The case of the Netherlands

Creative Commons Netherlands

• Supported by the ministry for culture education and science since 2005.

• Collaboration between Knowledgeland (a think-tank), Waag Society (a media lab) and the Institute for information law at the University of Amsterdam with Creative Commons International.

• Strength: Combination of legal research (IVIR), experimentation (Waag) & public advocacy (Knowledgeland)

Objectives

• Improve adoption of the Creative Commons licenses through providing information, cooperations with institutional users and research

• We have five specific working areas:

• Individual creators in the music sector

• (Public) broadcasting organisations

• Educational institutions and Universities

• Cultural Heritage Institutions and other archives

• The public sector / government

Wikiwijs

• a platform for open educational ressources developed by the ministry for education culture and science launched in late 2009.

• Offers access to learning materials and collaboration tools for anyone from primary to higher education.

• All material that is contributed to wikiwijs is being published under the Creative Commons Attribution license

• Creative Commons Netherlands did preliminary comparative research, advised during the implementation and is currently evaluating the license choice

• The new uniform web presence of the central government

• Brings together all information published by the central government and it’s agencies

• Uses the Creative Commons Zero public domain dedication in order to indicate that all material available on the site is free from copyright

• Creative Commons Netherlands advised the implementation team with implementing the CC0 waiver and the communication

Lessons learned

• Know what you are advocating: combine advocacy with research

• Invest time in figuring out how the changes you propose relate to other policy objectives of your partners

• Talk to the people who are in charge of implementing first & prepare them to answer questions from the lawyers.
