House Bill -- Senate Bill 721: as amended in the House, allows IDA
to take advantage of a neW HUD Program in Which monies from HUD
ean be loaned to not-for-profit and limited-profit entities for
development of residential real estate property for low and
moderate incomes. It also fixes a flaw in the Illinois Affordable
Housing Act passed last year. A borrower would be able to set
uniform rents for housin: for units financed by the Illinois

Affordabie Housing Act. Such rents cannot exceed thirty percent
of the maximum amount HUD regulations allow as income for low- and
very low-income households. This is a standard HUD provision. I
know of no opposition to this amendment, and I move for your

the House corrects the language in both the Rural Bond Act and the
Upper Illinois River Valley Development Authority Act relatin: to
the notice of the Illinols Housing Development Authority. This
amendment now gives IDA thirty days, as opposed to ten days, to
indicate its willinqness to fund a housing project. The amendmentalso corrects an error in the Act as to allow *he Rural Bond Bank
or the Upper Illinois River Valley Development Authority to
finance the housing project if IDA declines tc do so. That's whatthis amendment does: and I move for its -- its total concurrence.

SENATOR LUFT:
Thank youy Mr. President. 1 would move that the Senate do
concur in Amendments 1, 2, 3, 4 and 5. House Amendment No. l made
technical changes, and it required saving banks to meet the IRS
code asset test. also permitted saving banks to invest in
marketable investment securities, excluding stocks. It removed
duplicate provisions creating the office of Commissioner, and
permits the Commissioner to waive notice requirements for savings
and loans for the purpose of changing their charter to a savings
bank. House Amendment No. 2 reducess from one half to forty
percent, the maxlmum number of directors that can be salary
employees of the savings bank, and requires the Commissioner to
conduct an examination more often than eighteen months if a
required report from a saving bank indicates a material change in
the financial conditionz and if the condition is grounds for
taking custody of the saving bank, such examination wkll so

commence immediately. Amendment No. is technieal. It justremoves unnecessary underscoring. No. 4 is technical makes a
grammatical and stylistic change. No. 5 removes the immunity from
liability provided to the Commissioner's temporary Commissioner,
Deputy Commissionersz and all appolnted appointees thereof, from
criminal prosecution. I$d try to answer any question.

particular bill is a bill of some signîficance. is not as
controversial amonq us# but a bill of some significance in helping
Illinois' financial infrastructure. And a great deal of work has
been done on it, both when we were out of Session and now. So
won't say more to take up time, but just so everyone realizes,
this is a bill of some signifieance in the State of Illinois, and
shoWsz at the national level, that states are innovative enough
to show our own problems without the Federal Government screwing
things up worse. I would hope you would vote for

SENATOR MACDONALD:
Yes. If you remember, Senate Bill 1905 Was the considered
a taxpayer's bill, and it has to do with double-barreled bonds.
And this amendment, in the House, merely gave the petitioners an
extra nine days to acquire signatures for a referendum on a bond
issue. In fact, it's from twenty-one to thirty days. It also
reduces the required number of petition signatures from fifteen
percent of the registered voters to the greater of 7.5 or two
hundred registered voters -- whichever is the less. It also
protects the validity of the bonds issued before the effective
date of this Act. And changes the immediate effective date
from 1 -- wellr it changes it from 1/1/91 to become immediately
effective. So I think it is a -- even strengthens the bill, and
With it as is now, has the approval of the -- both the
Illinois Association of Park Districts and also the Illinois
Municipal League. So, T urge your acceptance of this amendment.

and I think that is sood. If I remember correctlye the basic
bill itself really begins -- or not begins, but does put some
additional constraints, if you Will, on the use of the so-called
double-barreled bonds by requiring that the ordinance identify the
revenue sources and some other provisions of that sort. Is that
correct? Is that a fair statement, Senator Macdonald?

double-barreled bonds. Basically what they are are bonds that use
a couple of revenue sources, and -- and to the extent that they
are using non-property tax revenue sources, that is al1 to be
desired. I think some of the concern kas that perhaps the -- they
Were a little too loose in their potential as we originally passed
that Act, and so anything which does at least make sure that they
are going to be used with caution, I think is -- is a11 to' the
good. And I thlnk this bill does contribute to that. Thank you.

honest with you. We didn't I don't what it does. It was a

a public auction. And it allows the abandoned vehicle, seven
years or older? for Which a registered owner cannot be identified,
and that cannot -- that have not been claimed within ten days, to

ehousand jobs involved. It's the one in dealing with the Citicorp
negotiations that are going on now between St. Clair County and
Citicorp. The we had Amendment No. 2 to the bill, which was '
some clean-up language, which really is no problem, and the House
concurred with. They did not concur with Senate Amendment No. 1,
which was added Will County as a new authority. So I agree
With House action and ask for your support.
