WEST WALLSENDBig changes in system acceptance sees increase in NSW coal mine development performance
Client Success
BackgroundXstrata Coal’s West Wallsend longwall underground mine, 25 kms south east of Newcastle, supplies medium-high volatile semi-soft coking coal and thermal coal for export and various local users. Output capacity runs at 3.5 million tones of raw coal per annum and the mines recoverable reserves are estimated to be up to 80 million tones.
In early July 2005, Jamieson Group was re-commissioned to implement system improvements and provide training where required. This was a follow on from the operational review conducted in November 2003 and a subsequent first phase of the project in mid 2004.
The ChallengeCommunication processes appeared to be at the heart of the problem - the lack of focused planning and measurable target achievement which are, of course, primary contributors to the fiscal well-being of any business activity. There was a lack of ownership and responsibility for achieving budgeted volumes and this was magnified by missing links between production targets and activity planning; this meant that under-managers, deputies, leading hands and others at the supervisor level were working in isolation.
Tony Collett, Jamieson Group’s Regional General Manager explains “Our task was to address issues at each level and put in place the right systems and leadership/ management behaviours to create a true sense of ownership at the various levels so that efforts were coordinated and understood more fully”.
The Approach Working under close guidance from Lawrie Ireland, ‘Westies’ Operations Manager; the Jamieson Group program involved the following:
• Supervisor Workshops;
• Enhanced the planning process from Weekly to Shift increments;

West Wallsend
• Established Short Interval Control (SIC)
• Developed process controls;
• Coached and introduced management tools for efficient communication and transfer of information;
• Defined control spans to include roles, responsibilities and performance evaluations;
• Enhanced the culture of continuous improvement with heightened awareness of business needs and requirements; and
• Coached to develop management and supervisory behaviours with an emphasis on implementation, follow-up, root cause analysis and problem solving.
The Jamieson Group Short Interval Control solution, which included sequence planning and control, established a best practice system at West Wallsend and also established behaviours at the different supervisory and management levels to ensure the value of the system. Supervisors and managers also have a much better understanding and acceptance of responsibilities and expectations.
Today, the managers and the systems in place at West Wallsend are structured and results focused. All levels of management are actively contributing to productivity improvements. A major benefit of Short Interval Control is that each part of the production process has a particular purpose which is also then an important component of a coordinated process. The behaviours that come with SIC ensure that there are short interval solutions.
The SuccessWith the improvement of operational discipline at West Wallsend, there has been a corresponding improvement in development performance. The improvement in metres advanced in the development units is 20% over a 15 month average base.
