The main principle UN Convention of the Rights of Persons with Disabilities, 2006 (Article 24, Education)
1. States Parties recognize the right of persons with disabilities to education (…) 2. (…) States Parties shall ensure : • an inclusive education system at all levels • That persons with disabilities are not excluded
from the general education system
BUT we all see large differences between countries in the way they realise ‘Inclusive Education … (see Map of EU)

A very SLOW process New legislation proposals in discussion An increasing countermovement – Budget cuts slow down this process – Teachers (unions) fear implementation
without appropriate means / support. – Parents complain that the Mainstream
