• CERTIFER is a Notified Body (NoBo) to the European Community for the interoperability of the rail system
• CERTIFER is also an Designed Body (OQA-De Bo) to evaluate the design and implementation of systems or sub-systems new or substantially modified rail
• In 2006 , SNCF and RATP has transferred to CERTIFER the accreditation of the laboratories for I-F classification ( NF F16-101)
• From 2007, CERTIFER has introduced inter-laboratory comparison for EN 45545 tests• Inter-laboratory is a tool of selection of
laboratories in addition to the accreditation ISO/CEI 17025
2PROGRESS OF INTER-LABORATORY CAMPAIGNS
•An Assessment Team composed with experts from laboratories and railway operators who were involved in the drafting of EN 45545•The statistical analysis is realized according to ISO 5725
1. Determination of average and standard deviation for the different laboratories
2. 2σ preliminary test: each extreme value must be included in less than 2 Standard deviations (2σ) above or below the average of other laboratories, if not the value is excluded
3. Search of aberrant value according to IS0 5725 with Mandel test. Determination of the repeatability and reproducibility
4. Send Deviation Form to the laboratories who are excluded by 2σ or aberrant value
5. Analysis of the answer of the laboratories and exchange6. Publication of a list of recognized laboratories

EN 45545-2 tests Parameter Reproducibilty Commentary
EN ISO 4589-2 OI **** Robust test
EN ISO 9239-1 CHF **** Robust test
ISO 5658-2 CFE ** Limit in the standard at 13 and 20 kW/m2 will minimize the consequence
ISO 5660-1 MAHRE **Can reject some materials at the limit of
the classification
EN ISO 5659-2 Ds4VOF4 ****
Robust test
EN ISO 5659-2 Dsmax ***Depends if inflammation or not
EN 45545 Annexe C CIT G **Will no affect the classification of
materials. Very few materials will be rejected (ex: PVC)
NF X 70-100 CIT NLP ***Long experience of laboratories
