• RRS products must be independently assessed by a notified certification body

• EN 1317 lays out the test method for performance testing

• The certification body is responsible for the assessment (on the basis of the methods in the standard)

• The certification body is responsible for verification of constancy of performance, e. g. FPC

• CE marking for road restraint systems requiresproduct performance testing according to EN 1317

• = minimum performance allowing product to beplaced on market

• All installed RRS must be CE marked (if appropriate CE marking available)

• EU member states maintain responsability for road safety and so may have additional national requirements (as long as these do not contradictEN 1317)

• CE marking aspects in « Annex ZA » allowinguse of remaining standard stand‐alone

• Restructuring of EN 1317 became necessary due to the publication of CPR in 2013

• Work in progress to revise Part 5• Work in progress to publish additional evaluationmethods for transitions, terminals and removablebarrier sections

• Gaining experience of TS 1317‐8 – motorcyclistprotection before working on full EN

Evolution of EN 1317 – Work in Progress

The Future of Road Restraint System Evaluation through European Standards

• Important to understand – EN 1317 restricted to determining product performance – additionalnational requirements may be needed.

• CE marking allows products to be placed on the market. CE marking does not garuntee suitabilityof products for all installations. 

• Work under way to publish new standard – user friendly and covering all RRS product types
