National Clean Plant Network (NCPN)
April 2012
The NCPN provides high quality asexually propagated plant material
free of targeted plant pathogens and pests that cause economic loss
to protect the environment and ensure the global competitiveness
of specialty crop producers.

NCPN – Mission Statement
April 2012
The National Clean Plan Network (NCPN)
is one of the ‘Crown Jewels’ of the Farm Bill
NCPN – How Others See Us!
April 2012 http://nationalcleanplantnetwork.org/
Key NCPN Principle
NCPN establishes, administers, and manages a network of collaborating
clean plant centers and programs. NCPN identifies and supports
a small but appropriate number of stakeholder focused, nationally oriented
clean plant centers that serve as centralized, cost effective hubs to diagnose and ‘clean’ plant material and
provide foundational services to industry and States
April 2012 http://nationalcleanplantnetwork.org/
1. Governance: Establish, manage, and administer an NCPN and commodity specific governing boards.
2. Operations: Provide rapid and safe introduction and release of clean plant materials.
3. Methods Development and Technology: Plant pathogen testing techniques, therapeutic methods, and diagnostic guidelines and standards.
4. Extension & Outreach: Develop partnerships to interact with commercial nurseries, producers and others.
5. Planning & Quality Control: Develop plans and evaluate program performance.
NCPN Goals and Objectives

Discussion
April 2012 http://nationalcleanplantnetwork.org/
• Senate Agriculture Committee Proposes Farm Bill 2013-2017 – April 25, 2012
• Next Steps > Goes to Full Senate for Consideration
• NCPN Status – Proposed in Senate Draft of Farm Bill 2013 – Covers - Title X ‘Horticulture’ – Section 10007 ‘Consolidation of Plant Pest Programs’ > New NCPN – Repeals and Amends – Food, Conservation and Energy Act 2008 (Sec. 10202) – Includes - NCPN in the Plant Protection Act (7 USC 7721, Sec. 420) – Consolidates – NCPN (‘old’ Farm Bill Sec. 10202 merged with ‘old’ Farm Bill ‘08 Sec. 10201) – Fixes Funding Anomaly – The CCC Charter Act funding anomaly ‘fixed’ – encumbrance removed
• Farm Bill 2013 Sec. 10007 Sec. (e) National Clean Plant Network – Language – Same as in Farm Bill 2008 ‘NCPN’ except … – Surrenders - No-Year Funding but … – Funding (2013-2016) – Includes NCPN resourcing in larger pool of $60 million 2013-2016 and … – Funding (2017+) – Includes NCPN in pool of $65 million for 2017 “… and each fiscal year thereafter.” – Congressional Footnotes - DISCUSSION
