whose countermeasures depend among yourselfCauses whose countermeasures you have to recommend others to solve your problemCauses which are very important, prioritised but some may not be important
Conduct brainstorming to collect verbal data in fishbone diagram. Fish head as effect (Problem) and Fins as CausesThen, select most important causes and countermeasures which depends on you and only you.
