Scenario

During a pollution event, the response unit has to:

Restrictions:• The geographic data must be disseminated to different end users(managers, modellers, press…)

• Not all the information generated is allowed/valuable for everybody

• The tool must be robust, quick and accurate

• The tool must be easy to incorporate in the structure of the organizations

• Deal with very disparate information (satelliteimages, coastlines, model outputs, etc)

• Deal with several sources of information fromdifferent institutions (Coast Guards, MetOffice,local authorities, etc)

A COP is established:

• By gathering, collating, synthesizing and disseminating incidentinformation

• To all appropriate actors involved in an incident

COP Plan CAMGAL

Challenges:• To get previous information (coastal inventory, risk analysis, etc) required to react to spills from internal or external SDIs

• To deal with near real‐time information

• To create Web viewers customized on the fly for different kind of users

Moreover:• To use OGC standards to display catalogued layers

INSPIRE the COP!• Before a crisis:

• Catalogue (create metadata) spatial data of our responsibility

• Discover geographic information• Ensure the interoperability of data managed

• During a crisis:• View the information needed to manage a spill incident

• Download spatial data• Distribute data to other systems

• Also:• Creation of GML/SLD to share HNS incident’s data

Overview• A COP was built in order to produce the cartography of oil or HNS spill crisis

• Based on Open Source, OGCprotocols and INSPIRE Directive

• Management of data from different sources (external and internal)

• Different users of COP have access to different information based on access control

• Currently used by Galician Coast Guards and technical stakeholders
