A best practice for carriers is to use GPS location technology, with network-based mechanisms as a fallback when no GPS is available. GPS is very accurate, but only works reliably in outdoor environments since a clear line of sight to satellites is required. Indoors, GPS will typically fail and carriers will instead rely on network-based mechanisms or fallback to Phase 1.

DEVICE-BASED HYBRID LOCATIONCombines all sensors on the device:

“Hybrid” indicates that the device can fuse the different sources together and provide the best location based on context and environment, as opposed to having to choose “either/or” and waiting for one method to fail before trying the next.
Fused or hybrid location will always look for a combination and validation of different methods, and choose what’s most reliable. In indoor environments, the device mostly relies on WiFi access points and enhances and validates the location with other mechanisms, whereas in outdoor environments, the device mostly relies on GPS. In all cases, location is cross-referenced across sources to make it more robust and reliable.
The answer is that apps like Uber locate users based on device-based hybrid location, whereas 9-1-1 still uses a network-centric approach that often falls back to cell-tower triangulation when a GPS fix cannot be obtained – for instance, when the caller is located indoors.
Device-based hybrid location, sometimes referred to as “fused location,” combines all of the sensors on a smartphone. In comparative location testing, device-based hybrid location has shown to be faster and more accurate than traditional, network-based location mechanisms.

WHAT DOES THE ‘BULLSEYE’ MEAN?If you see the bullseye symbol, more accurate location from the RapidSOS NG911 Clearinghouse is available for the call.
WHAT DO I HAVE TO DO?The NG911 Clearinghouse is automatically queried for location throughout the call (no need to rebid). This will plot on the VESTA Map Local solution as supplemental data in addition to the ALI (Phase 1 or Phase 2 location). All you have to do is click anywhere inside the red box to center the map on the RapidSOS location.

Through the integration of the RapidSOS NG911 Clearinghouse with the VESTA 9-1-1 and VESTA Map Local solutions, PSAPs now have the capability for improved situational awareness and improved decision making.
HOW DOES IT WORK?RapidSOS provides a direct data pipeline from smartphones and other connected devices to Public Safety through their NG911 Clearinghouse. The NG911 Clearinghouse is a NENA i3-compliant Location Information Server and Additional Data Repository that is accessible to authorized PSAPs through integrations into all major call handling equipment and mapping software.
DOES THE RAPIDSOS LOCATION REPLACE THE ALI?No. RapidSOS location and additional data comes in as supplemental information. Telecommunicators will still receive the ALI location they are used to.
IS THERE A DELAY IN RECEIVING RAPIDSOS DATA?When a call comes in to a PSAP with the RapidSOS integration, the NG911 Clearinghouse is automatically queried for location and additional data. If data is available, it is displayed within milliseconds. This is a stark contrast to the 25-30 seconds it typically takes to get a Phase 2 re-bid from the ALI database. Most vendors also periodically query the NG911 Clearinghouse throughout a call so that the PSAP receives automatic location updates if the caller moves.

WHERE DOES THE INFORMATION COME FROM THAT IDENTIFIES A CALLER’S LOCATION?First, 99% of Android devices support Android Emergency Location Services (ELS), an Android service that transmits device-based location to emergency services during a native 9-1-1 call. This service has already been activated in many countries in Europe. When it is activated in the U.S., millions of devices will be able to send location to the RapidSOS NG911 Clearinghouse when a citizen dials 9-1-1 via their regular phone dialer.
Ahead of the Android ELS activation in the U.S., RapidSOS has developed a testing & demo tool called SOS Beacon that can be installed on any smartphone. Once installed, you just need to grant permissions, and by default, it will enable device-based hybrid location, sharing to the production environment of the RapidSOS NG911 Clearinghouse. SOS Beacon will send a location to the NG911 Clearinghouse when 9-1-1 is called via the phone’s native dialer – no need to use the SOS Beacon app to initiate the call!
WHERE DOES THE ENHANCED DATA IN THE NG911 CLEARINGHOUSE COME FROM?RapidSOS receives the data from the partnerships it has with various connected device companies. In an emergency, precise location and rich data (when available) is transmitted to the NG911 Clearinghouse from these device companies. Over time, we expect that most smartphone devices will send locations to the NG911 Clearinghouse.
THE SOS BEACON APP
1. Download the SOS Beacon app from the App Store or Google Play store and grant the permissions.
2. Both the ALI location and RapidSOS location will be displayed.
3. Place a test call from the phone while within your PSAP’s jurisdiction.
