2.Be constructed with materials resistant to flood damage.

3.Be constructed by methods and practices that minimize flood damages.

4.Be constructed with electrical, heating, ventilation, plumbing and air-conditioning equipment and other service facilities that are designed an diorlocated so as to kevent water from entering or accumulating within thecomponents during conditions of flooding.

B. New and replacement water supply systems shall be designed to minimize oreliminate infiltration of flood waters into the system.

C. New and.replacement sanitary sewage systems shall be designed to minimize oreliminate infiltration of flood waters into the systems and discharges from thesystem into flood waters and on-site waste disposal systems shall be located andconstructed to avoid impairment to them or contamination from. them duringflooding.

D. All new construction and substantial improvements shall have the lowest floor,including basement elevated to or above the base flood level and if constructedwith a fully enclosed area below this lowest floor shall be designed toautomatically equalize hydrostatic flood forces on exterior walls by allowing forthe entry and exit of flood waters.
