Foreword
This compilation of information on teacher salaries and related economicpolicies in Oregon school districts is the 42nd such report prepared by theOregon School Boards Association. We continue to prepare the reportbecause of expressed interest by local school officials in havingcomparative information for collective bargaining purposes. Some districtshad not concluded bargaining by the time the report was prepared and aretherefore not included in this report.
While this particular report is restricted to information relating to teachers,a companion volume on salaries and fringe benefits for administrators willbe published. The OSBA takes the responsibility for the teachers’ reportwhile the Confederation of Oregon School Administrators (COSA) isresponsible for the administrators’ publication.
We know the burden faced by administrators in filling out “forms” andcompleting questionnaires and are therefore deeply appreciative of the timethey took to provide the detailed information contained in the report.

Introduction
This report contains information on salaries and related policies for teachers. Districts are divided into sizecategories. Categories are 3000 & Over ADM, 1000-2999 ADM, 500-999 ADM and 1-499 ADM. The size figureis the resident average daily membership attending as reported to the State Department of Education on the December31, 2010 report. Districts are alphabetized within these size categories. This year marks the twenty-first timeinformation regarding ESDs is included as a separate section in this publication. Other information contained in thisreport is explained below.
PERS
Districts that do not pay the six percent employee PERS “pick-up” are denoted with an asterisk (*) next totheir name.
Licensed Salary Schedule
Indicates the minimum and maximum salaries in the 2010-11 salary schedule for bachelor’s degree,bachelor’s degree plus 45 quarter hours, master’s degree and master’s degree plus 45 quarter hours. Thenumber of steps or increments from the base to the maximum. Also shown are the increment amountsbetween the two steps at the base of the training column and the increment amounts between the two stepsat the top of the training column.
Intermediate Salary Columns
Lists districts with salary columns in addition to the columns reported on the preceding pages. The credithours are reported in quarter hours. Those districts not appearing on the page did not report additionalcolumns.
Salary Policies
BA Base Increase for Year (i.e. 2010-11 over [Prev. year (2009-10)])—shows the percentage increase in theBA base salary for 2010-11.
Average Annual Teaching Salary—shows the average teacher salary as reported by each district to theOregon Department of Education.
FTE—shows the number of teachers used to calculate the average annual teaching salary as reported by each district to the Oregon Department of Education.
Student School Days—reports the number of days the students are actually in attendance.
Teacher Contract Days—includes the total number of student attendance days, teacher workdays and all paidholidays.
Inservice Days—indicates the number of days provided for activities such as teacher training programs.
Paid Holidays—shows number of paid holidays granted.

Professional Improvement
Tuition Reimbursement—shows districts that compensate teachers for professional improvement. Thecolumns indicate the number of hours, amount and if the district pools excess funds for courses taken.
Insurance
Highest Monthly Premium—indicates the highest monthly premium for any health insurance program offeredby the district for licensed employees and their families.
Maximum District Contribution—indicates the highest monthly district contribution towards health insuranceplan premiums. The maximum district contribution may be less than the district’s cap amount, if the districtoffers a plan that is fully covered by the district’s cap. The maximum district contribution may be more thanthe district’s cap if the district pools excess contributions to help employees pay a portion of their premiums.
Plan Type—indicates the type of insurance plan for which the district pays the listed amount for eachemployee. The options include:
Composite: Under one program, a district pays a flat, composite or unit rate per employee permonth. For example, a district might pay $600 per month per employee for specified coverages suchas medical, dental and vision.
Tiered or Step Rate: Under another type of program, a district pays different rates per employeeper month depending on the scope of coverage: single party, employee and spouse or familycoverage. For example, the cost of insurance in a district might be $260 per month for single partymedical coverage, $390 per month for employee and spouse medical coverage or $520 per monthfor full family medical coverage.
District’s Cap—indicates the dollar value of the district’s cap on its contribution. For those districts payinga percentage of the premium, the dollar value of that percentage is listed.
Pooled Contributions—indicates whether the district pools contribution amounts (i.e. the amount in “excess”of an employee rate for a single employee is pooled and then applied towards the cost of the family rate planfor another employee, so employees with more expensive plans generally have little or no out-of-pocketexpense for their monthly premiums).
Maximum Employee Contribution—indicates the highest monthly out-of-pocket expense an employee mayincur due to a district’s cap on contributions.
Types of Health Insurance Provided—indicates the types of health insurance included in the premiumamount. Possible benefits provided include medical insurance, dental insurance, life insurance (whichincludes the death benefit amount when available), long term disability and vision insurance.
Eligible for Full Contribution—indicates which group of employees are eligible for the district’s fullcontribution toward health insurance.

Personal Leave—indicates the annual allowance, whether the leave is paid, whether other leave days areused for this purpose and whether any deductions are made from salary.
Business Leave—indicates the annual allowance, whether the leave is paid, whether other leave days areused for this purpose and whether any deductions are made from salary.
Professional Leave—indicates the annual allowance, whether the leave is paid, whether other leave days areused for this purpose and whether any deductions are made from salary.
Bereavement Leave—indicates the annual allowance, whether the leave is paid, whether other leave days areused for this purpose and whether any deductions are made from salary.
Association Leave—indicates the annual allowance, whether the leave is paid, whether other leave days areused for this purpose and whether any deductions are made from salary.
Jury/Legal Leave—indicates the annual allowance, whether the leave is paid, whether other leave days areused for this purpose and whether any deductions are made from salary.
Family Illness Leave—indicates the annual allowance, whether the leave is paid, whether other leave daysare used for this purpose and whether any deductions are made from salary.
Pregnancy Leave—indicates the annual allowance, whether the leave is paid, whether other leave days areused for this purpose and whether any deductions are made from salary.
Parental Leave—indicates the annual allowance, whether the leave is paid, whether other leave days are usedfor this purpose and whether any deductions are made from salary.
Sabbatical Leave—indicates the percentage of an employee’s salary that is paid to an employee when thatemployee has applied for and been granted a sabbatical leave.
Extra-Duty Pay
Reports the amount of compensation teachers will receive for selected extra-duty assignments during the2010-11 school year.
