Start of cooperation with EU and ACP
Situation in the 90’s:• Satellite data are available and useful
• Satellite data barely reach African users
• African user are not trained to use them
Ground for the cooperation between EUMETSAT, EU and ACP stakholders.

PUMA 2002-2006 (EDF funded)
Preparation for the Use of Meteosat second generation in Africa (PUMA)
Provided:
– 53 African countries (and 5 Regional Centres) receive in real-time EUMETSAT data (PUMA receiving stations)
– 350 African technicians are trained on the use and maintenance of PUMA receiving stations
– 6 Pilot Projects (Outlook activities) have prepared the continuation of the project (AMESD)

Contribution to sustainable development
Satellite data and products on the long term (=> 2040) to support: weather forecast, energy, agriculture, climate, disaster, marine, etc.
Availability of data, products and technology is fine but not at all sufficient to ensure a real impact in ACP countries.
Need for
Capacity building (training, infrastructure)
Institutional and organisational arrangements

African Monitoring of the Environment for Sustainable Development
Provided:1. 120 user station maintained and enhanced2. Capacity building: infrastructure and training (1200 trainees)3. Coherent use of Earth Observation data for Environmental issues4. Five regional thematic applications :
– Cropland and rangeland monitoring (West Africa)– Water management for fluvial transportation (Central Africa) – Land degradation and natural habitat conservation (East Africa)– Environment and natural resources management (Southern Africa)– Costal and marine monitoring (Indian ocean)
Information servicesThematic areas
Agriculture: Predicting drought for crop management
Livestock: Predicting drought for rangeland manag.
Monitoring small water bodies dynamics
Natural resources: Predicting fire risk – fire fighting
Assessing burnt areas – fire impact
Assessing status of natural habitats (PA)
Assessing land degradation and soil erosion
Water resources: Predicting river water level – navigation
Assessing Congo basin water balance
Sea: Locating fish stocks in sea– fisheries managementForecasting data for marine sector
