CWA and TIC Detectors

At current security checkpoints, not all
carryon luggage or parcels are tested
by trace detector. They are com-
monly examined by X-ray imaging only.
One
of the reasons is that the typical
test procedures with a trace detect-
or are not quick enough. The
surface of the inspected object has
to be manually wiped to collect
adhered contamination, the wipe is
then inserted into the trace detector
and heated for detection. Guardi-
an MTSS sets a new standard in
luggage and parcel security inspec-
tion by supplying not only informa-
tion on presence of possible threat
objects through standard bulk X-ray
detection, but also information on
possible presence and identity of
radioactive materials, biological aero-
sols, and hazardous chemicals. The
system is delivered mounted on a
mobile or a stationary platform, by
choice of the end-user. The mobile
platform is a self-sustained
system housed in a medium size van.
The van is compartmentalised
into driver, screening and operator
area. The van’s sides open, extending
conveyors. Inspected objects are placed
on the conveyor belt that leads to
the specially modified X-ray chamber.
At the chamber entry, the object is
pre-screened with the radiological
detector. The chamber contains a
„disturb and sample“ system that
dislodges eventually present particles

them to the sampling ports. Sampling

VIPs are vulnerable to attack through many avenues from extortion to direct attempts such as IEDs and gun shots. A potential attack using toxic substances, whilst not new, remains high on threat spectrum lists. Such lists are often tied into intelligence updates and past events.

HOTZONE IDENTIFIER HAZCAT KIT
The first responders and the chemical waste managers need to know of the hazards related tothe substances they are dealing with. Is there a fire or explosion hazard? Should water be used? Should runoff be contained? How to transport, label, and dispose off the waste? On the spot identification of the substances and materials may be complicated due to complex nature of the samples or event. Off-site laboratory analysis is often time consuming and relatively expensive. Hotzone Identifier HazCat kit procedures aim to identify the hazards rather than the substance(s). That way they supply the user with the critical information needed to make expedient and safe decisions.
The test procedures are based on fundamental chemistry principles and thus reliable. However, they are simple enough to be performed by a non-chemist. The portable “laboratory” is housed in the customised Pelican™ case: corro-sion-resistant, water tight, shock absorbing, but
still convenient to carry or to store. The Hotzone Identifier HazCat kit ideally complements portable, handheld Raman technology such is the Serstech Indicator (http://serstech.com/). Raman technology is the first choice of the responders in the field. However, this technology has its limits, notably when dealing with the thermally sensitive, complex, black and brightly colored materials. The Hotzone Identifier HazCat kit allows for rapid assessment of thermal hazard of the materials and characterisation of the samples not amenable to the Raman.

This information is critical for the hazmat responders to complete the risk assessment. Categorisation of the potentially hazardous waste provides for its labeling, safe transport and disposal. The kit is self-contained and features the step-by-step field guide detailing the procedures which are quick and easy to perform.
Hotzone Identifier HazCat kit procedures use strip
tests and wet chemistry tests to provide the user
with the critical information on the unknown
substances flammability, explosive behaviour,
acid-base properties, aggressive/corrosive behavior,
reactivity with water, oxidiser properties, potential
toxicity, relative solubility and density. The kit also
enables quick and simple identification of 5 most
frequently encountered toxic industrial gases. The
reagents, test strips and utensils are housed in the
water-proof Peli-case in sufficient quantities to last
for a relatively large number of tests. The built-in

not entirely characterised explosive threat
have several options to consider. Waiting
on the scene increases risk and delays
decision making, therefore a fast action is
the prerequisite. “Blow in place” practice
with unknown chemicals could bring safety
issues, bad public relations and it destroys
the forensic evidence. Identifying the ex-
plosive components means understanding
the threat, retaining the evidence and
assuming the operations.
On the spot analysis is preferable, since
collection and transport of samples for the
off-site identification is time consuming.
Portable Raman and FTIR chemical analysis
devices have caused a paradigm shift in
field identification tactics. However, both
technologies have limits and their use on
unknown, potentially explosive materials
bears safety concerns. The Raman tech-
nology commonly utilises a 785 nm laser,
which can heat and eventually ignite some
energetic materials. FTIR may require
pressing of a powder sample to the sensor.
A number of primary explosives are shock
sensitive and easily detonate under pres-
sure. The sample may be a complex mixture
containing heavy metal powders, hydro-
carbons, carbohydrates, plastic binders and
plasticisers, all interfering with the Raman
and FTIR Identification.
The Hotzone IDentifier Explosives kit
ideally complements both technologies as
it allows for rapid assessment of shock
sensitivity and thermal hazard of thematerials, providing safety protocols to the operators. The specific analytic assays enable quick identification of the explosives not amenable to the Raman and FTIR.
All tools from the Explosives kit are carefully selected to be used with the potentially sensitive materials. The kit is self-contained with the reagents, test strips and utensils provided in suffucient quantities to last for relatively large number of tests.

A syringe with a luer type stopcock is connected via a luer lock adapter to a chemical resistant tubing. The tubing is provided in a whole length of camera. The tubing can be attached to the camera by mean of the special adhesive tape. After use, the tape is easily removed without a trace and the system is detached from the camera.

The Challenge
A chemical/biological munition or an IED
with CBR payload (“dirty bomb”) presents the
EOD/IED team with a significant challenge.
Most devices will involve a sealed container
designed to release the agent at the correct
time. Sealed containers are not only good
at keeping the agent in but also excellent at
keeping CBRN/EOD teams out. The envir-
onment will often rule out Blowing in Place
(BIP) as an option.
Identification
The first phase in any CBRN/EOD operation
will be to identify the agent involved for cor-
rect threat assessment, which will determine
the appropriate response. Although there are
many systems available few will penetrate a
metallic container/munition.
Noninvasive techniques that have this capabil-
ity are reasonably accurate but can be easily
fooled and often have a significant logistics
burden, In reality only an actual physical
sample can offer 100% accuracy.
Invasive techniques can obtain this safely
and simply. A sample can be collected within
minutes without a risk of release. Accurate
identification ensures the correct response
to the threat.
Disposal
This area probably presents the greatest
challenge to CBRN/EOD/
IED teams as conventional BIP and disrup-
tion techniques run a high risk of releasing
the agent. Where non-invasive techniques
have been used to identify the contents
the team still has a sealed container to deal
with.
Invasive equipment penetrates the contain-
er’s skin whilst retaining its integrity. The
device can then be drained and decontam-
inated in-situ. Equally
the penetration can be utilised for
other investigative techniques such as
endoscopes if appropriate. This can all be
done through the same penetration used
to take a sample.

CWA are highly toxic chemicals, subject to strict
national and international regulations guiding their
production, storage, transfer and use. Only a handful
of sites worldwide handle CWA, very few in an open
environment. How then can one achieve and test the
understanding of training lectures related to the prop-
erties, response and detection behaviour of the CWA
under typical field conditions? Realistic CWA simulants
are the answer: these chemicals or chemical mixtures
are carefully tailored to look like the real agents, they
create the same response on the majority of detection
technologies available, and are safe to handle and
dispose of.
The CWA-Sim Kit is the result of many years of“live agent” training experience, laboratoryresearch, and field validation trials. Each SIMpresents a mixture of chemicals having dedicatedpurposes such as:
• Detection trigger - active components causing the
response on selected chemical detection technolo-
gies, closely mimicking the authentic CWA in terms of
the response type, response time and signal strength.
• Thinners and/or thickeners - the solvents that
adjust the viscosity, the drop formation, or the general
appearance of the SIM to look like the authentic
CWA. More importantly, these components control
the airborne concentration of the detection triggers
creating more ‘realistic’ CWA simulations.
• Fluorescent tracer - an additive that emits visible
light when irradiated by the UV lamp supplied. This
enables fast safety distinction between the simulant
and corresponding authentic CWA, as both produce
the same response on the detection technologies.

The CWA simulants are easy to use, safe for the user and environment, and biodegradable.
The CWA-SIMs are conveniently delivered in
user-selectable applicator options. The special
bottle closure dispenser allows the user to apply
the simulants dropwise in equal drop volumes.
The cap with brush allows precise application
of the simulants over a surface or in hidden
spaces. The simulants applied on a non-porous
surface provide a realistic representation of the
corresponding CWA in respect to the viscosity
and drop formation. They do not only look like
the authentic CWA, but also match the agents’
response with ion-mobility spectrometry (IMS),
based CWA detection technologies.

Plasma ConverterToxic waste is a serious problem for many countries, worldwide. Until the middle of 1980s waste combustion was widely considered to be the basic method of environmental protection. As a result, the industry of incineration plants and various installations was born. These traditional combustion furnaces lead to further atmospheric pollution with waste such as heavy metals containing ash, soot, sulphur and nitrogen oxides, chlorine compounds and dioxins.
This has triggered the search for alternative tech-nologies requiring less costly purification systems– plasma technology.
A plasma waste converter is a plasma torch applied to toxic waste. A plasma torch uses a gas and power-ful electrodes to create plasma, sometimes called the fourth state of matter. The plasma gas heats up by converting electricity into heat. Temperatures in excess of 5000°C can thus be created. Such high temperatures normally lead to complete destruction of all known organic and many inorganic hazardous waste compounds to atoms and the simplest molecules.
At this temperature toxic waste does NOT stand achance. Molecules break down in a process calledmolecular dissociation.

Organic molecules (those that are carbon-based) become volatilised, or turn into gases. Inorganic com-pounds melt down and become vitrified or converted into a hard, glassy substance similar in appearance and weight to obsidian. Metals melt down as well, combining with the rest of the inorganic matter (called slag).
Unlike incinerators, which use combustion to break down garbage, there is no burning, or oxidation, in this process. The heat from plasma converters causes pyrolysis, a process in which organic matter breaks down and decomposes. Plasma torches can operate in airtight vessels. Combustion requires oxidisation; pyrolysis does not.
The main benefits of plasma technologies compared to traditional furnaces can be summarised as:
• easy and less costly maintenance
• higher safety
• significant waste destruction with the simultaneous
decrease of the exhaust gas volume
• much higher degree of control of the process
• much lower weight and dimensions of the reactor
and the whole installation

toxic chemicals such as chemical warfare agents

The MHMTU products at the end of the destructioncycle are:
• Waste gases burned and cooled in special after-burning chamber by feeding additional air;
• Before release, the gas is purified by combination of scrubbers;
•Solid waste material - like slag - is discharged.

Complete SolutionHotzone Solutions, with its partners, MOBILIS/France
and GIHMM/Austria, offers a complete solution, based on
special radiation detectors mounted on a range of data
buoys. These SBREWS can be installed at any sea-based
location on the globe.
The radiation monitoring buoys accommodate all the
necessary instrumentation for measurements at sea;
wind or solar generator, measuring instruments, sensors,
modems, data transmission, technical compartments. The
larger models are safely accessible and can be visited
inside.
These systems are essential for civil protection and allow the relevant authorities to warn and protect their population from radiation hazards, stemming from nuclear accidents or nuclear type attacks in military conflicts or terroristic attacks.
These systems consist of stations placed throughout the national territory.
This early warning can be achieved by positioning gamma dose rate
measuring stations and aerosol warning devices on the national territory.
Currently all of these early warning stations are land based and as yet, no single
station has been placed at sea. Once radioactivity has reached the first stations
it is already on land, the country’s relevant authorities lose very precious time
to activate their civil protection mechanism and to warn their population.
Early Radiation Warning Systems
Increase Safety Hotzone Solutions can place early warning systems –
SBREWS -at sea, on so-called data buoys. These buoys
can be placed up to 12 nautical miles from the shore, so
about 22 km, as every State has the right to establish the
breadth of its territorial sea up to a limit not exceeding
12 nautical miles, measured from baselines determined
in accordance with the UN Convention on the Law of the
Sea.
This will give the national civil response authorities extra
hours to keep their population safe, especially those
directly living at the coastline.

radioactivity of gamma radiation. Its wide
measuring range permits the detection of minor
changes in the ambient natural radioactivity as
well as measuring and identifying - spectroscopic
monitoring - high dosage rates.
A very unique feature - Aerosol sampling - can be
integrated upon request.
Constant TestingOur detectors are installed on a testing platform
(data buoy) 10 nautical miles off the cost of Mar-
seille, like this we collect data and test the system
under realistic conditions at sea.
Land-Based Radiation Early Warning SystemHotzone Solutions also offers LBREWS, which are
also designed to measure and IDENTIFY radio-
activity of gamma radiation. Its wide measuring
