Planning process in India

• Planning process in India has both hierarchical and interactive nature because of the federal democratic nature of the political structure.

• Planning commission in India is the Apex body responsible for advising the formulation of the Plans in India.

• The present Govt is proposing to do away with planning commission. However the system which will come in its place is yet to be announced

– Responsible for assessing all resources of the country

– Formulating for the most effective and balanced

utilisation of resources and determining priorities.

• Expenditure more than revenue receipts

−Due to payment of wages, salaries, Pensions and

other establishment charges.

−90-93% mandatory expenditure.

• Non-availability of sufficient funds to carry out

projects/schemes.

Components of the Plan

• The plan as formulated has three distinct components– A long term perspective plan– A five year plan– An Annual Plan

Perspective plan

• Objective : to indicate the desired direction of economic activities to serve as pointers in formulating the operational targets that go into the Five Year Plans

The Perspective Plan

• Formulated along two principal lines– The part that deals with overall strategy also

indicates the magnitude and type of resource mobilisation

– The other and more detailed part deals with project development in key sectors of the economy that has backward and forward linkage

– Once the key sectors are laid , perspective plan also tries indicate a certain time phasing of activities that are required for realising the objectives

Five year plan

• Constructed based on the recommendations of the large number of working groups which deals with the major sectors of the economic activities

• Lays down the broader strategies , objectives, growth rate, sectoral targets etc

• Each five year plan has a – Central component– State component : social services, agriculture,

irrigation, infrastructural activities, power ,road etc

– 8.2% of BE for tribal areas

– 20% of BE for SC/ST, and also for gender budgeting
