Purpose
To identify, standardize, support, and expand Preventive Radiological/Nuclear Detection (PRND) efforts and capabilities.
PRND activities deter, detect, and report the hazardous handling and/or unauthorized attempts to import, possess, store, develop, or transport illicit radiological/nuclear material within the state.

• State-level PRND program currently in planning stages• Steering Committee with 62nd CST, LSP, DWF, DEQ, DNDO, and
GOHSEP guiding development• Maritime and Land Focused• Applies to special events and steady-state operations• Equipment is in the field with more being acquired• Training and exercise support is available• Similar efforts underway at our ports and in other states• Expectation that State-level program will act as a model

Concept of Operations (CONOPS)
• CONOPS to be finalized this week and included as a supplement to the State EOP
• CONOPS Includes:– PRND Goals and Objectives– Major Pathways (Maritime, road, rail, air, etc)– Special Event and Steady-State Missions– Screening, Reachback, Alarm Resolution– Distribution of Capabilities and Responsibilities
• May be used as a model for local-level CONOPS

Screening and Reachback• Primary Screening – The initial point of radiation detection and includes first
contact– Detection at a checkpoint– Regular inspection
• Secondary Screening – Overt or covert investigative screening where the source is identified and analyzed– LSP HazMat or 62nd CST response and analysis of initial detection
• Reachback – Off-site resources contacted to provide technical analysis for resolution of events on-site– LDEQ verification of radiological materials license– DHS and DOE 24-hour resources providing radiation spectra analysis and technical
analysis

Equipment
• Current and pending capability– Handheld detectors with each LSP HazMat trooper– 5 vessels with radiation detection and isotope identification at Wildlife
& Fisheries– Multiple personal radiation detectors– Radiation Isotope IDentifiers (RIID)
• Mobile Detection Deployment Units (MDDU)– Available upon request to trained responders– DNDO must provide training before your request– Supports 40 emergency responders

Training and Exercises
• DNDO can bring training to the local level using your own equipment
• PRND Exercise Support is available through GOHSEP and the Global Nuclear Detection Architecture (GNDA) Exercise Program– GNDA exercise program designs, conducts, evaluates, and supports
exercises at all levels of government– DNDO can provide live radiological sources for exercises
• WIPP TRansportation EXercises (WIPPTREX) and Nuclear Power Plant Exercises are closely related to, but separate from PRND

Sustainment
• Louisiana PRND Program development phase expected to complete in the summer of 2015
• Most equipment requires regular calibration, optimization, and/or maintenance
• GOHSEP maintains a radiological detection equipment calibration and maintenance shop
• PRND has been included in the Threat Hazards Identification and Risk Assessment (THIRA)
• Funding for sustainment and expansion of Louisiana PRND capabilities may arrive via SHSP, EMPG, or UASI grants
