State Govt. has initiated this mission mode project with the help of state NIC, Gujarat near about in the year 2010 end. Many reform processes have been carried out since then and all these processes are supported by GRs.

o Start date: 23rd April 2010 o Ownership – Department owns the project. Developed by State NIC * Concurrent Business Process Re-engineering (BPR) o Beneficiary of the projects are AAY,BPL and APL Card holders o Resurvey of existing ration cards carried out by filling up Form-1

and digitization of existing Ration Cards completed o Issue of Biometric Based new Barcoded Ration Cards o At least one member of ration card must have bio-metric data o Minimum 4 Finger’s bio-metric images are captured of a person o EPIC matching with Gujarat Voters Identity Card Data o Ration Card Data digitization done in local language o Accept various Ration Card related applications at ATVT centre

or on Digital Gujarat portal

o We have FPS area concept. i.e . The smallest unit is FPS Area and not the FPS StateDistrictTalukaFPSFPS Area

o Permit system is fully implemented including MDM , ICDS , permits to NGOs/Institutions and Fisheries Retailer Permit .

o Supplementary permit to FPS owner in case of issued quantity is exceeds to allocated quantity.

o Biometric based Food Coupons System was initially introduced Started on 1st April -2011 at Moria village of Palanpur District

o Later on ,as an alternate to Food Coupon system , the eFPS is introduced. Now at the most of places eFPS is operational. (16838)

o eFPS client software to capture the transactions at FPS level. FPS has a choice to opt either to go for eFPS model of Coupon System model. If the particular FPS area is declared as eFPS than the food coupon system becomes inactive for that area.

o eFPS is operated by FPS owner. The good internet connectivity is must to run eFPS software. Internet connectivity and necessary h/w s/ws are self-procured by FPS.

o In eFPS , If the ration card member has biometric data than the system will first try for finger print verification and that up to the 5 failed attempts and at last open transaction may take place.

If the particular member who comes to avail commodity at eFPS does not have biometric data than directly open transaction takes place. ( No denial of Service) o The Pvt. Outlets/eGrams to operate PDS food coupon system

wherever eFPS is not exist. o Delivery Challans and Gate Pass from State Civil Supplies

Godowns. o Doorstep delivery of commodities from state Civil Supplies

Godown to FPS o Transport Pass through HHT/Desktop based from FCI was

introduced

o Issue of new BARCODED RATION CARDS having 2D barcode on it. BARCODE contains some crucial information of Ration card.

o The BIOMETRIC data of at least 1 member/card is captured as per ISO standard (ISO 19794-4 and 19794-2 (minutiae))

o Establishing the identity of a person through convergence of Ration Card data with EPIC

o eTransactions may happen through eFPS. These may be either biometric verification based or mobile OTP or even open transactions may take place

o Food coupons to the beneficiaries to avail the commodity covered in Public Distribution System . The food coupons can be printed from e-gram/Pvt. users on biometric verification of beneficiaries or by mobile OTP.

o During July 2011, the Representatives of United Nation’s World Food Program visited the Pilot Project and have appreciated the initiative.

o Central Vigilance Committee (CVC), headed by Hon'ble Supreme Court Justice Wadhwa (Retd.) has visited a few Pilot project FPS areas in August 2011 and observed the working of the Pilot Project.

o Later, CVC also submitted its report to Hon'ble Supreme Court in the matter of 196/2001 (PUCL vs. Union of India & others). In its order dated 14.09.2011, Hon'ble Supreme Court of India has recommended Gujarat model of TPDS Reforms for consideration of other States.
