SOLID WASTE MANAGEMENT DISTRICT ANNUAL REPORT

1 (a). What waste goals did the district have for the fiscal year period and what actions did the districts take to achieve these goals?

Goal 1: Collect and process recyclable materials for proper reuse. Goal 1 Accomplishments: Materials were collected and processed at theDistrict's Materials Recovery Facility (MRF) for proper reuse. Each of the District's programs was used to accomplish this goal. As a direct result ofthe operation of the District's programs, 678.205 tons of recyclable materials were diverted from landfills. Without the existence of the OzarkFoothills Solid Waste Management District Q programs, the majority of these items would have been illegally dumped, burned, or transported tolandfills. The District is impacting the habits and practices of the local residents within the region regarding their environmental and recyclingpractices. Evidence to support this observation is the volume of the materials process at the Ozark Foothills Recycling Center. Goal 2: Maintainefficient District operation. Goal 2 Accomplishments: The District maintained an efficient operation throughout this year. White papercollections services were continued via the continuation of collection trailer placement upon one of the region's school campuses. As of the endof the fiscal year, community services workers continued to be utilized for emptying of the trailers and sorting of the recyclables, though thehours contributed again remained far less than what was needed and what had been received in prior years. The District maintained thedecrease in its fleet of collection trailers during the Fiscal Year 2018 initiated in 2010. Collection trailers continued to be located in each of theregion's five counties in the cities of Doniphan, Ellington, Piedmont, Poplar Bluff, and Van Buren. Availability of the collection trailer to theWilliamsville community was added during this fourth quarter of FY 2018 and is currently present due to the Solid Waste Management Grantawarded by the United States Department of Agriculture to the Ozark Foothills Regional Planning Commission.

While the goals have been reviewedand modified, the basic premise of collection and processing of recyclable materials "waste" for proper reuse continues to be the underlyingpurpose. The upcoming fiscal year goals for the Ozark Foothills Solid Waste Management District Q will be similar to those stated above. Projectproposals sought will have to prove contribution to the waste goals. Specifically, projects must be a collection, process and reuse focused. Inaddition, the projects must be sustainable and present a long-term commitment to the Ozark Foothills Region. Further, only projects fromorganizations located in the region will be considered. Though eligible for-profit projects will receive low priority.

3 (a). What resource recovery goals did the district have for the fiscal year period and what actions did the district take to achieve thee goals?

Goal 1. Conduct local recyclables collection using drop-off structures. Goal 1: Accomplishments: The location with the largest populationwithin each county was identified as a central collection site to which county residents brought recoverable materials. Each site was providedwith a drop-off structure or collection trailer. The existence of the recycling collection sites was advertised throughout the region primarily viaword of mouth in addition to an increase in social media presence by the recycling center. Once the recycling collection reciprocal is full a truckwas then used to haul the mobile drop-off trailers to the regional Materials Recovery Facility (MRF). There, the trailers were emptied andeventually returned to the drop-off site. The trucks ran routes providing service to all five participating counties on an as-needed and as-available basis. At the Materials Recovery Facility, all recyclable items previously stated within this narrative are accepted. The emphasis onwhite paper collection continued throughout all of the collection locations. The two-pronged effort consisted of a local commercial collectionroute and educational institutional generators program. Currently, one secondary school is participating in the collection effort. With all of theefforts provided by the aforementioned locations, they contributed to the diversion of 678.205 tons of recyclables. Goal 2: Pick-up and transportappliances to the MRF. Goal 2 Accomplishments: In addition to the collection of recyclable materials within the participating cities, communityclean-ups were held throughout the project period specifically to collect appliances from the residents of various municipalities. For appliances,the collection events utilized a semi truck with a 24-foot dump bed equipped with a 1-ton knuckle boom. Appliances were collected in theCenter's knuckle boom truck and transported to the MRF located in Poplar Bluff. Once at the MRF, the appliances were processed andtransported to a scrap metal dealer for reuse. By utilizing these tools and resources whitegoods were diverted from landfills during Fiscal Year2018.Goal 3: Operate institutional generators program. Goal 3 Accomplishments: The institutional generators program was continued duringthe project period. Seventy-one eight-yard and one two-yard recyclable bins located at hospitals, schools, newspaper publishers and othermid-size organizations were used to collect significant volumes of cardboard and newspaper. This program was primarily responsible for therecycling of cardboard, newspaper, and white paper. Goal 4: Sort, process, and prepare for marketing all collected recyclables. Goal 4:Accomplishments: Waste items brought to the Materials Recovery Facility were processed and sold. To accomplish this task Center personnelcontinued to grow relationships with brokerage firms. The sale of items to be recycled generated $99,718.17 in project income over the twelve-

Goal 2. Accomplishments: Items collected through theDistrict's recycling trailer, institutional generators,community clean-up, tire and drop-off programs wereprocessed at the MRF. Throughout the year, materials weredropped off through self-service at the Center by members ofthe public. To ensure uninterrupted availability of recyclingfor residents of the community, Center personnel continuedto place a collection trailer outside of the Center's gatesduring weekends and holidays. Doing so enabled the dailycollection f recyclable goods. Program income was generatedfrom the sale of the products and collection services offered.In Fiscal Year 2018, program income amounted to $99,718.17.Recovered materials were shipped both baled and loose.Program income was generated from the sale of the productsand from collection services offered.

Total revenues for the project year equaled and consisted of grant revenue from the Ozark Foothills Solid Waste ManagementDistrict via the State of Missouri's Solid Waste Management Fund and project income. Goal 5: Operate a tire collection and disposal program.Goal 5 Accomplishments: The small-scale tire collection program continued utilizing existing equipment and facility space to provide waste tirecollection at community clean-ups and disposal services upon request by businesses, and communities throughout the five-county region. Tireswere collected through the effort during the project year and will be transported to Tire Shredders Unlimited in Fenton, Missouri for processing.Goal 6: Transport and market all collected recyclables. Goal 6 Accomplishments: Items removed from the waste stream, were properly providedto end markets. All recyclables obtained through projects were sold or transported to end markets depending upon the type of materialcollected. The markets were accessed either via pick-up by the local buyer or transportation of such goods to buyers through use of the MRF'sown equipment and operators.

The Ozark Foothills Solid Waste Management District adopted six resources recovery goals for the Fiscal Year 2018. While the goals have beenreviewed and modified over the years, the basic foundation remains the same for collecting and processing recyclable materials for properreuse continues to be the underlying purpose. The upcoming fiscal years' goals for the Ozark Foothills Solid Waste Management District Q willbe the same as those stated above. The District will focus their efforts on increasing collection volumes and bringing more awareness to theimportance of recycling solid waste. Project proposals sought will have to prove contribution to the goals. Specifically, projects must becollection, process and reuse focused. In addition, the projects must be sustainable and present a long-term commitment to the Ozark FoothillsRegion, as well as to being good environmental stewards. Finally, only projects from organizations located and serving counties within theregion will be considered. While eligible, for-profit projects will receive low priority.

Grant proposals received are presented to the Solid Waste Management District's Executive Board. Each proposal is evaluated on a 100-pointscale. A copy of the evaluation form is attached. Proposals are scored by every member. The project with the highest point total based upon theevaluation criteria is awarded funds. The District does fund projects presented by previous recipients. Funding is based on previous projectperformance, responsiveness to the request for proposals, comprehensiveness of the project plan and budget, reasonable and attainableprojects goals, and alignment with established projects criteria. Funding for on-going operations is allowed. The project, however, must providedocumentation that progress has been made in attaining previous project goals, funds were used properly, and further funding will result in nrecyclable materials being diverted from landfills.
