3. Informal Education - is a lifelong process of learning by which every person acquires and accumulates knowledge, skills, attitudes and insights from daily experiences at home, at work, at play and from life itself.

Executive Order No. 356: Renaming the Bureau of Nonformal Education (BNFE) to Bureau of Alternative

Learning System (BALS)

September 13, 2014, the office of the President of the Republic of the Philippines renamed the DepEd’s BNFE to BALS through this Executive Order signed by Former President Gloria Macapagal-Arroyo.Not only does this Order reiterate the Bureau’s mandate to address the learning needs of marginalized learners but also directs BALS to provide a systematic and flexible approach to reach all types of learners outside the school system.

Functions of BALS

To address the learning needs of all marginalized groups including the deprived, depressed and underserved citizens.

To coordinate with various agencies for skills development of the learners.

To expand access to educational opportunities for citizens of different interests, capabilities, demographic characteristics, and socio-economic origins status.

To promote certification and accreditation for basic education of alternative learning programs both nonformal and informal in nature.

In summary, by virtue of the Executive Order No. 356, the

ALTERNATIVE LEARNING SYSTEM (ALS)

• a parallel learning system to provide a viable alternative to the existing formal education instruction. It encompasses both the nonformal and informal sources of knowledge and skills.

(ALS Target Groups)

• out-of-school youth and adults who are 16 years old or older and beyond basic school age that need basic literacy skills particularly in reading, writing and simple computation.

• street children, indigenous people, farmers, fisher folks, women, adolescents, solo parents, children in conflict areas not reached by the formal school system, rebel returnees, and others.

The BLP is a program aimed at eradicating illiteracy among out-of-school youth and adults (in extreme cases school-aged children) by developing basic literacy skills of reading, writing and numeracy.

The A&E is a program aimed at providing an alternative pathway of learning for out-of-school youth and adult who are basically literate but who have not completed the 10 years of basic education

ALS learners [Basic Literacy, ALS Equivalency program, BPOSA program, Mobile Teacher Program and eSkwela] must take and pass the ALS National A & E Test that certifies their learning achievement comparable / equivalent to formal education. [once a year]
