Demand for investment port development

capital:

The total budget : VND 80 to 100 trillion

(excluding investment funding, specialized ports and

wharves);

Port infrastructure: VND 40 to 50 trillion.

Solutions and policies❖To mobilize to the utmost all resources for seaport

development;

❖State budget capital only focuses on investing in

public infrastructure of seaports at general

seaports and regional hubs;

❖Applying public-private partnership (PPP)

investment for new large-scale development ports

and wharves.

❖Budget capital concentrates on investment in

public infrastructure items (shipping lanes, shared

breakwaters) connected to important seaports.

Solutions and policies (cnt)❖Applying the exploitation lease mechanism for the

infrastructure of ports built with budget capital

according to the provisions of law.

❖Research and apply the port management model

to promote investment efficiency and port

exploitation and attract investment resources.

❖Piloting the application of seaport management

model in: Lach Huyen port (Hai Phong) and Van

Phong harbor area (Khanh Hoa).

National Single Window: means permission for customs

declarants to send information and electronic documents for

completion of customs procedures and procedures of state

management agencies related to imported and exported goods

through an integrated information system. State management

agencies shall decide to permit import, export and transit of

goods; customs offices shall decide on customs clearance and

release of goods on the integrated information system (Article

4, Customs Law 2014).

ASEAN Single Window: is the environment where

national single windows of member countries operate and

integrate.

MOF (Customs): From 01/4/2014: Provide public service at level

4 (fully automation) for customs procedures via VNACCS/VCIS

systems and E-Payment system which are connecting to NSW.

MOT: From 12/11/2014: Connected to NSW for processing

entry, exit and transit procedures for vessels and ships at Hai

Phong port;

MOIT: From 25/12/2014: Connected to NSW for procedures

relating to ATIGA C/O form D, and other permits
