Based upon previous experiences, to complete the validation/acceptance of TC need cooperation by all interested parties including the manufacturer (XAC), the customer, CAAC and the importing authority.There will be several milestone events in the validation/acceptance of TC including followings:

Step 1: Information exchange meeting between both authorities before they sign the bilateral agreement.

XAC, the customer, CAAC and the importing authority will attend this meeting. On this meeting, CAAC and the importing authority can learn about basic information including the organization, regulation system, audit system and other important information of each other. The information exchanged on this meeting will help CAAC to draft the bilateral agreement to be signed next.

VTC Procedure

Step 2: Signing the bilateral agreement

On the basis of information exchange meeting held previously, CAAC will draft the bilateral agreement which will be signed after discussion and confirmation of both authorities. The agreement mentioned above will be discussed and signed either in the importing country or in China according to both authorities’ schedule.

Step 3: Conducting of the validation/acceptance of TC by the importing authority

Firstly, XAC shall submit the Application Form and Data according to the importing authority’s requirement through CAAC (This probably be completed before the Step 1). After acceptation of the application by importing authority, all 4 parties will work out an plan and conduct the validation/acceptance activities according to the importing authority’s procedure.For validation, both authority will discuss and determine a type validation basis. All the consequent validation activities shall be conducted based on this type validation basis.For acceptance, the importing authority will accept CAAC’s certification and issue the Acceptance of TC after review the Application Data.

Step 4: Issuance of the Validation/Acceptance of TC

Step 5: Aircraft delivery

After issuance of the Validation/Acceptance of TC, the importing authority will come to XAC to conduct airworthiness inspection to issue the Certificate of Airworthiness, the Certificate of Registration and the Radio License to the aircraft to be delivered.

Previously, the importing authority should distribute the Nationality and Registration Marks to the aircraft before its painting process.

On completion of certificates mentioned above, the aircraft can fly to the customer.

These steps are the milestone events in validation/acceptance of TC. For details work coordination, confirmation and assistance from all parties are necessary.
