Pathways to Educational Leadership Certification

An Educational Leader Certificate Level 1 (EDL1) certificate may be obtained through one of four pathways:➢Master’s Degree Pathway in Ed Leadership

➢Alternate Pathway 1 for persons who already hold a master’s degree and complete an individualized Ed Leader plan of study

➢Alternate Pathway 2 for persons who have served in leadership roles and document 240 hours of leadership experiences aligned to ELCC standards

➢Alternate Pathway 3 for persons who successfully complete a competency-based Educational Leadership Practitioner/Residency program from a LA approved program provider

• Note: All program completers must hold a LA Level 2 or 3 or Type A or B teaching license and have a passing score on the School Leaders Licensure Assessment (SLLA) in accordance with state requirements (no other test is accepted…even from other states).

Path 2---240 Clock Hours

• Must have graduate degree in education

• 240 clock hours of leadership experience at school or district level (aligned with Bulletin 125—next slide)

• An additional letter is not required as long as they sign off on the form (proving you did the clock hours)

• There is no specific timeline for the experiences in policy: A general rule is looking at leadership experiences within the last five years.

The Educational Leader Level 1 (EDL1) certificate is an entry-level certificate for individuals seeking to qualify for school and/or district leadership positions upon completion of an Ed Leader program. EDL certificate holders may serve as the following:➢assistant principals

➢ principals

➢parish or city supervisors of instruction

➢supervisors of child welfare and attendance

➢special education supervisors or

➢comparable school/district leader positions

The Educational Leadership Application Packet can be found at www.teachlouisiana.net under the “Certification” tab.

➢With the completion of the Educational Leader Packet you can request certification for Educational Leader Level 1, Educational Leader Level 2, or Educational Leader Level 3/Superintendent.

➢Upon receipt of the completed application packet, a determination will be made by the Division of Certification regarding the requested action.

➢You will be notified in writing if additional information is needed. ➢A letter of eligibility for Educational Leader certification will be issued to

individuals who meet requirements via one of the 4 pathways. The appropriate leadership certificate will be issued upon employment in a leadership capacity per the verification of the hire date from the employing Louisiana Employing Authority.

➢Louisiana Employing Authorities have been informed that a letter of eligibility issued by the Division of Certification is sufficient to identify you as being eligible for employment.

The EDL application packet should be mailed to: Division of Certification, Preparation and Recruitment, LA Department of Education, P. O. Box 94064, Baton Rouge, LA, 70804-9064. ➢ The following items are required as part of a complete application packet:

1. Application for EDL form with all information provided (Indicate “Yes” or “No” if you are serving as an Educational Leader)

2. Professional Conduct form completed and signed3. Copy of teaching license4. Experience Verification forms signed by the LEA are required to provide evidence of successful

leadership experience (for Alternate Pathway 2 completers only)5. Official transcripts not already on file with the La Dept of Education (for Masters and pathway 1)6. Letter from program provider verifying successful completion of EDL program (for alternate

pathway 1 and 3 completers)7. School Leaders Licensure Assessment Praxis score report (a copy is acceptable)8. Certification Processing Fee

➢ Initial Certificate - $50.00 non-refundable certification processing fee (check or money order, payable to the Louisiana Department of Education)

➢ Renewal of Certificate - $25.00 non-refundable certification processing fee (check or money order, payable to the Louisiana Department of Education).

• All application materials are to be sent to the Louisiana Department of Education as a single packet. Once the complete set of application materials is received, the application packet will be evaluated for purposes of issuing an eligibility letter. We regret that we are unable to process requests that are missing any of the required materials; incomplete applications will be returned to the applicant specifying needed documentation.

Educational Leadership Updates

Educational Leadership Certification (EDL) is no longer an add-on endorsement to an existing teaching certificate; It is now a stand-alone certificate.

➢A letter of eligibility is issued to the individual after applying for the EDL certificate, if all requirements in Bulletin 746 are met. The letter can be printed at the TEACH LA website under the Certification tab and “Status of Certification Application”.

➢An EDL eligibility statement is placed on the individual’s teaching certificate visible at the TEACH LA website.

➢The EDL certificate is issued when the employing authority verifies that the individual is employed in an administrative capacity. (See the new check box on the EDL application to indicate if the individual is hired as an Ed Leader.)

Educational Leadership Renewal Requirements

➢The EDL 1 certificate is valid for three years initially. Individuals holding the EDL 1 certificate must serve for three years on this certificate and meet the standards of effectiveness for at least three years pursuant to the requirements in Bulletin 130 and mandated by Act 54 to qualify for issuance of the EDL 2 certificate.

➢The EDL 2 certificate is valid for five years initially and may be renewed for another 5 years if the individual meets the standards of effectiveness for at least three of the five years covered by the certificate, pursuant to the requirements in Bulletin 130 and mandated by Act 54.

➢The EDL 3/Superintendent certificate is valid for five years initially and may be extended thereafter for a period of five years at the request of an LEA. For renewal of an EDL 3 certificate, candidates must successfully meet the standards of effectiveness for at least three years during the five-year initial or renewal period pursuant to Bulletin 130 .

Note About New Application Process

To apply for your EDL1 and any other certification, a new process is in place in Louisiana.

According to the LDOE, it is not mandatory at this time, but will be soon. You should create an account here.

You can upload up to 10 files. You will upload your application, verification forms, experience descriptions and any other application documents. Since you can only upload up to 10 files, you may want to upload verification forms as one file, experience descriptions as one file, etc. You will also upload your "binder" as one .pdf file. You will pay using the online system as well.

• Educational Leadership is a stand-alone certificate issued separate and apart from a teaching certificate.

• Individuals serving in a leadership role who have been issued an Ed Leader certificate are required to meet the standards of effectiveness per ACT 54 and Bulletin 130 to renew the Ed Leader certificate.

• If the Ed Leader renewal guidelines are not met, the teaching certificate is still valid.
