Open Data Definition

Open data is data that can be freely used, reused and redistributed by anyone - subject only, at most, to the requirement to attribute and share-alike.

- Open Knowledge Foundation

More: Definition of Open Data

As worded in the Definition

1. Open data is data that can be freely used

2. It can be freely Reused 3. It can be freely

redistributed by anyone4. Subject only, at most, to

the requirement to attribute and share-alike.

Subject Addressed

1. Data Format Type2. Data Transforms3. Free and Unfettered

InteroperabilityThis is why we have an open data definition

Open Data Ecosystems

Government Critical Role

Enable value creation• Promoting better decision making• Stimulating development of new products and services• Increasing transparency and

improving accountability

Manage risks• Protecting the privacy, security, and personal safety of individuals• Helping organizations manage risks related to confidentiality,

liability, and intellectual property

Value Levers for GovernmentThree overarching value levers of open data can help generate more than $3 trillion annually for the global economy. Decision makingOpen data provides a fact base to make more informed and objective choices using information that is often available in real time

New offeringsOpen data enables organizationsto better understand their customers and context and to design new products and services

AccountabilityOpen data reveals issues in behavior, choices, andspending that citizens and leaders can act on to effect change

“Data is the new raw material of the 21st century”

-Sir Francis Maude

Opening DataKeep it simple, move fast, engage often

Choosing Data Sets• Asking the community• Cost basis• Ease of release• Observe peers

Data Licensing • Public Domain: Apply the Public Domain Dedication and

License. This Puts all your material in the ‘Public Domain’

• Share-Alike (plus Attribution): Apply the Open Database License. Like the GPL (or CC Attribution Share-Alike) requires public re-users of your data to share back changes (and attribute).

• For an exhaustive list of licenses and their limitations see http://opendefinition.org/licenses/

Technical Openness

Open data needs to be technically open as well as legally open. Specifically, the data needs to be available in bulk in a machine-readable format.

• Make your Data Available• In Bulk• In open, machine readable format

Make data discoverable• Open data is nothing without users. You need to be able to

make sure that people can find the source material. This section will cover different approaches.

• The most important thing is to provide a neutral space which can overcome both inter-agency politics and future budget cycles. Jurisdictional borders, whether sectorial or geographical, can make cooperation difficult.

• However, there are significant benefits in joining forces. The easier it is for outsiders to discover data, the faster new and useful tools will be built.

Players in the Market

• Minor Players: Niche Platforms for Gov’t open Data • Socrata http://socrata.com • ODS http://opendatasoft.com • CKAN http://ckan.org

• Larger Companies moving into this market• Accela http://www.civicdata.com/ • ESRI http://ESRI.com • Dimension Data or Rackspace + CKAN or ODS

Accela + CKAN = Open Data

ESRI + ArcGIS = Open Data
