NEW ORLEANS (AP)— BP’s stock plummetedand took much of the mar-ket down with it Tuesdayas the federal governmentannounced criminal andcivil investigations intothe Gulf of Mexico oil spill.BP engineers, meanwhile,tried to recover from afailed attempt to stop thegusher with an effort thatwill initially make theleak worse.

ly forceful in our re-sponse,” Holder said inNew Orleans.

BP’s stock nose-dived onTuesday, losing nearly 15percent of its value on thefirst trading day since theprevious best option — theso-called “top kill” —failed and was aborted atthe government’s direc-tion. It dipped steeplywith Holder’s late-after-noon announcement,

which also sent other en-ergy stocks tumbling, ulti-mately causing the DowJones industrial averageto tumble 112.

After six weeks of fail-ures to block the well ordivert the oil, BP was us-ing robotic machines tocarve into the twisted ap-pendages of the crippledwell. The latest attemptinvolved using tools re-sembling an oversized deli

slicer and garden shearsto break away the brokenriser pipe so engineers canthen position a cap overthe well’s opening.

Even if it succeeds, itwill temporarily increasethe flow of an alreadymassive leak by 20 per-cent — at least 100,000gallons more a day. And itis far from certain that BPwill be able to cap a wellthat one expert comparedto an out-of-control firehydrant.

“It is an engineer’snightmare,” said Ed Over-ton, a Louisiana StateUniversity professor of en-vironmental sciences.“They’re trying to fit a 21-inch cap over a 20-inchpipe a mile away. That’sjust horrendously hard todo. It’s not like you and I

standing on the groundpushing — they’re usinglittle robots to do this.”

The operation has neverbeen performed in suchdeep water, and is similarto an earlier failed attemptthat used a larger cap thatquickly froze up. BP PLCofficials said they were ap-plying lessons learnedfrom the earlier effort, andplan to pump warm waterthrough pipes into thesmaller dome to preventany icing problems.

“If all goes as planned,within about 24 hours wecould have this con-tained,” BP’s Doug Suttlessaid Tuesday after touringa temporary housing facil-ity set up for cleanupworkers in Grand Isle.“But we can’t guaranteesuccess.”
