10 PURPOSE
The purpose of this report is to provide an update on the Ministry of Transportations (MTO) Class Environmental Assessment (EA) and Preliminary Design Study of Highway 401 from Brock Road to Courtice Road and to receive endorsement of the comments City staff made to MTO in December 2013 in respect to interchange designs at Simcoe Street and Harmony Road
Attachment No 1 is a copy of an MTO document entitled Value Engineering Study Overview Simcoe Street and Harmony Road Interchanges dated October 30 2013
Attachment No 2 is a copy of a letter dated December 20 2013 from City staff to MTO commenting on MTOs preferred interchange designs

The Ministry of Transportation (MTO) is conducting a Class Environmental Assessment (EA) and Preliminary Design Study of Highway 401 between Brock Road and Courtice Road
The EA will determine how the highway will be improved
As part of the EA MTO has completed a value engineering exercise and identified its preferred designs for the future Simcoe Street and Harmony Road interchanges
City staff have concerns with MTOs preferred designs and have identified certain changesimprovements
Regional staff support City staffs concerns and recommended changesimprovements
This report provides information on the future interchange designs and recommends that Council endorse City staffs December 2013 comments

City of Oshawa staff has reviewed the results of the Value Engineering study presented at the joint MTO- Region- City meeting of October 30 2013 and would like to provide comments These comments are at a staff level and are provided to the Ministry for further discussion purposes only at this time Once City staff and MTO are in agreement with the conceptual design staff will present it to City of Oshawa Council for endorsement
Simcoe Street I Ritson Road Interchange
City staff generally supports the Ministrys conceptual design for the Simcoe StreeURitson Road interchange However staff considers it appropriate to include a westbound off-ramp to Ritson Road This position is based on amongst other considerations the following
1) A review of the GO Transit traffic study for the extension of GO services and new central Oshawa station shows it did not adequately address traffic demands from east of Ritson Road Instead it focused on traffic flows from the north and northeast of the new station
2) The new central Oshawa station will be the eastern terminus of full-day rail service for many years Therefore it is anticipated that traffic demand to and from the station via Hwy 401 for commuters living east of Ritson Road will be significant when the station opens and will continue to grow for many years
3) Simcoe Street is the primary north-south spine in Oshawa for the future BRTLRT service the Central Oshawa Mobility Hub and a key Hwy 401 crossover for the Regional Cycling Network It also provides primary access to Downtown Oshawa and the University Without the Ritson Road off ramp all traffic will be required to use the Simcoe interchange thereby increasing traffic to an already congested interchange and Simcoe Street

Harmony Road Interchange
City staff also generally support the Ministrys conceptual design for the Harmony Road interchange including the addition of a slotted on-ramp from southbound Harmony Road to Hwy 401 westbound north of the intersection of Harmony Road and Bloor Street
City staff suggest the Ministry consider an additional lane on the eastbound off-ramp to provide direct access to Farwell Ave Staff considers this to be beneficial for the following reasons
1) A large amount of traffic especially truck traffic uses Farewell Avenue to trayel between Hwy 401 and the southern areas of Oshawa
2) A large amount of commuter traffic use Farewell Avenue to access General Motors Business Park which contains existing commercial developments and has capacity for future developments
3) Existing large industri~l operations including a growing number of industrial port users generate a considerable amount of this traffic and are looking to expand their facilities thereby creating additional traffic south of Hwy 401
4) The Oshawa Port Authority (OPA) is actively seeking to expand its operations and develop its land holdings consistent with the OPAs approved Land Use Plan resulting in increased traffic between Hwy 401 and the Port
5) Farewell Avenue is the only direct north-south route linking Highway 401 to Oshawas port lands and surrounding industrial area Although Simcoe Street also provides access it predominantly services residential neighborhoods and would be in-conflict with industrial traffic
6) Future industrial development such as a potential container port will produce additional traffic particularly truck traffic
This additional lane will reduce the difficult turning movements for trucks exiting Hwy 401 going directly to Farewell Avenue under the proposed design A slotted right turn could also be added to the new lane to provide easy access to westbound Bloor Street Left turns to eastbound Bloor Street could also be restricted
Walking and Cycling Network
The City has developed a highly-connected urban walking and cycling system within the study area All efforts are required to maintain or enhance this system This includes the goal of maintaining the Michael Starr trail and the Simcoe Street sidewalkplanned Regional cycling route crossings over Hwy 401 in support of the Regional and City active transportation network The City also seeks an opportunity to link the two disconnected sections of the Harmony Creek trail system north and south of Hwy 401 via a new crossing at the planned Harmony Road Interchange to accommodate a critical missing link in the Citys active trimsportation network Details of the Citys off-road trail systems are available at the Citys website at httpwwwoshawacamun restrailsasp
With respect to the cross-section drawings distributed prior to the VE meeting City staff request MTO to allow for future growth of the local roads and their associated existing and planned pedestriancycling requirements both at the Ministrys cost

City of Oshawa staff has reviewed the results of the Value Engineering study presented at the joint MTO- Region- City meeting of October 30 2013 and would like to provide comments These comments are at a staff level and are provided to the Ministry for further discussion purposes only at this time Once City staff and MTO are in agreement with the conceptual design staff will present it to City of Oshawa Council for endorsement
Simcoe Street I Ritson Road Interchange
City staff generally supports the Ministrys conceptual design for the Simcoe StreeURitson Road interchange However staff considers it appropriate to include a westbound off-ramp to Ritson Road This position is based on amongst other considerations the following
1) A review of the GO Transit traffic study for the extension of GO services and new central Oshawa station shows it did not adequately address traffic demands from east of Ritson Road Instead it focused on traffic flows from the north and northeast of the new station
2) The new central Oshawa station will be the eastern terminus of full-day rail service for many years Therefore it is anticipated that traffic demand to and from the station via Hwy 401 for commuters living east of Ritson Road will be significant when the station opens and will continue to grow for many years
3) Simcoe Street is the primary north-south spine in Oshawa for the future BRTLRT service the Central Oshawa Mobility Hub and a key Hwy 401 crossover for the Regional Cycling Network It also provides primary access to Downtown Oshawa and the University Without the Ritson Road off ramp all traffic will be required to use the Simcoe interchange thereby increasing traffic to an already congested interchange and Simcoe Street

Harmony Road Interchange
City staff also generally support the Ministrys conceptual design for the Harmony Road interchange including the addition of a slotted on-ramp from southbound Harmony Road to Hwy 401 westbound north of the intersection of Harmony Road and Bloor Street
City staff suggest the Ministry consider an additional lane on the eastbound off-ramp to provide direct access to Farwell Ave Staff considers this to be beneficial for the following reasons
1) A large amount of traffic especially truck traffic uses Farewell Avenue to trayel between Hwy 401 and the southern areas of Oshawa
2) A large amount of commuter traffic use Farewell Avenue to access General Motors Business Park which contains existing commercial developments and has capacity for future developments
3) Existing large industri~l operations including a growing number of industrial port users generate a considerable amount of this traffic and are looking to expand their facilities thereby creating additional traffic south of Hwy 401
4) The Oshawa Port Authority (OPA) is actively seeking to expand its operations and develop its land holdings consistent with the OPAs approved Land Use Plan resulting in increased traffic between Hwy 401 and the Port
5) Farewell Avenue is the only direct north-south route linking Highway 401 to Oshawas port lands and surrounding industrial area Although Simcoe Street also provides access it predominantly services residential neighborhoods and would be in-conflict with industrial traffic
6) Future industrial development such as a potential container port will produce additional traffic particularly truck traffic
This additional lane will reduce the difficult turning movements for trucks exiting Hwy 401 going directly to Farewell Avenue under the proposed design A slotted right turn could also be added to the new lane to provide easy access to westbound Bloor Street Left turns to eastbound Bloor Street could also be restricted
Walking and Cycling Network
The City has developed a highly-connected urban walking and cycling system within the study area All efforts are required to maintain or enhance this system This includes the goal of maintaining the Michael Starr trail and the Simcoe Street sidewalkplanned Regional cycling route crossings over Hwy 401 in support of the Regional and City active transportation network The City also seeks an opportunity to link the two disconnected sections of the Harmony Creek trail system north and south of Hwy 401 via a new crossing at the planned Harmony Road Interchange to accommodate a critical missing link in the Citys active trimsportation network Details of the Citys off-road trail systems are available at the Citys website at httpwwwoshawacamun restrailsasp
With respect to the cross-section drawings distributed prior to the VE meeting City staff request MTO to allow for future growth of the local roads and their associated existing and planned pedestriancycling requirements both at the Ministrys cost

City of Oshawa staff has reviewed the results of the Value Engineering study presented at the joint MTO- Region- City meeting of October 30 2013 and would like to provide comments These comments are at a staff level and are provided to the Ministry for further discussion purposes only at this time Once City staff and MTO are in agreement with the conceptual design staff will present it to City of Oshawa Council for endorsement
Simcoe Street I Ritson Road Interchange
City staff generally supports the Ministrys conceptual design for the Simcoe StreeURitson Road interchange However staff considers it appropriate to include a westbound off-ramp to Ritson Road This position is based on amongst other considerations the following
1) A review of the GO Transit traffic study for the extension of GO services and new central Oshawa station shows it did not adequately address traffic demands from east of Ritson Road Instead it focused on traffic flows from the north and northeast of the new station
2) The new central Oshawa station will be the eastern terminus of full-day rail service for many years Therefore it is anticipated that traffic demand to and from the station via Hwy 401 for commuters living east of Ritson Road will be significant when the station opens and will continue to grow for many years
3) Simcoe Street is the primary north-south spine in Oshawa for the future BRTLRT service the Central Oshawa Mobility Hub and a key Hwy 401 crossover for the Regional Cycling Network It also provides primary access to Downtown Oshawa and the University Without the Ritson Road off ramp all traffic will be required to use the Simcoe interchange thereby increasing traffic to an already congested interchange and Simcoe Street

City staff also generally support the Ministrys conceptual design for the Harmony Road interchange including the addition of a slotted on-ramp from southbound Harmony Road to Hwy 401 westbound north of the intersection of Harmony Road and Bloor Street
City staff suggest the Ministry consider an additional lane on the eastbound off-ramp to provide direct access to Farwell Ave Staff considers this to be beneficial for the following reasons
1) A large amount of traffic especially truck traffic uses Farewell Avenue to trayel between Hwy 401 and the southern areas of Oshawa
2) A large amount of commuter traffic use Farewell Avenue to access General Motors Business Park which contains existing commercial developments and has capacity for future developments
3) Existing large industri~l operations including a growing number of industrial port users generate a considerable amount of this traffic and are looking to expand their facilities thereby creating additional traffic south of Hwy 401
4) The Oshawa Port Authority (OPA) is actively seeking to expand its operations and develop its land holdings consistent with the OPAs approved Land Use Plan resulting in increased traffic between Hwy 401 and the Port
5) Farewell Avenue is the only direct north-south route linking Highway 401 to Oshawas port lands and surrounding industrial area Although Simcoe Street also provides access it predominantly services residential neighborhoods and would be in-conflict with industrial traffic
6) Future industrial development such as a potential container port will produce additional traffic particularly truck traffic
This additional lane will reduce the difficult turning movements for trucks exiting Hwy 401 going directly to Farewell Avenue under the proposed design A slotted right turn could also be added to the new lane to provide easy access to westbound Bloor Street Left turns to eastbound Bloor Street could also be restricted
Walking and Cycling Network
The City has developed a highly-connected urban walking and cycling system within the study area All efforts are required to maintain or enhance this system This includes the goal of maintaining the Michael Starr trail and the Simcoe Street sidewalkplanned Regional cycling route crossings over Hwy 401 in support of the Regional and City active transportation network The City also seeks an opportunity to link the two disconnected sections of the Harmony Creek trail system north and south of Hwy 401 via a new crossing at the planned Harmony Road Interchange to accommodate a critical missing link in the Citys active trimsportation network Details of the Citys off-road trail systems are available at the Citys website at httpwwwoshawacamun restrailsasp
With respect to the cross-section drawings distributed prior to the VE meeting City staff request MTO to allow for future growth of the local roads and their associated existing and planned pedestriancycling requirements both at the Ministrys cost

City of Oshawa staff has reviewed the results of the Value Engineering study presented at the joint MTO- Region- City meeting of October 30 2013 and would like to provide comments These comments are at a staff level and are provided to the Ministry for further discussion purposes only at this time Once City staff and MTO are in agreement with the conceptual design staff will present it to City of Oshawa Council for endorsement
Simcoe Street I Ritson Road Interchange
City staff generally supports the Ministrys conceptual design for the Simcoe StreeURitson Road interchange However staff considers it appropriate to include a westbound off-ramp to Ritson Road This position is based on amongst other considerations the following
1) A review of the GO Transit traffic study for the extension of GO services and new central Oshawa station shows it did not adequately address traffic demands from east of Ritson Road Instead it focused on traffic flows from the north and northeast of the new station
2) The new central Oshawa station will be the eastern terminus of full-day rail service for many years Therefore it is anticipated that traffic demand to and from the station via Hwy 401 for commuters living east of Ritson Road will be significant when the station opens and will continue to grow for many years
3) Simcoe Street is the primary north-south spine in Oshawa for the future BRTLRT service the Central Oshawa Mobility Hub and a key Hwy 401 crossover for the Regional Cycling Network It also provides primary access to Downtown Oshawa and the University Without the Ritson Road off ramp all traffic will be required to use the Simcoe interchange thereby increasing traffic to an already congested interchange and Simcoe Street

Harmony Road Interchange
City staff also generally support the Ministrys conceptual design for the Harmony Road interchange including the addition of a slotted on-ramp from southbound Harmony Road to Hwy 401 westbound north of the intersection of Harmony Road and Bloor Street
City staff suggest the Ministry consider an additional lane on the eastbound off-ramp to provide direct access to Farwell Ave Staff considers this to be beneficial for the following reasons
1) A large amount of traffic especially truck traffic uses Farewell Avenue to trayel between Hwy 401 and the southern areas of Oshawa
2) A large amount of commuter traffic use Farewell Avenue to access General Motors Business Park which contains existing commercial developments and has capacity for future developments
3) Existing large industri~l operations including a growing number of industrial port users generate a considerable amount of this traffic and are looking to expand their facilities thereby creating additional traffic south of Hwy 401
4) The Oshawa Port Authority (OPA) is actively seeking to expand its operations and develop its land holdings consistent with the OPAs approved Land Use Plan resulting in increased traffic between Hwy 401 and the Port
5) Farewell Avenue is the only direct north-south route linking Highway 401 to Oshawas port lands and surrounding industrial area Although Simcoe Street also provides access it predominantly services residential neighborhoods and would be in-conflict with industrial traffic
6) Future industrial development such as a potential container port will produce additional traffic particularly truck traffic
This additional lane will reduce the difficult turning movements for trucks exiting Hwy 401 going directly to Farewell Avenue under the proposed design A slotted right turn could also be added to the new lane to provide easy access to westbound Bloor Street Left turns to eastbound Bloor Street could also be restricted
Walking and Cycling Network
The City has developed a highly-connected urban walking and cycling system within the study area All efforts are required to maintain or enhance this system This includes the goal of maintaining the Michael Starr trail and the Simcoe Street sidewalkplanned Regional cycling route crossings over Hwy 401 in support of the Regional and City active transportation network The City also seeks an opportunity to link the two disconnected sections of the Harmony Creek trail system north and south of Hwy 401 via a new crossing at the planned Harmony Road Interchange to accommodate a critical missing link in the Citys active trimsportation network Details of the Citys off-road trail systems are available at the Citys website at httpwwwoshawacamun restrailsasp
With respect to the cross-section drawings distributed prior to the VE meeting City staff request MTO to allow for future growth of the local roads and their associated existing and planned pedestriancycling requirements both at the Ministrys cost

City of Oshawa staff has reviewed the results of the Value Engineering study presented at the joint MTO- Region- City meeting of October 30 2013 and would like to provide comments These comments are at a staff level and are provided to the Ministry for further discussion purposes only at this time Once City staff and MTO are in agreement with the conceptual design staff will present it to City of Oshawa Council for endorsement
Simcoe Street I Ritson Road Interchange
City staff generally supports the Ministrys conceptual design for the Simcoe StreeURitson Road interchange However staff considers it appropriate to include a westbound off-ramp to Ritson Road This position is based on amongst other considerations the following
1) A review of the GO Transit traffic study for the extension of GO services and new central Oshawa station shows it did not adequately address traffic demands from east of Ritson Road Instead it focused on traffic flows from the north and northeast of the new station
2) The new central Oshawa station will be the eastern terminus of full-day rail service for many years Therefore it is anticipated that traffic demand to and from the station via Hwy 401 for commuters living east of Ritson Road will be significant when the station opens and will continue to grow for many years
3) Simcoe Street is the primary north-south spine in Oshawa for the future BRTLRT service the Central Oshawa Mobility Hub and a key Hwy 401 crossover for the Regional Cycling Network It also provides primary access to Downtown Oshawa and the University Without the Ritson Road off ramp all traffic will be required to use the Simcoe interchange thereby increasing traffic to an already congested interchange and Simcoe Street

Harmony Road Interchange
City staff also generally support the Ministrys conceptual design for the Harmony Road interchange including the addition of a slotted on-ramp from southbound Harmony Road to Hwy 401 westbound north of the intersection of Harmony Road and Bloor Street
City staff suggest the Ministry consider an additional lane on the eastbound off-ramp to provide direct access to Farwell Ave Staff considers this to be beneficial for the following reasons
1) A large amount of traffic especially truck traffic uses Farewell Avenue to trayel between Hwy 401 and the southern areas of Oshawa
2) A large amount of commuter traffic use Farewell Avenue to access General Motors Business Park which contains existing commercial developments and has capacity for future developments
3) Existing large industri~l operations including a growing number of industrial port users generate a considerable amount of this traffic and are looking to expand their facilities thereby creating additional traffic south of Hwy 401
4) The Oshawa Port Authority (OPA) is actively seeking to expand its operations and develop its land holdings consistent with the OPAs approved Land Use Plan resulting in increased traffic between Hwy 401 and the Port
5) Farewell Avenue is the only direct north-south route linking Highway 401 to Oshawas port lands and surrounding industrial area Although Simcoe Street also provides access it predominantly services residential neighborhoods and would be in-conflict with industrial traffic
6) Future industrial development such as a potential container port will produce additional traffic particularly truck traffic
This additional lane will reduce the difficult turning movements for trucks exiting Hwy 401 going directly to Farewell Avenue under the proposed design A slotted right turn could also be added to the new lane to provide easy access to westbound Bloor Street Left turns to eastbound Bloor Street could also be restricted
Walking and Cycling Network
The City has developed a highly-connected urban walking and cycling system within the study area All efforts are required to maintain or enhance this system This includes the goal of maintaining the Michael Starr trail and the Simcoe Street sidewalkplanned Regional cycling route crossings over Hwy 401 in support of the Regional and City active transportation network The City also seeks an opportunity to link the two disconnected sections of the Harmony Creek trail system north and south of Hwy 401 via a new crossing at the planned Harmony Road Interchange to accommodate a critical missing link in the Citys active trimsportation network Details of the Citys off-road trail systems are available at the Citys website at httpwwwoshawacamun restrailsasp
With respect to the cross-section drawings distributed prior to the VE meeting City staff request MTO to allow for future growth of the local roads and their associated existing and planned pedestriancycling requirements both at the Ministrys cost

City of Oshawa staff has reviewed the results of the Value Engineering study presented at the joint MTO- Region- City meeting of October 30 2013 and would like to provide comments These comments are at a staff level and are provided to the Ministry for further discussion purposes only at this time Once City staff and MTO are in agreement with the conceptual design staff will present it to City of Oshawa Council for endorsement
Simcoe Street I Ritson Road Interchange
City staff generally supports the Ministrys conceptual design for the Simcoe StreeURitson Road interchange However staff considers it appropriate to include a westbound off-ramp to Ritson Road This position is based on amongst other considerations the following
1) A review of the GO Transit traffic study for the extension of GO services and new central Oshawa station shows it did not adequately address traffic demands from east of Ritson Road Instead it focused on traffic flows from the north and northeast of the new station
2) The new central Oshawa station will be the eastern terminus of full-day rail service for many years Therefore it is anticipated that traffic demand to and from the station via Hwy 401 for commuters living east of Ritson Road will be significant when the station opens and will continue to grow for many years
3) Simcoe Street is the primary north-south spine in Oshawa for the future BRTLRT service the Central Oshawa Mobility Hub and a key Hwy 401 crossover for the Regional Cycling Network It also provides primary access to Downtown Oshawa and the University Without the Ritson Road off ramp all traffic will be required to use the Simcoe interchange thereby increasing traffic to an already congested interchange and Simcoe Street

Harmony Road Interchange
City staff also generally support the Ministrys conceptual design for the Harmony Road interchange including the addition of a slotted on-ramp from southbound Harmony Road to Hwy 401 westbound north of the intersection of Harmony Road and Bloor Street
City staff suggest the Ministry consider an additional lane on the eastbound off-ramp to provide direct access to Farwell Ave Staff considers this to be beneficial for the following reasons
1) A large amount of traffic especially truck traffic uses Farewell Avenue to trayel between Hwy 401 and the southern areas of Oshawa
2) A large amount of commuter traffic use Farewell Avenue to access General Motors Business Park which contains existing commercial developments and has capacity for future developments
3) Existing large industri~l operations including a growing number of industrial port users generate a considerable amount of this traffic and are looking to expand their facilities thereby creating additional traffic south of Hwy 401
4) The Oshawa Port Authority (OPA) is actively seeking to expand its operations and develop its land holdings consistent with the OPAs approved Land Use Plan resulting in increased traffic between Hwy 401 and the Port
5) Farewell Avenue is the only direct north-south route linking Highway 401 to Oshawas port lands and surrounding industrial area Although Simcoe Street also provides access it predominantly services residential neighborhoods and would be in-conflict with industrial traffic
6) Future industrial development such as a potential container port will produce additional traffic particularly truck traffic
This additional lane will reduce the difficult turning movements for trucks exiting Hwy 401 going directly to Farewell Avenue under the proposed design A slotted right turn could also be added to the new lane to provide easy access to westbound Bloor Street Left turns to eastbound Bloor Street could also be restricted
Walking and Cycling Network
The City has developed a highly-connected urban walking and cycling system within the study area All efforts are required to maintain or enhance this system This includes the goal of maintaining the Michael Starr trail and the Simcoe Street sidewalkplanned Regional cycling route crossings over Hwy 401 in support of the Regional and City active transportation network The City also seeks an opportunity to link the two disconnected sections of the Harmony Creek trail system north and south of Hwy 401 via a new crossing at the planned Harmony Road Interchange to accommodate a critical missing link in the Citys active trimsportation network Details of the Citys off-road trail systems are available at the Citys website at httpwwwoshawacamun restrailsasp
With respect to the cross-section drawings distributed prior to the VE meeting City staff request MTO to allow for future growth of the local roads and their associated existing and planned pedestriancycling requirements both at the Ministrys cost

Simcoe Street I Ritson Road Interchange
City staff generally supports the Ministrys conceptual design for the Simcoe StreeURitson Road interchange However staff considers it appropriate to include a westbound off-ramp to Ritson Road This position is based on amongst other considerations the following
1) A review of the GO Transit traffic study for the extension of GO services and new central Oshawa station shows it did not adequately address traffic demands from east of Ritson Road Instead it focused on traffic flows from the north and northeast of the new station
2) The new central Oshawa station will be the eastern terminus of full-day rail service for many years Therefore it is anticipated that traffic demand to and from the station via Hwy 401 for commuters living east of Ritson Road will be significant when the station opens and will continue to grow for many years
3) Simcoe Street is the primary north-south spine in Oshawa for the future BRTLRT service the Central Oshawa Mobility Hub and a key Hwy 401 crossover for the Regional Cycling Network It also provides primary access to Downtown Oshawa and the University Without the Ritson Road off ramp all traffic will be required to use the Simcoe interchange thereby increasing traffic to an already congested interchange and Simcoe Street

City staff also generally support the Ministrys conceptual design for the Harmony Road interchange including the addition of a slotted on-ramp from southbound Harmony Road to Hwy 401 westbound north of the intersection of Harmony Road and Bloor Street
City staff suggest the Ministry consider an additional lane on the eastbound off-ramp to provide direct access to Farwell Ave Staff considers this to be beneficial for the following reasons
1) A large amount of traffic especially truck traffic uses Farewell Avenue to trayel between Hwy 401 and the southern areas of Oshawa
2) A large amount of commuter traffic use Farewell Avenue to access General Motors Business Park which contains existing commercial developments and has capacity for future developments
3) Existing large industri~l operations including a growing number of industrial port users generate a considerable amount of this traffic and are looking to expand their facilities thereby creating additional traffic south of Hwy 401
4) The Oshawa Port Authority (OPA) is actively seeking to expand its operations and develop its land holdings consistent with the OPAs approved Land Use Plan resulting in increased traffic between Hwy 401 and the Port
5) Farewell Avenue is the only direct north-south route linking Highway 401 to Oshawas port lands and surrounding industrial area Although Simcoe Street also provides access it predominantly services residential neighborhoods and would be in-conflict with industrial traffic
6) Future industrial development such as a potential container port will produce additional traffic particularly truck traffic
This additional lane will reduce the difficult turning movements for trucks exiting Hwy 401 going directly to Farewell Avenue under the proposed design A slotted right turn could also be added to the new lane to provide easy access to westbound Bloor Street Left turns to eastbound Bloor Street could also be restricted
Walking and Cycling Network
The City has developed a highly-connected urban walking and cycling system within the study area All efforts are required to maintain or enhance this system This includes the goal of maintaining the Michael Starr trail and the Simcoe Street sidewalkplanned Regional cycling route crossings over Hwy 401 in support of the Regional and City active transportation network The City also seeks an opportunity to link the two disconnected sections of the Harmony Creek trail system north and south of Hwy 401 via a new crossing at the planned Harmony Road Interchange to accommodate a critical missing link in the Citys active trimsportation network Details of the Citys off-road trail systems are available at the Citys website at httpwwwoshawacamun restrailsasp

City of Oshawa staff has reviewed the results of the Value Engineering study presented at the joint MTO- Region- City meeting of October 30 2013 and would like to provide comments These comments are at a staff level and are provided to the Ministry for further discussion purposes only at this time Once City staff and MTO are in agreement with the conceptual design staff will present it to City of Oshawa Council for endorsement
Simcoe Street I Ritson Road Interchange
City staff generally supports the Ministrys conceptual design for the Simcoe StreeURitson Road interchange However staff considers it appropriate to include a westbound off-ramp to Ritson Road This position is based on amongst other considerations the following
1) A review of the GO Transit traffic study for the extension of GO services and new central Oshawa station shows it did not adequately address traffic demands from east of Ritson Road Instead it focused on traffic flows from the north and northeast of the new station
2) The new central Oshawa station will be the eastern terminus of full-day rail service for many years Therefore it is anticipated that traffic demand to and from the station via Hwy 401 for commuters living east of Ritson Road will be significant when the station opens and will continue to grow for many years
3) Simcoe Street is the primary north-south spine in Oshawa for the future BRTLRT service the Central Oshawa Mobility Hub and a key Hwy 401 crossover for the Regional Cycling Network It also provides primary access to Downtown Oshawa and the University Without the Ritson Road off ramp all traffic will be required to use the Simcoe interchange thereby increasing traffic to an already congested interchange and Simcoe Street

City staff also generally support the Ministrys conceptual design for the Harmony Road interchange including the addition of a slotted on-ramp from southbound Harmony Road to Hwy 401 westbound north of the intersection of Harmony Road and Bloor Street
City staff suggest the Ministry consider an additional lane on the eastbound off-ramp to provide direct access to Farwell Ave Staff considers this to be beneficial for the following reasons
1) A large amount of traffic especially truck traffic uses Farewell Avenue to trayel between Hwy 401 and the southern areas of Oshawa
2) A large amount of commuter traffic use Farewell Avenue to access General Motors Business Park which contains existing commercial developments and has capacity for future developments
3) Existing large industri~l operations including a growing number of industrial port users generate a considerable amount of this traffic and are looking to expand their facilities thereby creating additional traffic south of Hwy 401
4) The Oshawa Port Authority (OPA) is actively seeking to expand its operations and develop its land holdings consistent with the OPAs approved Land Use Plan resulting in increased traffic between Hwy 401 and the Port
5) Farewell Avenue is the only direct north-south route linking Highway 401 to Oshawas port lands and surrounding industrial area Although Simcoe Street also provides access it predominantly services residential neighborhoods and would be in-conflict with industrial traffic
6) Future industrial development such as a potential container port will produce additional traffic particularly truck traffic
This additional lane will reduce the difficult turning movements for trucks exiting Hwy 401 going directly to Farewell Avenue under the proposed design A slotted right turn could also be added to the new lane to provide easy access to westbound Bloor Street Left turns to eastbound Bloor Street could also be restricted
Walking and Cycling Network
The City has developed a highly-connected urban walking and cycling system within the study area All efforts are required to maintain or enhance this system This includes the goal of maintaining the Michael Starr trail and the Simcoe Street sidewalkplanned Regional cycling route crossings over Hwy 401 in support of the Regional and City active transportation network The City also seeks an opportunity to link the two disconnected sections of the Harmony Creek trail system north and south of Hwy 401 via a new crossing at the planned Harmony Road Interchange to accommodate a critical missing link in the Citys active trimsportation network Details of the Citys off-road trail systems are available at the Citys website at httpwwwoshawacamun restrailsasp
With respect to the cross-section drawings distributed prior to the VE meeting City staff request MTO to allow for future growth of the local roads and their associated existing and planned pedestriancycling requirements both at the Ministrys cost

City of Oshawa staff has reviewed the results of the Value Engineering study presented at the joint MTO- Region- City meeting of October 30 2013 and would like to provide comments These comments are at a staff level and are provided to the Ministry for further discussion purposes only at this time Once City staff and MTO are in agreement with the conceptual design staff will present it to City of Oshawa Council for endorsement
Simcoe Street I Ritson Road Interchange
City staff generally supports the Ministrys conceptual design for the Simcoe StreeURitson Road interchange However staff considers it appropriate to include a westbound off-ramp to Ritson Road This position is based on amongst other considerations the following
1) A review of the GO Transit traffic study for the extension of GO services and new central Oshawa station shows it did not adequately address traffic demands from east of Ritson Road Instead it focused on traffic flows from the north and northeast of the new station
2) The new central Oshawa station will be the eastern terminus of full-day rail service for many years Therefore it is anticipated that traffic demand to and from the station via Hwy 401 for commuters living east of Ritson Road will be significant when the station opens and will continue to grow for many years
3) Simcoe Street is the primary north-south spine in Oshawa for the future BRTLRT service the Central Oshawa Mobility Hub and a key Hwy 401 crossover for the Regional Cycling Network It also provides primary access to Downtown Oshawa and the University Without the Ritson Road off ramp all traffic will be required to use the Simcoe interchange thereby increasing traffic to an already congested interchange and Simcoe Street

Harmony Road Interchange
City staff also generally support the Ministrys conceptual design for the Harmony Road interchange including the addition of a slotted on-ramp from southbound Harmony Road to Hwy 401 westbound north of the intersection of Harmony Road and Bloor Street
City staff suggest the Ministry consider an additional lane on the eastbound off-ramp to provide direct access to Farwell Ave Staff considers this to be beneficial for the following reasons
1) A large amount of traffic especially truck traffic uses Farewell Avenue to trayel between Hwy 401 and the southern areas of Oshawa
2) A large amount of commuter traffic use Farewell Avenue to access General Motors Business Park which contains existing commercial developments and has capacity for future developments
3) Existing large industri~l operations including a growing number of industrial port users generate a considerable amount of this traffic and are looking to expand their facilities thereby creating additional traffic south of Hwy 401
4) The Oshawa Port Authority (OPA) is actively seeking to expand its operations and develop its land holdings consistent with the OPAs approved Land Use Plan resulting in increased traffic between Hwy 401 and the Port
5) Farewell Avenue is the only direct north-south route linking Highway 401 to Oshawas port lands and surrounding industrial area Although Simcoe Street also provides access it predominantly services residential neighborhoods and would be in-conflict with industrial traffic
6) Future industrial development such as a potential container port will produce additional traffic particularly truck traffic
This additional lane will reduce the difficult turning movements for trucks exiting Hwy 401 going directly to Farewell Avenue under the proposed design A slotted right turn could also be added to the new lane to provide easy access to westbound Bloor Street Left turns to eastbound Bloor Street could also be restricted
Walking and Cycling Network
The City has developed a highly-connected urban walking and cycling system within the study area All efforts are required to maintain or enhance this system This includes the goal of maintaining the Michael Starr trail and the Simcoe Street sidewalkplanned Regional cycling route crossings over Hwy 401 in support of the Regional and City active transportation network The City also seeks an opportunity to link the two disconnected sections of the Harmony Creek trail system north and south of Hwy 401 via a new crossing at the planned Harmony Road Interchange to accommodate a critical missing link in the Citys active trimsportation network Details of the Citys off-road trail systems are available at the Citys website at httpwwwoshawacamun restrailsasp
With respect to the cross-section drawings distributed prior to the VE meeting City staff request MTO to allow for future growth of the local roads and their associated existing and planned pedestriancycling requirements both at the Ministrys cost
